About this file
This document is a summary of pre-proposal inquiry responses addressing clarifications on contract line items and requirements from Attachment "B" (ELINs) and other RFP sections.
Question 39 clarifies that ELIN A0132 is designated for labor costs not captured in other line items, with the per-hour cost applied to actual hours worked. Question 40 addresses the unit of measure for tapered insulation in ELIN A0006, with the government response indicating the unit was updated to board feet (BF) per Amendment 0008, defining a board foot as 1"x12"x12". Question 64 specifies EM 385 training requirements based on personnel classification: 40-hour training for Site Safety and Health Officers (SSHOs), 24-hour training for managers, supervisors, and Collateral Duty Safety Officers (CDSOs), and 16-hour training for general workers and non-supervisory personnel. Question 87 clarifies that ELIN A0007 is for tapered insulation materials other than polyisocyanurate, distinguishing it from ELIN A0006. These responses provide essential guidance for proposal preparation regarding labor pricing, insulation material specifications and units of measure, mandatory safety training qualifications, and material type distinctions for pricing purposes.
