About this file

This document is a Pre-Proposal Inquiry (PPI) Responses summary for a federal roofing services Indefinite Delivery Indefinite Quantity (IDIQ) contract. The file contains 104 questions submitted by potential contractors with corresponding government responses addressing clarifications on scope, pricing, specifications, and administrative requirements.

The contract covers roofing maintenance, repair, and replacement services at three Navy locations: NSA Philadelphia PA, PNY-Philadelphia PA, and NSA-Mechanicsburg PA. Services include roof surveys and assessments (priced by square footage ranges), removal and replacement of various roofing systems (EPDM, TPA, modified bitumen, slate/asphalt shingles), insulation work, membrane systems, metal accessories (scuppers, copings, flashing), and related labor. Key pricing clarifications indicate that labor should be included in each unit cost ELIN (Estimated Line Item Number), with additional labor captured in ELIN A0132. Materials not covered in specific ELINs are negotiated separately. The government confirmed a 1-year warranty and 1-year mil thickness assumption for roof systems. Critical administrative details include: this is a Total Small Business Set-Aside requiring VETS 4212 certification; one contractor will be awarded; bid guarantee is 20% of total contract value including base and four option years or $3M whichever is less; US citizenship is required onsite; and the SSHO (Site Safety and Health Officer) must be separate from other management roles per EM385 requirements. The bid date was extended to March 10, 2026. Amendment 0005 provided revised ELINs separating Philadelphia and Mechanicsburg locations due to significant wage rate differences, a revised roof inventory, an NSA-Mechanicsburg site map, and general specification clarifications. Multiple questions remain pending response regarding specific material specifications, manufacturing requirements, disposal procedures, safety/mobilization line items, and clarification on labor category prevailing wage selection.

A0109

ELIN No.: A0109 Remove existing metal scupper lining and replace with new metal scupper lining (Copper) mentions a quantity of 300 EA. In past experience the scupper repairs are usually 1 to 4 at a time for a task order not the 300 EA at one time. Can the quantities be adjusted to reflect more accurate past performance requirements. Example if you did 300 at one time there would be a cost savings VS doing 4 at one time. There is most likely not 300 scuppers being replaced at one time. Can we adjust the quaintly to a more realistic number like 30?

General Overview of Contract mentions the work site to be NSA-

Philadelphia PA. / PNY-Philadelphia

(PNY & NSA) are about 25%

HIGHER than NSA Mechanicsburg, PA. With that being said there is only

ONE (1) ELIN sheet for all three

See revised ELINs provided via Amendment 0005 bases. Will NAVY consider giving a separate ELIN sheet for NSA

Mechanicsburg, PA. since the rates are much lower at that base. The rates for both Philadelphia Bases can go on the current ELIN summary since the rates are the same in Philadelphia, PA. This impacts ALL ELINS and also specifically ELIN No.: A0132.
