About this file
This document is an Amendment (Amendment 0002) to a federal solicitation for a Design-Build/Design-Bid-Build Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Construction Contract for Marine Corps Installations East Area of Responsibility (AOR), including North Carolina and South Carolina. The key changes include extending the proposal due date from 23 September 2025 to 07 October 2025 at 1400 EDT, while maintaining the Pre-Proposal Inquiry (PPI) cutoff date of 09 September 2025.
The amendment modifies several solicitation requirements, including expanding the acceptable timeframe for corporate experience projects from 5 to 7 years for both construction and design experience. It clarifies that the Small Business Subcontracting Plan relates to the entire Multiple Award Construction Contract (MACC) rather than the individual seed project. The government has also updated evaluation criteria for factors such as corporate experience, small business utilization, and safety ratings, and provided responses to various contractor inquiries about proposal submission requirements, project duration, and subcontracting expectations.

Requirements
The RFP requests FAPIIS
Certification in the Price Proposal, but that website is no longer active and has been replaced with the
Responsibility/Qualification section of SAM.gov. Please confirm that Offerors should include the
Responsibility/Qualification section of SAM.gov in the Price
Proposal.
Confirmed. Offerors should include the
Responsibility/Qualification section of SAM.gov in the
Price Proposal.
08/18/25 15 Factor 5 Factor 5 - Small Business
Participation and Utilization under item 1 states, "Each project submitted under Factor 1, Corporate Experience, shall be included on Attachment E."
Typically such subcontracting information is only requested for the Construction Experience portion of the factor (not Design) since the Construction Experience represents the Offeror responsible for the management of the subcontracting program. Please confirm that Attachment E is only required for Construction
Experience projects.
Confirmed. Attachment E is only required for Construction
Experience projects submitted under Factor 1, Corporate
Experience. See Amendment
0002 for clarification.
08/18/25 Attachment C, Box 4
Please confirm that the "Design
Completion Date" on Attachment
C needs only to be completed on the Design Experience project sheets, and not on the Construction
Experience project sheets.
Confirmed. The "Design

08/20/25 10 Factor 1, Corporate
Experience
(1)
Construction
Experience
Will the government please confirm that if a project was performed as the Prime (being responsible for 100% of the construction) for a public-private agency, then that will be considered work as a Prime
Contractor for the solicitation?
Yes, projects performed as the
Prime will be considered work as a Prime Contractor.
08/22/25 10 of 61 Factor 1 (2) Design
Experience
Submission instructions say
"Offerors shall clearly state the
Architecture-Engineer firm that is proposed to be utilized as the
Designer of Record (DOR) for future task orders under this
MACC. Given the anticipated size, scope, and complexity of the
MACC over the contract period, please confirm that contractors may team with more than one
DOR to ensure adequate design capability and capacity to meet the contractual requirements for various project types and locations.
Confirmed. Offerors may team with more than one DOR. All
DORs must comply with RFP requirements.
08/22/25 10 of 61 Factor 1 (2) Design
Experience
Submission instructions say
"Offerors shall submit a minimum of three (3) up to a maximum of five (5) relevant projects performed by the designer of record (DOR) that best demonstrate the DOR's experience in a diverse range of design tasks similar in size and scope/complexity to the projects proposed for this MACC. If the
Offeror is proposing more than one
DOR, and identifying them in
Factor 2: Management Approach, is the Offeror to present a minimum of three (3) and maximum of five (5) relevant projects in Factor 1 for each DOR identified, or, is the Offeror to present a minimum of three (3) and maximum of five (5) design projects total, from their proposed
DOR pool?
If the Offeror is proposing more than one DOR, the
Offeror is still limited to submitting a minimum of three
(3) up to a maximum of five (5) projects total for Factor 1, Design Experience.

Factor 1, Corporate
Experience
Under the Basis of Evaluation, it states that relevant projects that demonstrate the ability to perform multiple projects simultaneously may be considered more favorably.
Please provide further clarification on this criteria and advise how we should best demonstrate this within
Attachment C.
The RFP states "simultaneous projects must have been submitted under Factor 1, Corporate Experience." More favorable consideration for this element will be evident based on project Award and
Completion dates included on
Attachment C.

