Title: Multiple Barracks Renovation at South Carolina Marine Corps Bases

Location of the Work: Marine Corps Air Station (MCAS) Beaufort, South Carolina and Parris Island, South Carolina

Description of the Work: This Task Order will consist of a Design-Bid-Build project and Design-Build project. The Design-Bid-Build project includes the repair of barracks rooms, repair of building exterior, and to the site of two BEQs both approximately 28,500 SF and both have 60 rooms. The current square footage is 28,531 SF for buildings 1245 and 1246. These buildings were built in 2001 and are two of four structures within the Phase IV Barracks complex. Buildings 1244 and 1247 are currently being repaired under the BE1818M repair project as part 1. Part 2 is the repairs of buildings 1245 and 1246.

The Design-Build project is for Building 332, which is an existing EIFS-clad Bachelor Enlisted Quarters that has undergone significant renovation over the years. It was originally constructed as an exterior-balcony type BEQ and later converted to interior corridor, leading to unique interior room layouts that remain per that renovation. The building is exhibiting generalized deterioration, including mold intrusion, EIFS façade damage, and general aging of systems and finishes. The intent of this project is to remediate building deficiencies, modernize mechanical, electrical & plumbing systems, improve livability, and bring the facility into compliance with current ABA accessibility requirements. Renovations will include reconfiguration of select interior layouts to improve accessibility and functionality, full replacement of interior finishes, roof replacement, and upgrades to meet current Force Protection & Fire Protection standards. The building is 36,638 gross square feet over 3 floors. There are 76 sleeping rooms currently, South Carolina Marine Corps Bases Work Order No. 1722990 / 1722991 / 1601758 and the final plan configuration will have 71 sleeping rooms, due to conversions of some to accessible rooms, and the creation of new uses like a mini-mart and duty hut from existing rooms.

Attachments pertaining to Design-Build project for Building 332 will be provided via a forthcoming amendment.

To make a determination of best value, the Government shall evaluate each Offeror on price only.

2. Basis of Evaluation and Submittal Requirements for Each Factor.

(a) Price:

(1) Solicitation Submittal Requirements:

The Government intends to evaluate all options and in accordance with FAR 52.217-5, evaluation of options will not obligate the Government to exercise the option(s).

Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:

a. Comparison of proposed prices received in response to the RFP.

b. Comparison of proposed prices with the Independent Government Cost Estimate

(IGCE).

c. Comparison of proposed prices with available historical information.

d. Comparison of proposed prices with market survey results.

Evaluation

1. The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to negotiate with Offerors in the competitive range; and to award the contract to the Offeror submitting the lowest price proposal.

2. In accordance with FAR 15.203, the Government intends to evaluate proposals and award a contract without negotiations with offerors (except clarifications as described in FAR 15.202(a)(2)). The Government reserves the right to conduct negotiations if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
