About this file
This is a Small Business Participation Commitment Document (SBPCD) template for the Design-Build P1678 NATO JFCNF Phase II Interim Modular Facility project at NSA Norfolk, Virginia (Solicitation N4008525R2638). The document serves as the mandatory submission form for all offerors—both large and small businesses—to demonstrate their commitment to small business subcontracting and is the sole evaluation vehicle for Factor 5, Small Business Utilization and Participation.
The SBPCD requires offerors to identify their prime contractor size classification and any applicable small business socioeconomic categories (HUBZone, WOSB, EDWOSB, SDB, VOSB, SDVOSB). Offerors must provide a subcontracting breakdown showing total contract value, self-performed work, and subcontracted work, with small business participation detailed by category and percentage of total contract value. The solicitation imposes a minimum 20 percent small business participation requirement; if this threshold is not met, detailed justification is required. The document further requires identification of small business subcontractors with firm written commitments (such as teaming agreements, joint venture agreements, mentor-protégé agreements, or signed letters of commitment) in a supporting table. Large business offerors proposing not to subcontract must explain why subcontracting would not result in efficient contract performance, while small business offerors intending 100 percent self-performance are exempt from this requirement. All dollar amounts must be rounded to the nearest whole dollar and percentages to the nearest tenth of a percent.
