09/04/25 14 of 61 (4) Factor 4 2 3) Section 00 21 00, (4) Factor 4, Past Performance: (i) Solicitation submittal requirements states, (on page 14 paragraph 2), “offers shall not incorporate by reference into their proposal PPQ or CPARS previously submitted for other

RFPs. However, this does not preclude the government from utilizing previously submitted PPQ information in the past

PPQs (for Projects submitted under Factor 1) previously submitted for other RFPs will be considered so long as they follow all requirements in the

Our interpretation of the above

RFP excerpt is as follows: PPQ's of previously submitted for other

RFP's are admissible as long as they follow all requirement in this

RFP, are submitted on the standard attachment D, and NOT incorporated simply by reference.

If the above interpretation is inaccurate, please consider allowing PPQs previously submitted for other RFPs given in many instances project points of contact are no longer with the respective federal agency.

"The prefatory performance requirements for Solicitation

Number N4008525R2507 specification section 07 61 15.00

20 define the “Roofing System” as the

Submit proposals in accordance with RFP, Specifications, Drawings and amendments.

“assembly of roofing components, including roofing panels, flashing, fasteners, and accessories which, when assembled properly result in a watertight installation.”

In addition, the Design

Requirements of specification section 1.3.1 and the “Performance

Requirements” of specification

1.3.2 (of section 1.3.1 titled

“System Description”) continue to reinforce the performance result being a “watertight installation” and do not require a roofing profile utilizing a “T” seam as is discussed in a very minimal fashion in “Part

2 Products.”

Since there is no explicit statement in the above referenced solicitation that clearly declares that a “T” seam is a mandatory salient feature, any insistence on such a requirement, which determination and finding should certainly be documented in the project file, would appear be unduly restrictive of competition by precluding roofing suppliers that can meet the performance and design requirements of the roofing section provisions, including but limited to of specifications sections 1.3.1 and

1.3.2 and the terms and conditions of the solicitation’s warranty provisions.

In addition, any mandatory requirement for a “T” seam roofing system would run afoul of the

Federal Acquisition Regulation

(FAR) e.g. FAR 11.002 and FAR

11.101 as follows:

FAR 11.002 ….. agencies shall-

(1)(ii) Only include restrictive provisions or conditions to the extent necessary to satisfy the needs of the agency or as authorized by law….

(2) To the maximum extent practicable, ensure that acquisition officials-

(a) Agencies may select from existing requirements documents, modify or combine existing requirements documents, or create new requirements documents to meet agency needs, consistent with the following order of precedence:

(1)Documents mandated for use by law.

(2)Performance-oriented documents…..

(3)Detailed design-oriented documents….

08/29/25 CS 101 in the fenceline around the armory proper the left Cantilever gat will not have space to open as currently. The gate is show as a

20ft gate per astm the total width of the gate with counterbalance would be 32 feet. The space drawn between gate post and 5' turnstile is only 25 feet. Recommend moving the turnstile and sidewalk connection to the righ to allow 35 feet between gate postand turnstile

32' for gate and a 3' safety buffer between tail of open gate and turnstile.

Shift turnstile and sidewalk connection to the right to provide adequate space for the gate. Coordinate to slightly shift light pole to avoid conflict.

08/29/25 Regarding the SC-1: There is no product specified for SEALED

CONCRETE SC-1. Is a mechanical grind of the concrete required? Would Ashford formula be sufficient as a sealer? Or is the requirement for a more resinous coating (like a urethane topcoat)?

Scofield SelectSeal in Clear has been added to the finish legend.

09/02/25 23 05 48.19 01 45 35-Special Inspections, it is noted that due to the Seismic

Design Category being less than C, designated Seismic Systems do not apply to this project. ATFP bracing is designed and shown on

M-506. 23 05 48.19 Seismic

Bracing for HVAC is also provided and notes contractor designed bracing is required per 1.2.4 of that spec. Please verify 23 05 48.19 is not applicable since ATFP design is given on M-506.

23 05 48.19 is provided to cover ATFP bracing requirements. Seismic requirements in sections 3.11 and 3.12 do not apply to this project.

09/04/25 21 13 13 2.2.1 The underground fire water line from 5' outside the building to 1'

AFF inside the building is shown as Ductile Iron. Please verify this section is to be ductile iron and not welded stainless steel per 21 13 13

Section 2.2.1.

Ductile Iron and welded stainless steel are both acceptable.

The force main is 2.5" PVC.

Both the water and forcemain are pressure pipes so the detail will work for both. The label on A2/CU208 is a typo and should be 6" PVC for the 2.5" force main.

09/04/25 CU207 Boring Pit 1 on CU207 shows a

Gas is responsible for the casing pipe for the gas line.

Piedmont is responsible for the design and installation of the gas line. It is recommended that there is coordination with

Piedmont Natural gas for the utility borings so the pits is only needed to be dug once.

09/04/25 ES101 Per Plan Note 14 on ES101, the contractor is to provide approximately 2300' of 144 strand fiber through the existing duct bank to manhole RR114-7. Please provide the quantity of existing manholes that will require to be pulled through and if any splicing of the new fiber run is by the contractor or the government.

Contractor must make splice in

MH RR114-12 and run fiber through 4 existing manholes on the way to MH114-7, where the

Government will make splice.

09/04/25 ES101

The FO cabling for the new building is a 24 strand fiber cable.

Please confirm the splice point in manhole RR114-12 will consist of splicing the new 144 strand fiber to the new 24 strand fiber and the remainder of the new 144 strand fiber will be spare for future.

That is our understanding.

Confirm with base telephone.

09/04/25 ES101

Please confirm the new innerduct called for in Plan Note 7 on ES101 is only for the new duct bank installation, and that the existing duct bank has existing innerduct that will be utilized.
