About this file
This is a Questions and Answers (Q&A) document from federal contract solicitation N4008526R0033, addressing clarifications on a Building Services and Facilities Management contract for a military installation. The document contains 70 numbered questions with government responses covering three primary service areas: Facilities Management (Annex 1502000), Building Systems/Electrical (Annex 1602000), and Rolling Stock/Vehicle Maintenance (Annex 1700000), along with administrative and management requirements (Annex 0200000).
Key clarifications addressed include: removal of Building 426 references and missing attachment J-0200000-04 from Government Furnished Equipment requirements; revisions to Direct Digital Controls System and Compressed Air Systems inventories to provide customer-specific allocations; confirmation that the Laurel Bay Pool (273,606 gallons) is the only pool facility and that Navy instructions govern swimming pool testing frequencies; clarification that sun shade inventory (77 units per J-1502000-07) governs over conflicting PWS reference (63 units); confirmation that Bachelor Quarters maintenance frequency is contractor-determined based on performance standards with historical data provided for reference; and removal of Building 619 from Government-Furnished Facilities list. The government confirmed that tire repair and replacement applies only to Government-owned vehicles listed in Attachment J-1700000-02-01 (USMC Fleet Inventory) and not GSA-leased vehicles, requiring offerors to use professional expertise and industry standards for fleet maintenance planning. Additional responses clarified evaluation criteria definitions, confirming that "feasibility" will be evaluated qualitatively based on completeness, logical soundness, and resource realism; that adjectival ratings follow DoD Source Selection Procedures; and that Blanket Task Orders will be used only for non-recurring work with no application to recurring services.

3. The Contractor shall comply with all MCAS Beaufort security regulations, including personnel vetting, badging, and communication protocols with the control tower and Airfield Manager.
56 Please provide rim and tire sizes for accurate pricing.
Offerors are responsible for determining the required tire and rim specifications based on the make, model, and year of the vehicles listed in J attachments.
57 Do they require monthly service / testing on the closed loop systems or would quarterly be sufficient?
The Government does not dictate testing frequency for all closed-loop systems.
Per PWS, the Contractor is responsible for maintaining all systems in accordance with the Original Equipment Manufacturer (OEM) recommendations and accepted industry standards.
The Contractor must use its professional expertise to develop a testing schedule that, at a minimum, meets the OEM requirements for each specific system and is sufficient to maintain the water chemistry within the performance parameters required by the PWS.
58 Is there current control equipment in place on the cooling towers (controller, pumps, bleed valves?)
or do we have to provide at start up for all condenser (cooling towers) systems?
Existing operational systems listed in the solicitation's J attachment inventories include all existing components of those systems, such as controllers, pumps, and valves.
59 Are there shot feeders on all closed loops (glycol, Dual Temperature Water, geothermal, chilled and hot)?
Existing operational systems listed in the solicitation's J attachment inventories include all existing components of closed-loop systems; it does not provide an itemized list of every sub-component, such as shot feeders. The Contractor is responsible for maintaining the systems as they are currently installed. Per PWS, the Contractor is responsible for maintaining all systems in accordance with the OEMs recommendations and industry standards.
60 Are all the chilled, hot, geothermal and Dual Temperature Water loops currently treated with a nitrite based corrosion inhibitor?
The Government does provide the specific type of corrosion inhibitor currently in use in any system.
Per PWS, the Contractor is responsible for testing all systems at the start of performance and implementing a chemical treatment program that meets all performance requirements for corrosion, scale, and biological growth.
The Contractor must use its professional expertise to develop a testing schedule that, at a minimum, meets the OEM requirements for each specific system and is sufficient to maintain the water chemistry within the performance parameters required by the PWS.
61 Are the glycol loops treated with an inhibited glycol? Is there a preference for ethylene or propylene glycol when systems need to be treated back to within range. What is the % glycol required for the glycol systems.
The Contractor is responsible for testing all systems and maintaining them in accordance with Original Equipment Manufacturer (OEM) recommendations and all PWS requirements. This includes selecting the appropriate type and percentage of glycol to ensure adequate freeze protection for the installation's geographic location.
62 The Solicitation makes several mentions of "feasibility" in the Basis of Evaluation for Factor 1, Management Approach. However, the Solicitation does not define the term "feasibility". What definition will be used during evaluation of proposals, and how does the Government intend to quantify this?
