About this file
This is Amendment 0007 to Solicitation N4008525R2638, a design-build contract for the NATO Joint Forces Command Norfolk (JFCN) Phase II Interim Modular Facility at Naval Station Norfolk, Virginia. The amendment, issued on 25 June 2026 by NAVFACSYSCOM Mid-Atlantic, extends the proposal submission deadline from 07 July 2026 to 21 July 2026 at 2:00 P.M. EDT. The amendment also incorporates responses to pre-proposal inquiries (PPIs) related to various technical and design requirements. Key clarifications include confirmation that a secondary power source is required for fire pump per NFPA 20; that classified NATO documents will be provided to the contractor after award; that all housing units will be vacant before turnover to the contractor for demolition; that SHPO consultation with the Virginia Department of Historic Resources has been completed with a finding of "no adverse effect" for the 75-foot building heights; that contractors may propose alternative floor-to-floor heights if all UFC and room requirements are met; and that hazardous materials inspections must be conducted on specified buildings prior to demolition, with assumptions provided for bidding purposes on buildings without existing reports.
Additional PPI responses address design flexibility regarding modular construction constraints, finishing floor elevation requirements, the elimination of a loading dock requirement, confirmation that a dumpster pad is required, restriction of non-U.S. citizens from site access during field work, clarification that CAD drawings may be provided after award, and confirmation that additional base installation guide requirements do not apply beyond those specified in the RFP. Bidders are instructed to bid per the RFP specifications unless otherwise clarified, and all correspondence regarding the solicitation shall be directed via email to Kristy Gerrek at NAVFACSYSCOM Mid-Atlantic. The amendment notes that no additional PPIs will be accepted following the initial cutoff date of 27 June 2026.

Please see Part 3, Chapter 6, Sections D509002 & G4010 of the RFP.
Please bid per the RFP.
RFP Attach H Part 3, Chapter 2.3.7
Please provide the document "Bi-SCD 085- 009 - NATO Criteria and Standards for Peace Headquarters Facilities" that is referenced in RFP
Bi-SC 085-009 NATO Criteria and Standards and ACO Directive 070-001 are considered CUI. Both documents

Parking Garage Building & Life Safety Analysis Code Analysis Part 3, Chapter 2.8
4. Building Height and Area Paragraph 4
The Building Height and Area chart within the drawings state that the maximum height of the parking garage structure is to be 75'. Part 3, Chapter
2.8 states that the Commanding Officer or appointed designee is directed to initiate the Section 106 process to determine any visual impacts that this project may have on the viewshed of two historic districts.
Please advise if the Section 106 has been completed and if so, advise if there are changes to the 75' parking structure height noted. If the study has not been completed, please confirm that the 75' height should be used for the design of the parking structure.
Please bid per the RFP
A SHPO consultation with the Virginia Department of Historic Resources (VDHR) has been conducted. A finding of "no adverse effect" was received for the Joint Forces Command Norfolk (JFCN) Interim Modular Campus (IMC), which includes the parking garage.

Part 3, Chapter 4.0
4.3.2 Building
Height
The narrative notes a floor-to-floor height requirement of 14'-0".
Due to interstate transportation requirements of modular construction, the 14'-0" requirement cannot be met; please consider reducing the floor-to-floor height to 13'-3".
Contractor provided solution must meet UFC and room requirements as outlined in Part 3, Chapter 5. Review sight lines and viewing angles of workstations, audiovisual requirements, and account for all building infrastructure.
Attachment H, pg 392
Part 3, Chapter 4.0
4.3.2 Building
Height
The narrative states that a minimum clearance of 2' must be maintained between the structure and the ceiling. At modular units, please confirm that this 2' clearance is to be maintained within the units, however the structural edge of the modular units holding the joisted structure above may encroach into this 2' space.
Contractor provided solution must meet UFC and room requirements as outlined in Part 3, Chapter 5. Review sight lines and viewing angles of workstations, audiovisual requirements, and account for all building infrastructure.
Attachment H, pp 399 -
Part 5, Room Requirements varies
Several ceilings heights are noted at 9'-0". To ensure that the modular components may be transported to the site with a 13'-3" height and the 2' clear space is maintained above the ceiling, please advise if these ceiling heights may be reduced to 8'-10".
Contractor provided solution must meet UFC and room requirements as outlined in Part 3, Chapter 5. Review sight lines and viewing angles of workstations, audiovisual requirements, and account for all building infrastructure.

Please advise if a report is available for these additional buildings or if reported information from other buildings may be extrapolated to account for these additional buildings (SC38 is similar to SC37, SC39 is similar to SC36, SC45 is similar to SC32, and SC141 is similar to
SC142)
Buildings SC38, SC39, SC45, and SC141 all need to be inspected for hazardous materials prior to demolition.
Follow all federal, state, local regulations and installation requirements.
For a basis of bidding assume the following:
- All hazardous materials present in SC142 are present in
SC141.
- All hazardous materials present in SC32 and SC33 are present in SC45.
- All hazardous materials present in
SC34, SC 35, SC36,
and SC37 are present in SC39 and SC38.
Assume any hazardous materials present are similar in quantity and condition.
Attachment M, pp 9-13
Please advise what offset requirements are required between the new construction and existing facilities SC44, SC46, and
SC140.
Refer to Part 3, Section 2.3.7, which references UFC 4-010-01 and Bi- SCD 085-009. In addition, refer to the applicable referenced standards.
Attachment M, pg 6
The Total Mission Required Seats/Staff with Bid Option introduce space for an additional 148 persons. Please advise if this additional space is to be integrated with any of the other programmed areas (such as J5/J9, J7 or NCIA) or if the added Bid Option Space is to act as its own section within the building.
Additional personnel will be integrated into the other programmed areas if selected. If Line Item 0010 is accepted, programming updates/validation will be included in the design.
