About this file

This document is a Questions and Answers (Q&A) clarification file from Amendment 5 of a federal construction contract solicitation involving multiple building renovation projects. The document addresses 26 numbered inquiries (items 209-226) submitted by prospective contractors regarding scope of work, technical requirements, and bidding assumptions across Buildings 332, 1245, and 1246.

Key clarifications address: (1) air barrier and moisture barrier requirements—contractors must provide continuity only at repair areas, new penetrations, and new openings rather than creating a complete new building-wide air barrier system, and are not required to demolish and rebuild existing roof parapets solely to establish continuous air barriers; (2) baseline air leakage testing is required to identify major leaks, but contractors will not be penalized if the overall building fails new-construction pressure standards provided all new work within their scope is properly sealed; (3) fixture and accessory replacements—the government will cover costs for damaged or missing items if replacement quantities exceed 10-15%, but contractors must document pre-construction conditions and submit RFIs for items that cannot be reused; (4) utility coordination fees with Beaufort Jasper Water & Sewer Authority are the contractor's responsibility, with specific fees determined by the contractor's proposed design loads during bidding; (5) sprinkler head replacement is required for expired heads; (6) contractors must verify existing door and window openings prior to manufacturing new units; (7) voids beneath existing slabs at pipe chases must be stabilized using flowable fill or cementitious slurry without further excavation; and (8) Room Data Sheets in RFP Part 3 govern pricing baselines for tile scope, with validations occurring during the Concept Design Workshop. The proposal due date was extended to September 3 to accommodate additional time for structural and mechanical evaluation of risks.

PART 3 -

CHAPTER 6 / ESR

B20 - Page 1

B201003 Insulation

& Vapor Retarder

Building 332: Drawings only reference Wall type note #7 references to "Install Air Barrier Sealant at perimeter of wall" as it pertains to any air barrier scope. B201003 states to "Provide continuous air barrier and moisture barrier systems at repaired wall assemblies, joints, penetrations, and transitions." and "Provide detailed construction documentation indicating continuity of air barriers, water-resistive barriers, flashing systems, penetrations, and enclosure transitions." Is the intent of this scope to provide a new air barrier system to the inside perimeter of the building without taking down EIFS and support framing?

No. The intent is not to provide a completely new continuous air barrier on the interior face of the exterior wall, nor to demolish existing EIFS and support framing that is otherwise scheduled to remain. The Contractor is only required to provide continuity of the air and moisture barrier systems at all areas of repair, new penetrations, new terminations, and new openings as required by the RFP

Building 332: Drawings only reference Wall type note #7 references to "Install Air Barrier Sealant at perimeter of wall" as it pertains to any air barrier scope. B201003 states to "Provide continuous air barrier and moisture barrier systems at repaired wall assemblies, joints, penetrations, and transitions. and "Provide detailed construction documentation indicating continuity of air barriers, water-resistive barriers, flashing systems, penetrations, and enclosure transitions." Is the intent of this scope to provide an air barrier system at the roof as well, that will tie into vertical air barrier elements? This will largely not be continuous unless the parapet is demolished and rebuilt.

The Contractor is not required to demolish and rebuild the existing roof parapet solely to establish a new continuous whole-building air barrier.

The Contractor shall tie new roofing systems into existing vertical elements using industry-standard flashing and membrane transitions to restore weather-tightness and barrier continuity at the roof-to-wall intersection, in accordance with the RFP repair scope.

CHAPTER 6 / ESR

B20 - Page 1

B201003 Insulation

& Vapor Retarder

Building 332: B201003 states to "Provide vapor pressure analysis and hygrothermal analysis in accordance with UFC 3-101-01 to determine vapor retarder requirements." Is the intent of this to pretest and post test current conditions only for a baseline, or will the contractor be required to pass a full air barrier pressure testing at

Commissioning? Please consider the contingencies needed in order to seal up a building of this magnitude including at the slab, roof, etc. to which is largely only being renovated architecturally and of which many potential structural gaps will exist, thus requiring further invasive and destructive exploratory means.

