About this file
This is a Small Business Participation Commitment Document (SBPCD) template required for RFP N40085-26-R-0053, a Design-Build Barracks Initiative project at Marine Corps Air Station Cherry Point, North Carolina. The document must be completed by all offerors—both large businesses and small businesses—to support evaluation under Factor 6, Small Business Utilization and Participation, and is the only form evaluated for this purpose.
The SBPCD requires offerors to document their small business subcontracting commitments against a minimum participation requirement of 20% of total contract value. Offerors must identify their business size classification (large or small), declare any applicable socioeconomic categories (SDB, WOSB, EDWOSB, HUBZone SB, VOSB, SDVOSB), and provide a detailed subcontracting breakdown including total contract value, self-performed work value, and subcontracted work value. The document includes a participation table for identifying specific small business subcontractors by company name, business category, products/services, and nature of commitment (such as written teaming agreements, joint venture agreements, or signed letters of commitment). If offerors fail to meet the 20% small business participation threshold or have not identified subcontractors with firm commitments in place, they must provide detailed written explanations. Large business offerors intending not to subcontract must justify why subcontracting would not result in efficient contract performance; small business offerors planning 100% self-performance are exempt from this requirement.

If subcontracting firm commitments are NOT in place, do not add the subcontractor to the table below. A SB commitment is a written agreement between a prime and small business to work together on this contract. This commitment in writing is considered the nature of commitment, which can include written teaming agreement, joint venture agreement, mentor-protégé agreement, written/signed letter of commitment from the small business, etc. This table can be expanded as needed.
