The Department of the Navy Naval Facilities Engineering Command seeks comprehensive base operation support services at Marine Corps Air Station (MCAS) Beaufort and Laurel Bay in South Carolina, Townsend Bombing Range in Georgia, and outlying supported areas, with proposals due October 1, 2026. This is a competitive 8(a) small business set-aside.
Place of performance spans MCAS Laurel Bay, Laurel Bay Schools, Beaufort, South Carolina; Townsend Bombing Range, Shellman Bluff, Georgia; and associated installations covering approximately 6,900 acres at the main installation and 22,000 acres at the bombing range. Services encompass facility investment, pest control, electrical operations and maintenance, and base support vehicle equipment across government-furnished facilities totaling over 300 buildings, extensive electrical distribution systems (415,000 linear feet overhead and 89,000 linear feet underground at MCAS alone), HVAC systems, generators, boilers, cranes, and vehicle fleets comprising approximately 460 GSA and USMC vehicles and equipment.
The contract is firm-fixed price, indefinite delivery/indefinite quantity with a 12-month base period, six 12-month option periods, and a 6-month extension (not-to-exceed 90 months total). Work commences 90 days after award. NAICS 561210 applies with a small business size standard of $47,000,000. Service Contract Labor Standards and wage rate requirements construction apply, with current wage determinations effective through July 30 or August 22, 2026, ranging from $9.59 to $60.90 per hour by occupation. A Collective Bargaining Agreement (CBA-2026-360) between T&H Services, LLC and International Union of Operating Engineers Local 465 covers specified positions from June 1, 2026 through May 31, 2029.
Proposals are evaluated on four non-price factors weighted equally to each other and collectively equal to price: Management Approach (up to 25 pages addressing phase-in, workforce management, and quality systems), Corporate Experience (one to five contracts demonstrating minimum $5 million annual recurring service value with experience across all four service categories), Safety (five-year DART and TCR rates plus seven-page technical narrative), and Past Performance (CPARS evaluations or Past Performance Questionnaires). Offerors must demonstrate feasibility qualitatively based on completeness, logical soundness, and resource realism. Award goes to the responsible offeror providing best value.
Key qualifications include CMMC Level 2 certification at contract award, Tier 3 investigation security clearances for controlled unclassified information access, DBIDS enrollment, and mandatory key personnel: Project Manager (5+ years), Quality Manager (CMQ/OE certified, 5+ years QMS experience, reporting independently), Site Safety and Health Officer (Level 1 SSHO), Environmental/Energy Manager (2+ years), USMCMAX Coordinator (2+ years Excel, 1+ year USMCMAX), and Journeyman Locksmith. Contractor must maintain Experience Modification Rate of 1.10 or less and OSHA DART rates of 3.4 or less. Insurance minimum: $500,000 general liability, $200,000 automobile liability. Government furnishes utilities at $111.82/MWH (electricity), $13.23/KGAL (water), and $14.06/KGAL (wastewater), with adjustments only if variance exceeds 15%.