A whole-building air leakage test is required to establish a baseline and identify major leaks. However, the Contractor will not be penalized if the overall building fails to meet new-construction pressure test standards, provided the Contractor can demonstrate that all new work, joints, penetrations, and repaired assemblies within their scope of work were properly sealed in accordance with the RFP.

Amendment 5, PPI Response #43

Buildings 1245 & 1246: PPI response #43;

addresses a potential monument sign and safety signage, but not the typical NAVFAC project sign. Can we assume 1 total for building 1245 & 1246. Yes, a NAVFAC sign is required. One sign will be sufficient.

Amendment 5, PPI Response #49

Buildings 1245 & 1246: PPI response #49;

states "All fixtures (mirrors, medicine cabinets, robe hooks, towel bars, etc.. are to be evaluated and either replaced if damaged or cleaned and reinstalled." Please confirm that the government will treat the replacements of these items as changes to the contract if not damaged by the contractor or please provide a quantity of replacements that should be assumed for each item as these items can accumulate large costs over this many rooms.

It would depend on the count. If every item needs replacing yes, if there are 10 to 15 % this would need to be accounted for in your bid. The government would expect an RFI for any level of accessories that cannot be reused.

NOTE: Internal rust is often not discovered until demolition reveals the un seen condition. These items need to be documented, by the contractor, and identified as in good conditions or as damabed before construction.

Amendment 5, PPI Response #56-

Buildings 1245 & 1246: PPI responses #56-

58; states "Damaged or missing mirrors to be replaced." Please confirm that the government will treat the replacements of these items as changes to the contract if not damaged by the contractor or please provide a quantity of replacements that should be assumed for each item as these items can accumulate large costs over this many rooms.

For mirrors: Yes, the government would have to cover the cost for replacement, but the government would expext an RFI.

NOTE: These items need to be documented, by the contractor, and identified as in good conditions or as damaged before construction.

Amendment 5, PPI Response 60

Buildings 1245 & 1246: PPI response #60;

states that the contractor is responsible for fees and subcontracting components with

Beaufort Jasper Water & Sewer Authority.

What are these items requiring fees so we can budget accordingly?

Stormwater improvement is the only sitework that pertains to water utilities. In the first phase of construction (the renovation of bldg 1244 and bldg 1247 which is not part of this solicitation) the new storm drainage conflicted with water and sewer lines. If there is a conflict, a

MOD will be required at that point the Contractor will need to include

BJWSA permit fees in the proposal.

NOTE: The contractor is required to coordinate with BJWSA to identify any coflicts between the new work and the existing water and sewer lines prior to construction. Any fees for this coordination will be the responsibility of the contractor.

Amendment 5, PPI Response 62

Buildings 1245 & 1246: As it relates to PPI response 62; since there is no design details in the drawings nor were we afforded and opportunity to see this issue on the site visit;

can the government provide a photo of the poor condition of pre-tensioned concrete roof panels are not flush along the perimeter of the 3rd floor exterior wall?

This condition was discovered during the renovation of bldg 1244. It will be minimal in this phase of construction. The typical detail will be about

8 to 10 linear square feet (1'x10'). the maximum it will be is 20 rooms.

The repair will require joint sealant, some type of lath (in the thickest area), and a skim coat (about 3/4" to 0") the width of each room.

NOTE: For bidding Purposes provide a cost per the above instruction, There are no photos or details of this area. This area is subject to be different than described and may require a MOD after award.

Amendment 5, PPI Response 63

Buildings 1245 & 1246: The response provided to this PPI (63) does not address the question. To clarify the question, who owns the onus of surveying door frames to be replaced under this CLIN and what are those means? I.e. do these need to be professionally surveyed and documented?

Typical installing of doors, windows, louvers, etc.in an existing condition good construction practices would be to verify the existing. The contractor or the contractor's vendor is responsible for verifying openings prior to manufacturing new doors. windows, louvers, etc.

