About this file
This is Amendment 0009 to Solicitation N4008525R2638, a design-build Request for Proposal (RFP) for the NATO Joint Force Command Norfolk (JFCNF) Phase II Interim Modular Facility at NSA Norfolk, Virginia, issued by NAVFACSYSCOM Mid-Atlantic on July 22, 2026.
The amendment incorporates revised drawings, updated contract line item number (CLIN) schedules, an updated price proposal form, civil and room data sheets, clause modifications, and responses to 71 pre-proposal inquiries (PPIs). Three new option line items were added: CLIN 0012 for site work dewatering treatment to achieve nondetectable PFAS concentrations (500,000 project units at firm fixed price), CLIN 0013 for Furniture, Fixtures, and Equipment (FF&E) for facility expansion (1 project unit), and CLIN 0014 for Audio-Visual System equipment for facility expansion (1 project unit). Multiple existing CLINs were modified to clarify soil disposal requirements, geotechnical unsuitable soil removal, buried concrete and debris demolition, asbestos removal, and hazardous soil disposal pricing arrangements. FAR clause 52.229-3 (Federal, State, and Local Taxes) was updated from February 2013 to February 2026. Key clarifications in the PPI responses address site topography and stormwater utilities, exterior glazing requirements, accessible security gates, noise data requirements, building commissioning specifications, site access protocols, structural risk category, and emergency power backup requirements. The project involves permanent modular construction with brick masonry veneer exterior, precast and cast-in-place concrete, and permanent parking structure—not temporary facilities. Offerors must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation or as amended.

ESR G30 General System Requirements
ESR G10 (General System Requirements) states that "a topographic survey of the existing site… is included in Part 6." However, no existing-conditions or topographic survey sheet appears in the Part 6 / Attachment F drawing index, the only civil/site sheets provided are CD101 (Site Demolition Plan), CS101 (Site Plan), and CU101 (Site Utility Plan), none of which is a stamped topographic survey.
Please identify the specific Part 6 attachment and/or sheet number that contains the topographic survey. If the survey is not included in the current RFP package and will be furnished electronically only after award (as also indicated in ESR G10), please confirm, and please provide information offerors may rely on the existing-conditions information as the basis for proposal-phase site, grading, stormwater outfall conditions, stormwater/LID, and foundation assumptions.
Amendment 0009.
The civil/site sheets in Part 6/Attachment F provide the existing conditions based on best available information.
ESR G10 is revised as follows: A topographic survey of the existing site will be required.
The drawings in Part 6/Attachment F have been provided to show the location of the existing facilities, areas of new work required by the RFP and the character of the sites.
Prior to starting work, physically verify the location of all existing utilities and obtain additional survey data as required to provide a quality final design.
Perform a topographic survey in accordance with FC 1-300-09N, Navy and Marine Corps Design Procedures. Include the topographic survey in all design submittals.
The existence, size, and location of the utilities are not guaranteed by the information provided.
Verify the location of all utilities prior to construction.
Electronic files of the civil/site drawings in Part 6/Attachment F will be provided to the Contractor only after award of the Contract.
