This is Amendment 0005 to Solicitation N4008526R0053 for the Design-Build (DB) Marines Barracks Initiative (Package #1) at Marine Corps Air Station (MCAS) Cherry Point, North Carolina, issued by NAVFACSYSCOM Mid-Atlantic on June 3, 2026.
The amendment confirms that the Phase II proposal due date of July 7, 2026 at 1400 EDT remains unchanged and is not extended. Key updates include: a mandatory site visit scheduled for Wednesday, June 10, 2026 at 2:00 P.M. local time at Building 87, FEAD Cherry Point office, with sponsorship requests required by June 8, 2026 at 10:00 AM for visitors without base access; an updated wage determination (NC20260018 dated 05/18/2026) applicable to North Carolina counties of Craven, Jones, and Pamlico for building construction; and specification revisions affecting quality control requirements, mechanical engineer qualifications, submittal review procedures, exterior character standards, and special design challenges. The amendment also provides updated attachments including a revised Hazardous Materials Report (B2) replacing previous building references and a new excerpt from the Cherry Point Area Development Plan (D14). Specification revisions require the Mechanical Quality Control specialist to certify mechanical system submittals for completeness and accuracy prior to Government submission, limit MQC business relationships with design teams and subcontractors, and establish personnel experience requirements for Divisions 22 and 23 personnel (minimum 5 years) and control system testing personnel (minimum 2 years). The amendment mandates employment of a mechanical subcontractor as a first-tier subcontractor no later than 30 calendar days prior to Design Development submittal.