PPI Response 206

Buildings 1245 & 1246: PPI response

#206; states "The sprinkler system is not anticipated to be upgraded. The intent is to update out of date heads. Upgrades are not needed to replace sprinkler heads per the design drawings." Please confirm the last part of this response "Upgrades are not needed to replace sprinkler heads per the design drawings" is incorrect as it contradicts PPI 205 and the contract scope. Expired sprinker heads must be replaced.

Amendment 5, PPI Response 207

Buildings 1245 & 1246: Please reference

PPIs 51, 52 and 207. Is it fair to state that the PPI response to #207 can govern/replace the comments from 51 and

52 for temporary fencing? Yes.

Amendment 5, PPI Response 95

Building 332: The answer provided did not address the question of the PPI. The question of the PPI was: Building 332: For the typical scour areas under the building perimeter it is clear what needs to be done to reinforce the slab and backfill against the new reinforcement; however what is the expectation under the existing slab where washout has occurred around the pipe chases. Will further excavation and backfill need to occur underneath these areas? If so what is that scope of work entail?

Yes, voids resulting from washout beneath the existing slab at the pipe chases must be stabilized. For bidding purposes, the Contractor shall assume the scope of work entails injecting flowable fill or a non-shrink cementitious slurry to completely fill all identified void spaces beneath the slab at the pipe chases without requiring further destructive excavation.

Amendment 5, PPI Response 97

Building 332: PPI response #97; states that the contractor is responsible for fees and subcontracting components with Beaufort

Jasper Water & Sewer Authority. What are these items requiring fees so we can budget accordingly?

In a Design-Build contract, the final utility loads and design are generated by the Contractor. Therefore, the Contractor is responsible for directly contacting Beaufort Jasper Water & Sewer Authority (BJWSA) during the bidding phase to determine the specific capacity, tap, or system impact fees required based on the Contractor's proposed design loads and fixture counts.

PPI Response 104

Building 332: PPI response #104 states

"Design Build team to verify." Is this response meant to be the governments team or the contractors team? If the contractors team we will follow the RFP and not other templated guidelines such as SpecsIntact.

Please provide clear direction as these items directly impact schedule and lead to early buyout and procurement in order to meet the short schedule durations for procurement.

"Design-Build Team" or "DB Team" refers to the Contractor's Design-

Build Team. The Contractor is correct that RFP Part 3 (Project Program) governs the project requirements.

Amendment 5, Structural PPI

Responses 117-

Building 332: Structural PPI Responses 117-

223 shifts major risk and contingencies on to the contractor DB team to evaluate prior to an award, as such more time will be needed for the Structural team to evaluate these risks and propose solutions to the contractor and trade partners to price. We are requesting an additional 1-2 weeks in the bid process to make this happen. The proposal due date has been extended to 9/3 with this amendment.

Amendment 5, Mechanical PPI

Responses 187-

190, 192-195

Building 332: Structural PPI Responses 187-

190 and 192-195 shifts risk and contingencies on to the contractor DB team to evaluate prior to an award, as such more time will be needed for the Mechanical team to evaluate these risks and propose solutions to the contractor and trade partners to price. We are requesting an additional 1-2 weeks in the bid process to make this happen. The proposal due date has been extended to 9/3 with this amendment.

PPI Response 160

Building 332: Please reconsider answering the question versus the response of "verify during the CDW". The contractor needs a baseline to price the tile scope accordingly and with the amount of rooms that pertain to these items and they carry impactful costs dependent on the direction given.

For bidding purposes, the Contractor shall use the Room Data Sheets provided in RFP Part 3 as the definitive baseline to price the tile scope.

Any proposed deviations, optimizations, or layout changes will be validated during the Concept Design Workshop (CDW).

Amendment 5, PPI Response 161

Building 332: Please reconsider answering the question versus the response of "DB

KTR must validate requirements during the

CDW." As of now we will assume the

Room Data Sheets since part 3 governs any area of part 6.

The Contractor's assumption is correct. For bidding purposes, the Room

Data Sheets provided in RFP Part 3 govern and shall be utilized as the baseline for pricing. Final validations will occur during the CDW.
