About this file
This document is a Pre-Proposal Inquiry (PPI) Responses summary for a federal contract opportunity related to construction of Bachelor Enlisted Quarters (BEQs) at Marine Corps Air Station (MCAS) Cherry Point in North Carolina. The document addresses 215 numbered inquiries submitted by potential bidders regarding the Request for Proposal (RFP), with government responses indicating either completed answers or "PENDING RESPONSE" status.
Key contract details include three standalone four-story BEQ buildings designed to house 480 occupants each (1,440 total), with design-build delivery and life-cycle cost analysis (LCCA) requirements for multiple building systems. The Phase II proposal due date was extended to July 14, 2026 via Amendment 0007. Critical technical issues addressed include conflicting requirements for HVAC systems (specifically A2L refrigerant restrictions versus PTHP prescriptive specifications), foundation system specifications (pile versus shallow foundations determined by Designer of Record), pavement design criteria (NCDOT versus UFC 3-250-01), and site utility infrastructure documentation. Outstanding pending responses concern fire truck accommodation specifications, mechanical/electrical system routing, contaminated soil management protocols, dewatering effluent treatment standards, exterior sun control device requirements, and clarifications on ASHRAE standard versions for ventilation and energy efficiency. The RFP requires compliance with multiple UFC (Unified Facilities Criteria) standards, NFPA codes, and site-specific MCAS Cherry Point policies. Contractors must address unreliable power supply implications, emergency generator requirements, demolition scope clarity, and comprehensive utility mapping for electrical, water, sewer, storm drainage, and telecommunications systems across the project site.

With the current plans, it is unclear exactly what is included in the demolition scope outside of the building footprint. Should demolition contractors assume demolition of the structure and all improvements within five (5) feet of the building, or is removal of additional pavement, sidewalks, curb and gutter, utilities, or other site improvements required?
Do the mechanical/power brick enclosures associated with each structure (housing HVAC equipment, electrical equipment, and other mechanical systems) fall within the demolition scope, or are they to remain in place?

Refrigeran t
Section 23 81 00 cites ASHRAE 15 and 34 (2022) but does not specify an acceptable refrigerant for PTHPs.
AIM Act phasedown has effectively eliminated new R-410A PTHP production. A2L PTHPs (e.g., R-32) serving sleeping quarters are high-probability systems under ASHRAE
15, requiring refrigerant leak detection and occupant notification not addressed in the current spec.
Confirm: (1) A2L PTHPs are acceptable; (2) whether ASHRAE
15.2 compliance is required; (3) whether refrigerant leak detection integrated with MNS/fire alarm is in the DB contractor scope.

Prohibitio n
Section 23 81 00 prescribes PTHPs for plan units. UFC 4-721-01 Change 1
(12 March 2026) Section 3-12 requires A2L refrigerant containment vessels to remain exterior to occupied spaces; all current PTHP production uses A2L refrigerant. The Part 3B
Chapter 6 D30 Cherry Point supplement prohibits DX packaged or split systems, VRF, and DX VAV at this installation, eliminating the common system alternatives. Confirm:
(1) what HVAC system type is acceptable for plan units at Cherry
Point that satisfies UFC 4-721-01 §3-
12, ASHRAE 15.2, and the Cherry

Part 3B Chapter 6, Section D30 states that DX packaged or split systems are not acceptable at Cherry Point.
Section D303002 of the same supplement requires a direct expansion ductless split cooling-only unit for the
Telecommunications/Data/NMCI room. These requirements are contradictory within the same document section. Additionally, the required ductless split unit has its indoor coil (containment vessel) inside the IT room, which conflicts with
UFC 4-721-01 Change 1 (12 March
2026) Section 3-12 for A2L refrigerant systems. Confirm: (1) whether the IT room ductless split is exempt from the
Cherry Point DX prohibition; (2) whether a chilled water cooling solution is acceptable for the IT room as an alternative; and (3) the compliant refrigerant and system configuration for the IT room.

The RFP establishes a Pre-Proposal
Inquiry (PPI) submission deadline of
June 23, 2026, and a proposal due date of July 7, 2026. Given the number and scope of outstanding PPIs— particularly those affecting site conditions, utilities, and environmental requirements—the time between the PPI deadline and proposal due date is not sufficient to allow for:
1. Review and incorporation of
Government PPI responses, 2.
Coordination with subcontractors and suppliers, 3. Development and validation of pricing, and 4.
Completion of internal proposal reviews. As currently scheduled, Offerors may be required to carry additional assumptions and contingencies due to unresolved scope elements. Request the Government consider extending the proposal due date by 4 weeks to allow adequate time for evaluation of PPI responses and development of a complete and coordinated proposal. This will support more accurate and competitive pricing aligned with the Government’s intent.
The Phase II proposal due date has been extended to 14 July

Subject: Clarification of Scope
Allocation Between Base CLIN and
Option CLINs for Contaminated Soils and Dewatering Effluent
The RFP indicates that contaminated soil handling and dewatering effluent management are included within the base scope (CLIN 0001). However, these same elements are also identified as separate Option CLINs
(0003–0007).
This creates ambiguity regarding the intended allocation of scope between the base bid and option pricing.
Please clarify the following:
1. Confirm whether CLIN 0001 is intended to include all contaminated soil handling and dewatering effluent management required for the project, or only a baseline level consistent with anticipated site conditions. Currently these items are called out as options please advise as your intentions are unclear.
2. Confirm whether Option CLINs
0003–0007 represent additional scope beyond the base condition (e.g., higher contamination levels, additional quantities, offsite disposal, treatment requirements, or unforeseen conditions).
3. Define the limits of responsibility for each Option CLIN to clearly distinguish what work is included in the base bid versus option pricing.

This section mentions that generally manholes aren't permitted for medium-voltage extensions and that above-ground tap-boxes are preferred for radial feeds. The RFP also states to maintain loop-feed capability through all new transformers. Being able to pull multiple sets of MV conductors through shared manholes to allow for loop-feed topologies is much simpler and requires significantly fewer structures than installing tap-boxes at all UFC 3-550-01 driven locations.
Can manholes be utilized for this project in addition to tap-boxes?
