About this file

This is an Attachment F Small Business Participation Commitment Document (SBPCD) template for federal contract solicitation N40085-25-R-2507, a Design-Build/Design-Bid-Build Indefinite Delivery/Indefinite Quantity Multiple Award Construction Contract for general construction services at Naval Facilities Engineering Command Mid-Atlantic's Marine Corps installations in North Carolina and South Carolina. The form must be completed by all offerors (both large and small businesses) as it will be evaluated under Factor 5, Small Business Utilization and Participation, and establishes minimum small business subcontracting commitments.

The document requires offerors to identify their business size classification, provide a complete breakdown of total contract value including self-performed work versus subcontracted work, and demonstrate compliance with a minimum 20% small business participation requirement. Offerors must specify participation levels and dollar values for various socioeconomic categories including Small Disadvantaged Business, Woman-Owned Small Business, HUBZone Small Business, Veteran-Owned Small Business, and Service-Disabled Veteran-Owned Small Business. The form also requires identification of specific small business subcontractors with firm written commitments in place, along with detailed explanations if the minimum participation requirements are not met or if no firm subcontracting commitments exist. Large business offerors who do not intend to subcontract must justify why subcontracting would not result in efficient contract performance.
