About this file
This is Amendment 0009 to a Design-Build solicitation (RFP N4008526R0053) for the Marine Corps Barracks Initiative, Package #1, at Marine Corps Air Station Cherry Point, North Carolina, issued by NAVFACSYSCOM MID-ATLANTIC on July 9, 2026.
The amendment confirms that the Phase II proposal due date of July 14, 2026 at 1400 EDT (2:00 PM EDT) remains unchanged and incorporates Pre-Proposal Inquiry (PPI) responses addressing 12 questions (numbered 243-254). Key clarifications from the government responses include: confirmation that the project site is located within an AICUZ 65-70 dBA DNL noise zone; UFC 3-101-01 Table 3-1 requirements for building façade sound isolation performance must be met, requiring high-rated OITC and STC window assemblies; discrete pile caps are required at all pile locations with grade beams spanning between them (pile-supported grade beam systems alone are not acceptable); and exterior enclosure must comply with FC 4-721-10 performance requirements while matching installation standards in Part 3, Section 4.3 regarding exterior character. The government denied a request for a three-week extension to the Phase II proposal deadline. Additional details are referenced in Part 6 (Document D-1) for laundry room equipment specifications, Part 2 Division 01 Specs for work hour restrictions on driven pile installation, and Amendment 0008 for clarifications on operable windows in 2+0 rooms. The RFP is stated to be the result of Life Cycle Cost Analyses (LCCAs) previously completed by the government.

243 RFP Part 3 Section
3.1.2.13
RFP Part 3 Section 3.1.2.13 states that the project site is located within
AICUZ 65 to 70 dBA DNL noise zone. Can the GOVT please confirm?
Confirmed
244 RFP
UFC 3-
101-01 Table 3-1
The limited sound isolation performance of commercially available wall-mounted PTACs may result in the building façade not conforming with the composite sound isolation performance requirement in Table 3-1 of UFC 3-
101-01, particularly in the 2+0 and accessible rooms.
Table 3-1 of UFC 3-101-01 requires that the building façade elements provide 1/3 octave band transmission data from 80 Hz to 4000 Hz in order for a composite OITC rating to be determined.
Can the GOVT confirm that the project site is required to meet the requirements of Table 3-1 of UFC 3-
101-01 and, if so, can the GOVT provide a PTAC manufacturer that they know have sound transmission loss sound data from 80 Hz to 4000
Hz for the PTAC unit alone that can comply with Table 3-1 requirements when installed in a wall?
See response to PPI #92.

Is the project required to use wall-mounted PTACs in these rooms even though there may not be commercially available mitigation options for the PTACs that would allow building façade (wall, window, See response to PPI #92.
and PTAC) to comply with the composite sound isolation performance requirement in Table 3-

GOVT provide intel on PTAC units that will comply along with the
PTAC unit’s sound transmission loss sound data from 80 Hz to 4000 Hz?
Otherwise, please confirm that the project is required to meet the requirements of Table 3-1 of UFC 3-

UFC 1-

Paragraph
4-2
The Government's response to PPI
No. 200 states that LCCAs are required throughout design as stated in UFC 1-200-02. UFC 1-200-02
(Paragraph 4-2) states "In Design
Build projects, the LCCA is prepared for each building in the project during the development of the solicitation package, or Request for
Proposal. The resulting system and feature selections are incorporated as requirements in the DB RFP." Per
UFC 1-200-02, the requirement of the DB team to perform LCCA's is limited to post Award effort and effort to justify deviations from the
RFP requirements. As previously stated, the results of any LCCAs completed during the DB team's post
Award design effort is not a biddable
RFP requirement. Can the GOVT provide the results of the LCCA's they've prepared for this RFP effort?
If not; then relative to on-site renewable energy, solar domestic hot water, outdoor water use, outdoor water meters, and alternative water sources; can the GOVT provide biddable quantities, assumptions, guideline values, etc. to be used by
Primes to hard bid this Project?
RFP is result of LCCAs.
Propose per RFP.
GOVT PPI
Responses 19 and 185
Please review your responses to PPI's
19 and 185. The questions have to do with whether or not the windows in the 2+0 Rooms are required to be operable. The response to PPI 19 states they are not to be operable while the response to PPI 185 states they are to be operable. Can the
GOVT provide one clear response as to whether or not operable windows are required at the 2+0 Rooms and also advise as to requirements for operable windows at any other
Building locations?
See response to PPI#242 and
Amendment 0008.

Attachment H Section A101002
Deep Foundations states that the building and first floor slab must be entirely supported by a pile foundation system and that "a foundation system using only pile supported grade beams will not be permitted". Please clarify whether a pile supported grade beam system supporting a structural slab is acceptable, or if discrete pile caps are required at all pile locations, with grade beams spanning between pile caps.
The foundation system using pile caps and grade beams must be provided. Therefore, discrete pile caps are required at all pile locations, with grade beams spanning between pile caps. A pile supported grade beam system supporting a structural slab is not acceptable.

Amend

Amendment 0006, Pre-Proposal
Inquiry Response No. 13, states that the Government will consider alternative solutions that align with
Response to clarify PPI #13.

Factor 5, including “load-bearing studs in panelized or volumetric systems,” in lieu of the prescribed
CMU or cast-in-place concrete backup walls, provided the project conforms to FC 4-721-10.
Amendment 0008 revises Part 3A, Section B201001, Exterior
Enclosure, to require exterior closure consisting of “a combination of brick masonry, concrete unit masonry, or non-structural / architectural precast concrete” to match installation standards referenced in Part 3, Section 4.3 Exterior Character.
Amendment 0008 PPI Response No.
28 also states that “Non-structural precast concrete is allowed.” These responses appear to create a conflict or potential change in allowable design solutions. Amendment 0006 appears to allow alternative industrialized construction approaches with load-bearing wall systems where the proposed solution complies with FC 4-721-10 and maintains the required performance, while Amendment 0008 appears to limit precast concrete exterior wall elements to non-structural architectural precast only. Please clarify whether load-bearing precast concrete exterior wall panels are permitted as part of the proposed design solution where the complete exterior enclosure complies with the
BEAP, FC 4-721-10, applicable
UFCs, structural code requirements, and the RFP’s performance requirements.

4.3 Exterior Character.
Amend
Based on the volume of PPI responses affecting design and pricing efforts we request an extension of 3 weeks to adjust design, proposal, and pricing solutions.
Phase II proposal due date remains unchanged.
