About this file
This is a Questions and Answers (Q&A) document addressing contractor inquiries regarding quality control requirements and pricing for Building 332 construction work.
The document clarifies four key requirements: (1) Building 332 requires specialized Quality Control (QC) specialists in civil, mechanical, electrical, structural, and architectural disciplines, as specified in Section 01 45 00 for that building, distinguishing it from Buildings 1245 and 1246 which do not require these positions; (2) QC specialist qualifications follow an "OR" requirement, allowing candidates to meet criteria through either an engineering degree with professional registration plus 2 years experience, or alternatively 5 years of related field experience supervising that specific work with a construction company, without requiring a degree or license; (3) Specialists must be physically present at all Preparatory and Initial phase inspections for their respective work areas and must conduct follow-up inspections with sufficient frequency throughout active work execution, critical system testing, and deficiency resolution—not merely attending a single follow-up meeting; and (4) A Submittal Clerk with minimum 1 year experience is required to manage all submittals per Section 01 33 00, but this function may be performed by an individual with dual administrative/QC duties rather than as a dedicated full-time position, unless explicitly stated otherwise in the project-specific RFP. The document also confirms this is a Firm-Fixed Price procurement requiring submission of a firm-fixed price for the full project scope using the provided Price Proposal form, rather than an informed planning-level estimate.

Text version
01 45 00 section prepared for the Bldg 1245 and
1246 does not require additional QC Specialists.
However the 01 45 00 section included as part of
Bldg 332 attachment has multiple QC specialist postions listed (civil, mechanical, electrical, structural, architectural) – see excerpt below. We assume these positions are in fact required and that for the Bldg 332 project we cannot necessarily follow the original 01 45 00 spec section which does not require these specialists.
Please confirm
Confirmed. The specification Section 01 45 00 provided specifically for
Building 332 governs the Quality Control requirements for Building 332.
The specialized QC positions (Civil, Mechanical, Electrical, Structural, Architectural) listed in the Building 332 Section 01 45 00 are required for this scope of work.
The 01 45 00 QC specialist table under column 2
- “Qualification/ Experience” for each position requires an engineering degree with registration and 2 years experience OR an experienced technician (or a supervisor with a construction company). We assume that the experienced supervisor or technician will not need to have a degree or licensure.
Please confirm.
Confirmed. In accordance with the Section 01 45 00 Experience Matrix, the qualification criteria are an "OR" requirement. A specialist who meets the specified years of related field experience (typically 5 years of experience supervising that specific feature of work with a construction company) is not required to hold an engineering degree or professional license.
The 01 45 00 section for QC specialists required for bldg 332 under “3-2” requires a frequency of the “surveillance and inspection” will be “as needed” – the introductory paragraph requires these individuals to attend the prepatory, initial and followup inspections. We assume that having these personnel physcially present to attend the prepatory, initial and at least one followup inspection (final inspection/ critical system acceptance) will satisfy the “as needed” requirement. Please confirm.
Specialists must be physically present for all Preparatory and Initial phase inspections for their respective definable features of work. The "as needed" requirement for Follow-up inspections is not satisfied by attending only one follow-up meeting. Specialists must perform surveillance and follow-up inspections with sufficient frequency to ensure full contract compliance whenever active work in their discipline is being executed on site, during critical system testing/acceptance, and when resolving deficiencies.
We assume that the submittal clerk is a full time required position. Please confirm.
The Contractor must provide a qualified Submittal Clerk (minimum 1 year experience) responsible for tracking, certifying, and managing all submittals in accordance with Section 01 33 00. However, unless explicitly stated as a "dedicated full-time standalone position" in the project-specific RFP, this function may be performed by an individual with dual administrative/QC support duties, provided submittal tracking is maintained at full compliance.
The proposed pricing should be considered an informed planning-level estimate based on currently available information and the anticipated code-required scope.
This procurement is a Firm-Fixed Price procurement, as such your proposal submission shall reflect your Firm-Fixed Price for the full project in accordance with the Price Proposal form.
