About this file
This is a Price Proposal Schedule for a Design-Build Barracks Initiative project at Marine Corps Air Station Cherry Point, North Carolina. The solicitation (N4008526R0053) seeks proposals for the demolition of five Bachelor Enlisted Quarters buildings and construction of replacement billeting facilities with 720 two-person rooms to support 1,440 personnel. The total evaluated price includes Base Bid Item 0001 (design and construction of replacement barracks), demolition of existing facilities, removal and disposal of contaminated soils, and treatment of construction dewatering effluent, along with multiple unit-priced options for additional contaminated soil work, geotechnically unsuitable soil remediation, asbestos-containing material removal, and an Electronic Security System (ESS) option. All pricing must be entered in the yellow-highlighted cells with a maximum of two decimal places.
Award will be evaluated on the total proposed price for all line items (0001-0010), combining the base bid and all options in accordance with FAR 52.217-5. The Government reserves the right to award Option Item 0002 within 120 days of contract award and Unit Price Option Items 0003-0009 within 365 days. The ESS Option Item 0010 is exempt from the 365-day restriction and must be awarded at least six months prior to project completion, with contractors permitted to propose a Handling and Administration Rate not to exceed 5% of the ESS budget. Proposals must be valid for 120 days from receipt, all amendment acknowledgments must be included, and all applicable pricing cells must be completed or the proposal will be rejected as non-responsive. Performance bonds must reflect 100 percent of the aggregate amount of all items if options are exercised, with additional bonding required at the time of ESS option award.

| GENERAL BID NOTES | |
| a. | Award will be evaluated on the total proposed price for Line Items 0001-0010; base price and the sum of all options. |
b. The Government reserves the unilateral right to award Line Items 0002 to the Contractor at the proposed price within 120 calendar days after the contract award and in accordance with all bid notes. The Government reserves the unilateral right to award Line Items 0003-0009 to the Contractor at the proposed price within 365 days and in accordance with all bid notes.
c. Evaluation of Options (JUL 1990). Except when it is determined in accordance with FAR 17.206 (b) not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the price for the Option(s), Line Items 0002-0010 to the total price for the Base Bid, Line Item 0001. Evaluation of options will not obligate the Government to exercise the Option(s). (FAR 52.217-5).
d. In accordance with FAR 52.217-7; Option for Increased Quantity-Separately Priced Line Item (Mar 1989), the Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.
e. The Government may reject an offer as non-responsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.
f. If there is a difference between a unit price and the extended total, the unit price will be held to be the intended bid and the total recomputed accordingly. If an Offeror provides a total but fails to enter a unit price, the total divided by the specified quantity will be held to be the intended unit price.
g. If Line Items 0002-0009 are exercised, additional bonding and consent of surety is required. Consequently, the Performance Bond must reflect 100 percent of the aggregate amount of all items.
| EVALUATION OF PRICE |
| In accordance with the Price Factor, the Total Evaluated Price will be in accordance with FAR 52.217-5 Evaluation of Options, which includes the total of Base Item(s), all Option Items, and the HAR Amount of the ESS item(s). |
| The Government reserves the right to verify the calculations in this spreadsheet. In the event that an error in the Contractor's calculations are found, the Government will use the actual amounts entered in for the Base Item, the HAR Percentage, and the Option Item(s) (if applicable) as the intended price. The Government will use these proposed amounts to determine the Total Evaluated Price. |
| All applicable cells must be completed. Failure to propose on all items shall result in proposal being rejected as nonresponsive. Failure to acknowledge all amendments may result in proposal being rejected as nonresponsive. |
SUBMITTED PROPOSALS SHALL BE VALID FOR 120 DAYS FROM THE DATE OF RECEIPT.

| 1) The total estimated budget amount for ESS Options has been identified to provide Offerors with the projected magnitude of effort for ESS. The total estimated budget amount for the ESS Option includes the actual cost of the ESS including freight, insurances, taxes and installation charges and the Prime Contractor's proposed Handling and Administration Rate (HAR). The Total ESS Budget Amount (Estimated) shall be entered by the Government. The ESS Budget Amount is only an estimated amount. The contractor will be given the final budget amount to design the ESS package to during the design phase for the ESS. | |
| 2) Offerors may propose a Handling and Administration Rate (HAR) for the ESS Option not to exceed 5%. This fee will account for all administrative costs, overhead, administration of subcontracts, profit, and any other costs associated with and related to the coordination and processing of the procurement and installation of ESS. The proposed HAR percentage will be incorporated into the contract/task order award and will not be adjusted regardless of fluctuations from the estimated budget amount for ESS. The proposed HAR is a fixed rate. | |
| 3) If awarded, this line item will be funded separately after completion of ESS design review, acceptance of ESS package, and receipt of appropriate funding. The design for the ESS itself is performed under the Base Item or other applicable option item. See performance specifications for details on the ESS Option. | |
| 4) The Government is not obligated to award the ESS line items. Should the Government choose to award the ESS options, the line item will be awarded as a negotiated modification to the contract/task order. The contractor's proposed HAR will be applied to all vendor/supplier costs for the ESS option. | |
| 5) The ESS Option Item (and any Specialty Equipment) are exempt from the NPGI 17.202(a)(ii) restriction to award options within 365 days of contract award. The ESS option shall be awarded at least six months prior to the contract/task order completion date. A minimum of six months is required for the contractor to purchase, deliver and install the ESS without impacting the overall completion date of the project. The contractor’s schedule should assume the award of the ESS option will occur. No schedule extensions shall be granted if the Option is awarded at least six months prior to the contract/task order completion date. If the Government decides to negotiate and award the ESS option with less than six months prior to the contract/task order completion date, the contractor may be entitled to a contract/task order extension and extended field overhead. A contract/task order extension and extended field overhead will only be granted in those cases where the prime contractor demonstrates that sufficient lead time for the ESS is not available and the Government’s award of the option is in the last six months of the contract/task order. | |
| 6) Performance & Payment Bonds - |
a. No Bond Requirement for ESS at Time of Construction Contract/Task Order Award:
FAR 28.102-1(a) requires that performance and payment bonds be included in all construction contracts/task orders exceeding the Simplified Acquisition Threshold (SAT), except under the conditions listed. Since the ESS option is not part of the original contract/task order award, the Construction Contractor will not be required to secure bond for the ESS at the time the basic contract/task order is awarded.
b. Additional Bond at ESS Option Award Award: FAR 28.102-2(d) requires the Government to secure additional bond from the Construction Contractor for any contract/task order price increases. Therefore, an increase to the original contract/task order bond is required at the time of the ESS Option award. The increased cost of the bond must come from the ESS funding source and is not a part of the Construction Contractor's HAR.
c. Bonds Required by the Construction Contractor: If the Construction Contractor requires bonding from the ESS subcontractor(s), the cost must be covered in the Construction Contractor's HAR.
CLINs 0010 (ESS Options) cannot be awarded without CLIN 0001 (Base Bid) being awarded.
