About this file
This document is a Pre-proposal Inquiry (PPI) Responses table that addresses four questions submitted by potential offerors regarding a federal contract solicitation.
The responses clarify key requirements and procedural matters for submission. Regarding pre-proposal meetings, the Government indicated this may be considered during Phase II. For Joint Venture (JV) registration, newly formed JVs must be registered in SAM.gov and the PIEE module at the time of Phase I proposal submission, with registration remaining active through award. Two inquiries requesting schedule extensions—one requesting six additional weeks and another requesting three weeks—were both directed to Amendment 0002 for the Government's response. The first extension request cited significant revisions to Factor 2 (Experience) requirements that expanded competition but created feasibility challenges for newly qualifying offerors to assemble teams and develop quality proposals by the original February 11, 2026 due date. The second extension request referenced the need for additional time to establish the most advantageous Design-Build team.

Amendment
Summary of Changes
Factor 2 - Experience
The significant revisions to the Factor 2’s requirements have increased the industry competition and allows those who may not have been able to qualify with the previous requirements to now qualify and provide offers. While these revisions are appreciated and will be advantageous to both the Government and Offerors, the proposal due date of February 11, 2026, is not feasible for new, qualifying Offerors to assemble teams and provide quality proposals. We respectfully request extending the proposal due date by 6 additional weeks.
Please see Amendment 0002.
Does a newly formed JV need to be registered in SAM and the PIEE module in order to submit on phase one or does this just need to be in place to be considered for an actual award for phase 2?
The JV must be registered in SAM.gov and the PIEE module at time of Phase I proposal submission. The registration must remain active through award.
We would request a three week extension in order to firm up the most advantageous Design-Build team as possible. Please see
Amendment 0002.
