About this file

This document is a Questions and Answers (Q&A) record containing 208 Pre-Proposal Inquiries (PPIs) and Government Responses for federal construction projects at MCAS Beaufort and MCRD Parris Island.

The document addresses three primary construction scopes: renovation of Buildings 1245 and 1246 (barracks) at MCAS Beaufort under a design-bid-build contract, and renovation of Building 332 (permanent party unaccompanied housing) at MCRD Parris Island under a design-build contract. For Buildings 1245 and 1246, the government confirmed that contractors bear no Design Liability Insurance responsibility, both buildings will remain unoccupied during construction while adjacent Buildings 1244 and 1247 stay occupied, and furniture removal/reinstallation applies to 120 total rooms with storage at MCAS Supply Warehouse Building 612, Bay 16. The scope includes options for roof deck replacement with insulation, ceiling repairs, door frame replacement for 72 openings, parking lot milling and restriping (7,500 linear feet), and exterior masonry cleaning. Key clarifications specify that only basketball court restriping is required (no court milling), exterior window perimeter caulking before painting is mandated, and all bathroom fixtures must be evaluated for replacement if damaged or cleaned and reinstalled if functional.

For Building 332, the design-build contract encompasses full interior demolition to structural systems, with a 734-day period of performance and site disturbance limited to below 8,000 square feet to avoid stormwater permitting requirements. Major scope items include roof replacement (with photovoltaic rooftop analysis and life-cycle cost analysis required), parapet demolition and replacement with gable pediments at both entry porches, EIFS repair and coating work (approximately 530 square feet), interior renovation with impact-resistant gypsum board and ceramic tile bathrooms, mechanical systems upgrade with building automation system integration to existing MCRD utility monitoring systems, fire alarm system upgrade to Siemens Fire Finder XLS with Class A circuits, and provision of 10-20 washers and dryers based on UFC 4-721-01 requirements for 142 residents. The government clarified that Building 332 will be vacated prior to construction start, existing site lighting remains with new electrical connections, telecommunications will reuse existing spaces, and the design-builder is responsible for completing 65%, 98%, and final design milestones with commissioning and acceptance activities integrated concurrently throughout construction rather than as a final phase. Proposal due date was extended to August 27 to allow adequate contractor response time.

CLINS 0010 &

Buildings 1245 & 1246: Options 07 & 08: States to provide a unit price for replacing metal roof deck, per current structural (hurricane and seismic) code, and install rigid insulation on top of the roof deck, complete in accordance with the drawings and specifications, but excluding work provided in another Line Item.. This will require the new fascia size to increase by 6”. It is understood that the metal decking may need to be replaced if damaged panels are observed, however what is the purpose of the insulation as it relates to the scope included in base bid scopes, where there is no insulation shown to be added

(A-301) nor demolished (AD-102B/C). Is it possible the government chooses to replace metal decking and exclude insulation? Or add insulation and not replace decking?

This is an optoin to this construction contract. Because this is an option to the construction contract it will be the contractor's responsibility to provide the design to replace the roof deck in its entirity. the design will be reviewed by MCAS Beaufort Public Works Engineering Department.

62 S-302, Others CLINS 0013 &

Buildings 1245 & 1246: Options 09 & 10: Repair offsite in ceiling from misaligned pre-tensioned concrete attic floor slabs. Can the government please provide additional information to what is being asked to be repaired and by what means?

There are no specific indicators in the drawings that differentiates or explains this scope that we can find.

The pre-tensioned concrete roof panels are not flush along the perimeter of the 3rd floor exterior wall. The outter panel is slightly higher where it abutts to the next panel. The original contractor infilled this with drywall and mud to make it flush. this condition has failed over the years and needs to be addressed and made smooth before painting the ceiling.

63 A-601, I-001 CLINS 0014 &

Buildings 1245 & 1246: Options 11 & 12: States to provide a unit price for 14Ga metal frames to the 72 door frames with new exterior slabs, complete in accordance with the drawings and specifications, but excluding work provided in another Line Item. Is there a process to how replacement will be determined to include whether door frames need to be replaced, repaired or left as is. For example in the base bid does the contractor own field measuring these openings or other inspection means to include mock-ups to determine the frames condition?

Again, this is in the amendment and is not reflected on the original design drawings. Exterior doors and frames are to be replaced.

64 CS101B &

CS101C, C-

503B & C-

504B

Detail 7 Buildings 1245 & 1246: Options 17 & 18: States to restripe approximately 7,500 LF. Can the government please confirm that thermoplastic is required in all locations even if striping basketball courts as indicated in Detail 7.

Yes, all striping on site.

65 CS101B, C-

503B

Detail 5 Building 1245, Option 17; States to Mill 1” of paving on the parking lots and basketball court area (500SY), install 1” thick of new wearing course (500SY), restripe approximately 7,500

LF. Can the government please provide a plan or indicator to where these parking areas and/or basketball courts are so that we can gauge the logistical impacts to include traffic control, restoration of areas surrounded by green area and other general requirements. Is this the parking lot area to the East of the building to where the new

RCP crossing is at and the basketball court to the

West near building 1248?

Mill Parking only, the Basketball court is to be restriped only.

66 CS101C, C-

503C

Detail 5 Building 1246, Option 18; States to Mill 1” of paving on the parking lots and basketball court area (500SY), install 1” thick of new wearing course (500SY), restripe approximately 7,500

LF. Can the government please provide a plan or indicator to where these parking areas and/or basketball courts are so that we can gauge the logistical impacts to include traffic control, restoration of areas surrounded by green area and other general requirements. Is this the parking lot area to the West of the building to where the new

RCP crossing is at and the basketball court to the

East near building 1244?

