Question No. Question Government Response Page Section Paragraph

1 Does NAVFAC anticipate transportation, vehicle operations, material handling, or logistics functions being subcontracted under this contract?

The Government cannot anticipate what services, if any, a contractor will subcontract.

2 Is the current BOS contractor expected to pursue the follow-on contract, and if so, are subcontracting opportunities anticipated for qualified small businesses?

The Government cannot anticipate if the incumbent will pursue this RFP and cannot anticipate what subcontracting opportunities may exist.

3 L L.6 Will there be an Industry Day, pre-proposal conference, or networking opportunity for interested subcontractors and teaming partners?

A site visit was scheduled for July23, 2026, via Amendment 0001. There are no plans for any other meetings/events of this type.

4 Are there additional transportation or logistics-related requirements at MCAS Laurel Bay or Townsend Bombing Range to monitor for future opportunities?

We cannot anticipate the needs of MCAS Laurel Bay or Townsend Bombing Range.

5 2 J Annex, J-0200000-19

In Section L, Factor 2, Corporate Experience, the Solicitation states, "Size: A contract with a yearly value of at least $5,000,000 for recurring services." However, page 2 of the Corporate Experience Data Sheet states, "7. The Relevancy Size requirement for this solicitation is a contract with a yearly value of at least $4,900,000 for recurring services." Will the Government please clarify the minimum yearly value for recurring services required for contracts submitted under Corporate Experience?

See Amendment 0002, revised Corporate Experience Data Sheet.

6 Does the Government want the Responsibility Determination information in the same file as the Price document or in a separate file entirely?

The information is required to be submitted with the Price proposal.

7 7 of 17 and

M In the following, the Solicitation asks for staffing contingencies during surges to provide services in Annex 1502000 Facility Investment, Annex 1503060 Pavement Clearance, and 1700000 BSVE.

Annex 1503060 Pavement Clearance is not noted in this Solicitation. Please verify and confirm.

Section M is revised, see Amendment 0002.

10 C Annex 1700000, Spec

12 7 of 17 and

M Please confirm whether this reference is intentional. If Annex 1503060 is not applicable to this procurement, will the Government revise the solicitation accordingly?

This has been corrected to remove reference to Annex 1503060 Pavement Clearance and include reference to Annex 1503020 Pest Control. See Section M of Amendment 0002.

13 Given the scope and complexity of the solicitation, as well as the recent amendment and pending site visit, would the Government consider extending the proposal due date to 11 August 2026?

The RFP has been extended, see amendments.

14 J Annex, J-1502000-11

Attachment J-1502000-11:

Please identify which items in the attachment require seasonal start-up and shut-down.

This is a Performance-Based Service Contract. The Government does not provide a prescriptive list identifying which specific items in Attachment J-1502000-11 require seasonal start-up and shut-down.

The Contractor is solely responsible for operating and maintaining all heating systems to meet the seasonal temperature and operational readiness requirements specified throughout the Performance Work Statement (PWS). The Contractor shall use its professional expertise to determine which specific boilers and associated equipment must be seasonally started-up or shut-down to ensure all performance objectives are met.

15 5 of 70 and

B,B.18 and L, L.3

Will the government allow additional questions to be submitted via email after the 23 July 2026 site visit?

Questions should be submitted at least 10 days before proposals are due, Section B, B.18 and Section L, L.3.

16 RFIs are due before the site visit, will the government extend the due date for RFIs to provide Offerors time to submit additional questions? Also would the government consider extending the proposal due date 2 weeks since the due date is two business days after the site visit.

The RFP due date has been changed, see amendments.

Section F.2 states performance begins 90 days after award.

Section B.15 warns the base period may be less than one year. - Considering that some aspects of this contract require items of a fixed cost nature, will NAVFAC confirm whether the base period will be a full 12 months?

The contract term is anticipated to be 12 months, though this remains subject to final confirmation which NAVFAC cannot provide at this time.

18 C, E, F, and H FAR 52.246-4 (Deviations 2026-00035) Inspection of Services - Fixed Price, section E. please define the scope and scale of the inspections. What mitigation methods will be in place before this clause is used?

See Section C, E, F and H.

Also, the contractor is required to submit a Quality Management Plan, see Section C, Annex 0200000.

19 4 of 70 B, B12 Section F.2 provides a 90-day phase-in period. A successful Phase-In where the contractor does not start the program financially burdened is the hallmark to a successful long-term program. Since there is no phase-in specific CLIN, and the Base period has the potential to be shorter than a full year (Per B.15), what guarantees are there for the offeror to be able to recover their full Phase-In Costs? Will NAVFAC include a CLIN for Phase-In?

See Section B, B12. No separate Phase-In Costs ELIN will be included.

20 C Annex, 0200000, Spec Item 2.4

Responsibility for Missing, Damaged, or Unserviceable GFIs - The tool room inventory includes items with QTY HI/QTY LO, implying shortages. If GFIs are missing, damaged, or below minimum quantities, is the contractor responsible for replenishment, or will NAVFAC restore GFI inventories to the listed quantities at NTP?

See 1502000 Inventory, all items are the responsibility of the contractor. See Annex 0200000, Spec Item 2.4.

21 I In the solicitation it states that the CMMC Level required for this bid in CMMC Level 2 (Self). Is this still the case with the temporary hold and review the government is doing concerning CMMC.

CMMC Level 2 (Self) is still applicable.

22 I If a bidder is a Mentor Protege JV, do both parties within the JV have to be CMMC Level 2 self-certified? Or does only the managing member of the JV need to be CMMC Level 2 self-certified?

Offerors, including JVs, must identify all CMMC Unique Identifiers (UIDs) in their proposal that will be used to process, store, or transmit Federal Contract Information (FCI) or Controlled Unclassified Information (CUI) during contract performance. All processing, storing, or transmitting of FCI and CUI must be limited to the CMMC UIDs identified in the proposal.

The identified CMMC UIDs may apply to individual JV members or to the JV itself, if the JV operates using systems and networks that serve multiple members. In either case, the CMMC UIDs must represent the scope of the systems and networks used during contract performance.

23 I If both members of a JV are required to have CMMC Level 2 (Self), and one is not, can the firm that is not at CMMC Level 2 (self) submit a Plan of Action and Milestones (POAM) in place of its Level 2 (Self)

CMMC UID?

CMMC level stated in the RFP must be available at time of contract award.

24 I It states in DFARS 252.204- 7025 that the appropriate CMMC level is required prior to award. That said, if we are not at Level 2 (self) at time of proposal submittal but instead provide a POAM showing the path to Level 2 (Self) prior to award, is that acceptable?

CMMC level stated in the RFP must be available at time of contract award.
