About this file

This is Amendment 0008 to a Design-Build Request for Proposals (RFP) for the NATO Joint Forces Command Norfolk (JFCN) Phase II Interim Modular Facility and Temporary Parking Garage at Naval Station Norfolk, Virginia (Solicitation N4008525R2638, Project 1810892). The amendment extends the proposal due date from July 21, 2026 to July 28, 2026 at 2:00 PM EDT and provides supplemental documentation and Pre-Proposal Inquiry (PPI) responses. No additional PPIs will be accepted after this amendment.

The amendment incorporates a Regional Environmental Checklist (Attachment L) and updated clauses, and deletes two DFARS clauses: 252.225-7057 (Preaward Disclosure of Employment in the People's Republic of China) and 252.225-7058 (Postaward Disclosure of Employment in the People's Republic of China). The document includes responses to 53 PPIs addressing design and construction requirements for the modular facility and parking garage, including emergency power (minimum 800 kW natural gas generator), progressive collapse resistance per UFC 3-301-01, parking garage configuration, security requirements, HVAC systems, electrical service transformers (separate dedicated transformers for each facility), environmental compliance, anti-terrorism force protection (AT/FP) setbacks (100 meters from perimeter for primary facility; low-occupancy spaces permitted within setbacks), pavement specifications, and various technical clarifications on facility design, materials, and building systems. The facility must comply with Installation Appearance Plan (IAP) requirements and specified UFCs. All correspondence should be directed to Kristy Gerrek at kristy.l.gerrek.civ@us.navy.mil.

Section states that the parking garage must include a precast concrete roof. Please confirm the intention of this section is to state that the top level of the parking garage is to be covered with a precast lid. Typically, a roof would only be placed over elevators shafts, stair towers etc.

A precast concrete roof is not required over the entire parking area.

This section applies to the stair towers, elevator shafts, lobby, and mechanical rooms at the top level of the garage.

Attachment I, CLIN 03

CLIN 0003 notes the

CLIN includes replacement of geotechnically unsuitable subgrade soil with imported structural backfill, aggregate base course or imported #57 crushed stone as specified.

These options, specifically the structural backfill, which can be soil, compared to aggregate can vary differently in cost.

As the offeror does not know which location the geotechnically unsuitable soils is being removed and the required backfill.

Would the government please consider a separate

CLIN for the backfill based on material type or should offeror's just propose the most expensive backfill material in the CLIN for all 2,500 CY?

Line Item 0003 shall include all costs associated with removal of unsuitable subgrade soils and replacement with the required backfill material, whether imported structural backfill, aggregate base course, or #57 crushed stone, as directed and required by field conditions. The

Government will not establish separate Line

Items based on backfill type. Offerors shall account for the potential variation in replacement materials when developing their price for the 2,500 CY included in Line Item
