Section 00 40 00 - Procurement Forms and Supplements
Miscellaneous text in this section has been added to:
Please note: The below section is a continuation of Section 00 30 00 Available Information
Amendment 0003:
This amendment is issued to incorporate the following:
1. Provide updated Evaluation Factors for Award: Factor 2 - Experience
2. Provide response to Pre-proposal Inquiry
3. Update applicable clauses and provisions
Please note: No additional PPIs for Phase I will be accepted.
1. Provide Updated Evaluation Factors for Award
Factor 2 - Experience:
Subfactor 2b: Permanent Modular Construction (PMC) Experience:
Offerors shall submit a minimum of two (2) up to a maximum of five (5) relevant construction projects for this subfactor that best demonstrate their experience on relevant projects similar in size, scope, and complexity to this RFP.
Experience of a teaming partner specializing in modular construction may be utilized to demonstrate experience in this subfactor for PMC.
With the exception of 13 CFR 125.2(g), other subcontractor experience of proposed subcontractors will not be considered in this subfactor.
Furthermore, the Offeror's experience as a subcontractor will not be considered.
For purposes of this evaluation, a relevant project is further defined as:
Size: A final construction cost of $15,000,000 or greater.
Scope/Complexity: Demonstrate Permanent Modular Construction (PMC) experience with new construction of a two-story or greater commercial, industrial, or institutional building.
For all submitted projects, ensure that the project description clearly provides the final construction cost and addresses how the project meets the scope /complexity requirements.
Projects submitted for the Offeror shall have been completed within the past fifteen (15) years from the date of issuance of this RFP. Projects which are not complete as of the date of issuance of this RFP will be considered "Not Relevant". Additionally, projects completed prior to fifteen (15) years from the date of issuance of this RFP will be considered "Not Relevant."
A project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather, offerors shall submit the work performed under a task order as a project. The submission of a multiple award and/or indefinite delivery/indefinite quantity type contract as a whole will be considered Not Relevant.
The attached Construction & Design Experience Project Data Sheet (Attachment C) is MANDATORY and SHALL be used to submit project information. Except as specifically requested, the Government will not consider information submitted in addition to this form nor will the Government consider submissions via any other medium. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed two (2) pages. Information beyond this page limit will not be considered.
2. Provide responses to Pre-proposal Inquiries
PPI # 35, Amendment 0001, Page 3, Section 2b
Question: In review of Amendment 1 and subfactor 2.b Permanent Modular construction the criteria stipulate relevant projects have a final construction cost of $25m and have been completed within the last 10 years. These stipulations do not correlate to a Prime Contractor / Subcontractor (PMC) arrangement given the PMC work would be completed prior to overall project completion and would be a fraction of the total contract value.
For this reason and due to the unique requirements of the PMC, we request for the criteria for subfactor 2.b PMC revised to allow for a construction value greater than $15M (for the PMC) and projects completed within the last 15 years to allow offers to sufficiently demonstrate their experience on relevant projects.
Answer: Please see Amendment 0003.