Mill Parking only, the Basketball court is to be restriped only.

67 AD401 DA41 Buildings 1245 & 1246: The drawings lack a

DFH schedule and there are also no specifications for door hardware. Please clarify the scope of work to be provided by the contractor for all doors to be replaced on this project. It is unclear what is to be provided in terms of closers, weather seals, hinges, thresholds, etc.

The amendment calls for replacing all the entry doors, therefore new hardware is required and it is stated that this hardware match the existing

(hinges, closers, kickplate, etc.

The original design called for the original exterior door locksets to be removed with batteries removed and placed in individual boxes that are marked with the room number they came from. These locks are to be reinstalled on the door they came from when construction is completed.

All interior doors will be addressed as stated in the original design.

68 AD401 DA41 Buildings 1245 & 1246: When disassembling the existing card swap door hardware/handles, what is the expectation by the government to catalogue and document the current condition of these. For instance it is likely that parts will be missing, broken or in poor shape when dissambeling these and an understanding of the process to replace these parts / components will be necessary for reinstallation. There is no spec or drawing notes stating this guidance. Thank you.

The original design called for the original exterior door locksets to be removed with batteries removed and placed in individual boxes that are marked with the room number they came from. These locks are to be reinstalled on the door they came form when construction is completed.

Catalog:

Remove lockset, remove batteries, place each lockeset, and all srews, strickplates, etc. into an individual box, bag, bin, etc., and mark the container with the room number from the room the lock came from. Store all these locks in a secure, conditioned space and re-install at the end of construction on the door of the room they were originally on.

69 AD401 DA41 Buildings 1245 & 1246: From the site visit it appears that room signage is installed to each door slated to be demolished. There also appears to be no notes or indicated scope to provide guidance on replacement signage (no signage schedule or spec included). What is the governments intent for replacement of these? Provide new room signage on the new doors. Coordinate with Base

Signage Department.

70 E-101B & E-

101C, E-501

Buildings 1245 & 1246: Is the triangle with an X indicating replacements for Exit lighting or something else? The sheet notes on these pages do not indicate replacement however they are shown on E-501. Please clarify if all exit lights are to be replaced.

Refer to the Amendment. The fire alarm control panel will be upgraded per MCAS Fire Protection contractor and replace all alarm/notification components. The work will require the installer to perform programming, testing and approval from NAVFAC's FPE wil be required before the work is complete.

71 E-101B & E-

101C, E-501

Buildings 1245 & 1246: It is hard to discern the scope required on the exterior walkways as it pertains to the Wall Pack lighting. The sheet notes on these pages do not indicate replacement however they may be shown on E-501. Please clarify if any of the wall pack lights are to be replaced. Replace wall pack lighting.

72 01 31 19.05 20 Building 332: With the documents being developed to at least a 40% solution does the government plan to hold a CDW and the associated processes and deliverables leading up to and after the CDW? If this is not a requirement, the government stands to save travel costs and time (schedule) associated with this process.

CDW required

73 01 33 10.05 20 1.7 Building 332: Considering that the design has been completed to or beyond a Preliminary

Design can the government clearly state the design deliverables they are expecting to receive for this project?

Full design required from bidder. A 65% design, 98% design and Final design milestone are all required. This is listed out in the RFP

74 01 35 13 Building 332: Please confirm/deny that specification 01 35 13 does or does not apply to this project.

This section does not apply.

75 01 30 00, 01 35 26, 01 45 00

Building 332: Staffing requirements. For clarity purposes, please confirm that a dedicated

Superintendent, SSHO and QCM is required for building 332 and also cannot be simultaneous coverage associated with the 1245 and 1246 buildings.

Confirmed, a dedicated Superintendent, SSHO, and QCM is required and cannot be the same as the invdidivudals associated with 1245 and 1246

UNLESS the projects do not occur simultaniously. AKA, a dedicated team is required for each project while it is actively under construction

76 01 32 17.00

1.10.1.10.1 Building 332: Under the section (d.) it states

"The value of commissioning, testing and closeout WBS section may not be less than 10 percent of the total costs for procurement and construction activities." Please confirm that this

10% value only pertains to 1. Subcontracted scope values and 2. MEP scope of work.

No. The requirement states the value must not be less than 10 percent of the total costs for procurement and construction activities. This 10% minimum applies to the total aggregate cost of all construction and procurement activities across the entire project, inclusive of all disciplines

(Architectural, Civil, Structural, MEP, etc.) and regardless of whether the work is self-performed or subcontracted

77 01 50 00 2.3 Building 332: Does MCRD Parris Island have a requirement for Temporary Chain link fencing for this project? The specification opens it up for

Polyethylene Mesh Safety Fencing to be used.

Follow specs.

78 01 50 00 3.6.2 Building 332: Is there an area designated for contractor laydown for these buildings? The areas within the temp fence lines will not allow for this necessary means. Please also clarify if this area requires temporary fencing.

Site laydown will be available for KTR use. Exact location TBD and will be discussed during design.

79 01 50 00 3.6 Building 332:: Is there an area designated for contractor trailer for these buildings? The areas within the temp fence lines will not allow for this necessary means. Please also clarify if this area requires temporary fencing.

Site laydown will be available for KTR use. Exact location TBD and will be discussed during design.
