Long Term Monitoring Former Naval Arctic Research Laboratory Barrow, Alaska

INTRODUCTION

NAVFAC NW is acquiring environmental services to fulfill the Long Term Monitoring (LTM) requirements at the former Naval Arctic Research Laboratory (NARL) (Barrow, Alaska) for the Airstrip, the Powerhouse and the Former Bulk Fuel Tank Farm (BFTF). The details of the LTM are detailed in the Comprehensive Monitoring Plan (CMP) for the formal NARL facility (Reference 1). The CMP was developed to ensure environmental monitoring activities outlined in the approved decision documents (References 2-4) are implemented appropriately, and the selected remedies remain protective of human health and the environment. The monitoring program includes site inspections and environmental sampling, testing and evaluation of the active zone water, surface water, and sediment concentrations versus the appropriate cleanup levels.

BACKGROUND

Environmental conditions at NARL have been evaluated through numerous investigations, site characterizations and risk assessments. In the 1990’s, four sites were identified for further evaluation and cleanup: The Airstrip (Site 5), Former Dry Cleaning Facility (Site 11), Powerhouse (Site 12), and Former Bulk Fuel Tank Farm (Site 13).

Decision documents identifying contaminants of concern, media impacted, on-site contaminant concentrations, cleanup levels, and cleanup remedies for the four sites were executed in 2002 (References 2 - 5). The Dry Cleaning Facility received Alaska Department of Environmental Conservation (ADEC) closure and no further action is required (Reference 3). The remaining three sites underwent Hot Air Vapor Extraction and Land-Farming (Site 13 only) in 2002 and 2003. The first Five-Year Review was conducted in 2007 (Reference 6), the Second Five-Year Review was conducted in 2012 (Reference 7), and the third Five-Year Review was conducted in 2018 (Reference 8).

OBJECTIVE

Objectives of this task order are to: 1) Satisfy monitoring requirements specified in the BFTF, Airstrip and Powerhouse decision documents and 2) Satisfy the recommendations of the previous year’s LTM Report, as approved by the Navy and the Alaska Department of Environmental Conservation (ADEC).

The contractor shall complete all work in accordance with the performance requirements for this task order. This Performance Requirements Summary (PRS), indicated in Table 2: Performance Requirements Summary, serves as the basis for the Government evaluation to be entered into the Contractor Performance Assessment Reporting System (CPARS).

TASK 01 Project Management

Subtask 0101 Project Management

The contractor shall perform all necessary project management tasks associated with this work. The period of performance for this work is about 12 months. Project management shall include: routine project administration, correspondence, scheduling, mobilizing the project team, cost tracking, budgeting, preparation of monthly invoices, and overall management of the project. In addition, the contractor shall coordinate with the Navy and other personnel to manage tasks required for completing the project. The Program Manager shall be responsible for communicating with the Navy’s Contracting Officer’s Representative (COR) and Remedial Project Manager (RPM) of any problems that arise and to identify corrective solutions. The contractor shall maintain schedules and staffing levels for responsive performance. A project schedule shall be coordinated with the Navy RPM, and it shall be provided in electronic format, compatible with Adobe Acrobat and MS Project. An initial schedule shall be prepared then updated monthly and forwarded to both the Navy RPM and COR.

Subtask 0102 Project Meetings

One preconstruction meeting shall be held at NAVFAC NW in Silverdale, WA or the contractor’s office prior to mobilization to Barrow, Alaska. The meeting shall be between the Government Designated Authority (GDA), Navy RPM, Project Task Order Manager (TOM), and Project Field Lead for the Barrow LTM.
