About this file
This document is a Pre-Proposal Inquiry Responses summary addressing contractor questions regarding a federal roofing IDIQ (Indefinite Delivery/Indefinite Quantity) contract solicitation. The incumbent contractor is Ark Construction Management. The solicitation involves roofing services with multiple line items (ELINs) covering various roofing systems and related work.
Key clarifications provided by the government address scope of work and pricing for specific roofing systems. Cover boards are included in base option costs for polyisocyanurate insulation (ELINs A0006-A0007), though A0007 specifically covers material other than polyisocyanurate. For EPDM rubber roof system overlays (ELINs A0036-A0038), cover boards are included and a one-year warranty is assumed. The membrane removal and installation costs do not include separate line items for flashing, coping, pipes, walk pads, or insulation removal; contractors should use multiple line items in conjunction to obtain full pricing. Power washing (ELIN A0104) will be measured in square feet rather than linear feet per Amendment 0007. Disposal costs are to be included in equipment and material pricing. Several ELINs were removed or revised via Amendment 0007, including the aluminum slate shingles coating item (A0023) and clarifications on thermoplastic alloy (TPA) roofing specifications. Three pending responses remain regarding EM385 training hour requirements, tapered insulation thickness assumptions, and whether ELINs A0006 and A0007 are intended for different applications. Labor and material line items (A0131-A0132) are intended for work not covered under specific ELINs. Contractors must reference EM385 standards and state/local building codes for means and methods on multiple items. Past performance requirements will not be evaluated as part of sealed bid evaluation but will inform responsibility determination if the bidder is the apparent low bidder.
