About this file

This is a Price Schedule for Phase IV Barracks Repair and Renovation (BEQ) work at military facilities. The contract involves repair and renovation services for three buildings: Building 1245, Building 1246, and Building 332, with quantities and unit prices to be provided by offerors. The base contract includes three primary line items (CLINs 0001-0003): subtotals for Phase IV BEQ repairs to Building 1245 (including furniture and appliance relocation), Phase IV BEQ repairs to Building 1246 (including furniture and appliance relocation), and Building 332 repairs. Award will be made on the total sum of CLINs 0001-0003, with unit prices taking precedence over extended totals in case of discrepancies.

The schedule includes eighteen optional line items (CLINs 0004-0021) covering additional repairs such as shower wall restoration (11,000 SF each building), gypsum wall repairs in kitchenettes (1,800 SF each building), exterior guardrail replacement (1,960 LF each building), metal roof deck replacement with insulation (28,000 SF each building), ceiling repairs (800 SF each building), metal door frames (72 each building), fire alarm control panel updates (2 each building), window blind replacement (120 each building), and parking lot and basketball court resurfacing (500 SY each building). The Government reserves the unilateral right to award options CLINs 0004-0021 within 180 calendar days of contract award at firm fixed prices with no economic price adjustment provision. If any options are exercised, the contract completion date remains unchanged but additional bonding and surety consent are required. Estimated quantities marked with an asterisk (*) allow for equitable price adjustment if actual quantities vary more than 15 percent above or below the estimate.

TOTAL PRICE FOR CLINs 0001 – 0021: $_________________

General Bid Notes:

1. Award will be made on the total sum of Contract Line Items (CLINs) 0001-0003. If there is a difference between a unit price and the extended total, the unit price will be held to be the intended bid and the total recomputed accordingly. If an Offeror provides a total but fails to enter a unit price, the total divided by the specified quantity will be held to be the intended unit price.

2. The Government reserves the unilateral right to award CLINs 0004 through 0021 to the Contractor at the proposed price within 180 calendar days after the contract award. A firm fixed proposed price is required for CLINs 0004 through 0021. No provision is made for economic price adjustment. If CLINs 0004 through 0021 are exercised, the contract completion date will remain unchanged.

3. Evaluation of Options (Jul 1990) - Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interest, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for CLINs 0001-0003 (base bids). In accordance with FAR 52.217-5, Evaluation of Options, the evaluation of options will not obligate the Government to exercise the option(s).

4. The Government may reject an offer as non-responsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.

5. If any of the CLIN(s) 0004 through 0021 are exercised, additional bonding and consent of surety is required. Consequently, the Performance Bond must reflect 100 percent of the aggregate amount of all Items.

6. Quantities on the bid schedule that are followed by an asterisk (*) are estimated quantities. If the quantity of a unit-priced item in this contract is an estimated quantity and the actual quantity of the unit-priced item varies more than 15 percent above or below the estimated quantity, an equitable adjustment in the contract price shall be made upon demand of either party. The equitable adjustment shall be based upon any increase or decrease in costs due solely to the variation above 15 percent or below 85 percent of the estimated quantity. If the quantity variation is such as to cause an increase in the time necessary for completion, the Contractor may request, in writing, an extension of time, to be received by the Contracting Officer within 10 days from the beginning of the delay, or within such further period as may be granted by the Contracting Officer before the date of final settlement of the contract. Upon the receipt of a written request for an extension, the Contracting Officer shall ascertain the facts and make an adjustment for extending the completion date as, in the judgement of the Contracting Officer, is justified.