For the purposes of evaluating Factor 1 (Management Approach), 'feasibility' is not specifically defined;
however, the solicitation sets forth specific criteria regarding the evaluation of ‘feasibility.’ The Government does not intend to evaluate feasibility using a mathematical or strictly quantitative formula.
Instead, feasibility will be evaluated qualitatively based on the following criteria:
- Completeness: The extent to which the proposed approach addresses all tasks and deliverables outlined in the Performance Work Statement (PWS) / Statement of Work (SOW).
- Logical Soundness: The degree to which the proposed workflows, scheduling, and milestone dependencies are realistic and logically ordered.
- Resource Realism: The adequacy and appropriateness of the proposed labor mix, staffing levels, and key personnel to execute the management plan without introducing undue performance risk.
63 The Solicitation mentions "ratings" throughout the Basis of Evaluation.
However, the Solicitation does not provide a list of potential ratings an Offeror can receive, nor does it provide the definitions for any ratings. Will the government please provide the specific adjectival rating scale (e.g., Outstanding, Good, Acceptable, Marginal, Unacceptable) and definitions that will be used for each evaluation factor?
The Solicitation uses the definitions for the ratings found on the Acquisition and Sustainment Officer of the Under Secretary of War website, https://www.acq.osd.mil/ Source Selection Procedures (https://www.acq.osd.mil/dpap/policy/policyvault/US A000740-22-DPC.pdf). See Section 3 - Evaluation and Decision Process of the Source Selection Procedures for Combined Technical/Risk Rating Method, Past Performance Relevancy Rating Method and Performance Confidence Assessments Rating Method.
64 Can the Government clarify how it will distinguish between proposals that are considered "essentially equal" under the non-price evaluation factors for purposes of increasing the importance of price during the best-value tradeoff?
As stated in the Solicitation, a best-value tradeoff process will be used. Under this process, the Government may select a source whose proposal offers a higher technical rating or lower risk if the Source Selection Authority (SSA) determines that the technical superiority of that proposal warrants the additional cost.
Proposals will not be considered 'essentially equal' based solely on identical adjectival ratings. Rather, 'essential equality' is a qualitative determination made by the SSA based on a detailed, comparative assessment of the specific strengths, weaknesses, and risks associated with each proposal under the non-price factors.
If the SSA determines that the non-price aspects of the competing proposals are, in fact, essentially equal (i.e., neither proposal offers a distinct technical advantage or lower risk to the Government), then price will become the determining factor in the source selection decision.
65 Beyond the stated evaluation criteria, are there any mission priorities, performance risks, or operational outcomes that the Source Selection Authority considers particularly important during the best-value tradeoff?
No. The Government will evaluate proposals strictly and exclusively based on the evaluation factors, subfactors, and criteria explicitly set forth in the solicitation.
There are no unstated mission priorities, performance risks, or operational outcomes that will be considered during the evaluation or the best-value tradeoff process. Offerors are advised that the stated evaluation criteria reflect the Government's entire requirement and all areas of importance to the Source Selection Authority (SSA).
66 Can the Government clarify whether strengths assigned across multiple technical evaluation factors will be considered cumulatively during the best-value tradeoff, or whether each factor will be evaluated independently?
For the purposes of the initial evaluation and rating assignment, each technical evaluation factor will be evaluated independently against the specific criteria set forth in the solicitation. Strengths assigned under one factor will not influence the adjectival rating of another factor.
67 Does the Government intend to distinguish between proposals that merely meet the solicitation requirements and those that offer measurable benefits, efficiencies, or innovative approaches beyond the stated requirements?
Yes. In accordance with the best-value tradeoff process outlined in the solicitation, the Government intends to distinguish between proposals that merely meet baseline requirements and those that offer additional value. For example, in Factor 2, Corporate Experience, offerors may be rated higher if they demonstrate experience without relying on corporate affiliates (e.g., subsidiaries, sister subsidiaries, sister companies, or parent companies) or first-tier small business subcontractors.
68 If technical proposals are rated essentially equal, how will price be weighted in the final decision?
69 J Annex 1502000 There are three customers (comprising ten Sub-ELINs) who should be covered by Attachment J- 1502000-25. However, said attachment has no delineation of inventory by customer or Sub- ELIN. Please resolve this discrepancy.