Factor 1, Corporate
Experience
If we have a relevant D-B project completed together by the Prime
Contractor and Designer of
Record, should we include under both the Construction experience and Design experience, since this would receive a more favorable rating under both sections?
Please bid per RFP. "Relevant projects where the offeror and the proposed design firm(s) have previously worked together may be considered more favorably than those that have not previously worked together."
09/02/25 10 00 21 00 1 1) Section 00 21 00, (1) Factor 1, corporate experience: (i) (1)

Factor 1, Corporate
Experience
Would it be acceptable to incorporate more than one design firm into our proposal/org chart, especially if it helps to further demonstrate small business participation, so as long as we are able to clearly demonstrate how the two firms would collaborate and/or divide individual task orders? We feel this would be an added benefit to the
Government due the large capacity of the MACC, overall duration, and unknown timing/potential overlap of individual task orders.
Especially considering that the
RFP strongly encourages participation of the prime on every task order.
Confirmed. Offerors may team with more than one DOR. All
DORs must comply with RFP requirements.
09/04/25 14 of 61 (4) Factor 4 2 3) Section 00 21 00, (4) Factor 4, Past Performance: (i) Solicitation submittal requirements states, (on page 14 paragraph 2), “offers shall not incorporate by reference into their proposal PPQ or CPARS previously submitted for other
RFPs. However, this does not preclude the government from utilizing previously submitted PPQ information in the past performance evaluation.”
Our interpretation of the above
RFP excerpt is as follows: PPQ's of previously submitted for other
RFP's are admissible as long as they follow all requirement in this
RFP, are submitted on the standard attachment D, and NOT incorporated simply by reference.
If the above interpretation is inaccurate, please consider allowing PPQs previously submitted for other RFPs given in many instances project points of contact are no longer with the respective federal agency.
PPQs or CPARS previously submitted for other RFPs will not be considered. Newly completed PPQs must be included for each project the offeror includes in its proposal for Factor 1 - Corporate
Experience. As stated in the
Solicitation, "If the offeror is unable to obtain a completed
PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the
PPQ (Attachment D), which will provide contract and client information for the respective project(s)."
09/04/25 Solicitation Please confirm that the Small
Business Subcontracting Plan should be completed for the entire
MACC and not the individual seed project value.
The Small Business
Subcontracting Plan (SBSP) relates to the basic MACC as a whole, not to the seed Task
Order.
09/04/25 15 00 21 00 (5)(i)2. Please confirm if dollar values and subcontracting commitments within the Small Business participation Commitment
Document relate to the seed project or basic MACC.
Dollar values and subcontracting commitments within the Small Business participation Commitment
Document relate to the basic
MACC as a whole.
09/04/25 8 00 21 00 4.3.(a) Please confirm if dollar values and subcontracting commitments within the Small Business
Subcontracting Plan relate to the seed project or basic MACC.
The Small Business
Subcontracting Plan (SBSP) relates to the basic MACC as a whole, not to the seed Task
Order.
09/04/25 15 00 21 00 (5)(i) Please confirm if Attachment E is to be submitted for just construction experience or for both construction and design experience.
Attachment E is to be submitted for each project submitted under Factor 1, Corporate Experience for
Construction Experience only.
See Amendment 0002 for clarification.
09/08/25 13 00 21 00 4.(3)(ii) As written, the Basis of Evaluation for Safety rates (DART and TCR) appears to favor declining trends over consistently very low rates.
This suggests an Offeror whose rates trend from Moderate Risk to
Low Risk may receive a higher rating that an Offeror whose rates remain Very Low Risk year-after-year. As this is counter to the
Government's intent to hire the safest contractors, please consider revising the wording.
DART and TCR trends that remain at Low Risk or Very
Low Risk for the five (5) previous complete calendar years indicated in the
Solicitation may also indicate a
Strength.
09/08/25 Bid date Subs are asking for some more time as other government projects have just moved dates to the day before this project and they will not be able to turn this around the next day they are asking for end of that week.
See Amendment 0002 for revised proposal due date.
09/08/25 15 of 61 (5) Factor 5 2 Section 00 21 00, (5) Factor 5, small business utilization and participation: (i) Solicitation submittal requirements, 1. states, (on page 15 paragraph 3), “1. All offerors (large, non-profits, AND small businesses) shall use
Attachment E (Historical Small
Business Utilization) to demonstrate their historical utilization of SBs. Each project submitted under Factor 1, Corporate Experience, shall be included on Attachment E. Failure to include each project submitted under Factor 1, Corporate
Experience, on Attachment E, or the failure to fully complete
Attachment E for each project may result in a deficiency..”
This section requires small business utilization and participation information from all
“Offerors”. Our understanding of the offeror is the organization or corporation that is submitting the offer as a prime contractor and executes the 1442. Additionally, this section also requests an attachment E for “each project submitted under factor 1”.
QUESTION: Please confirm/clarify that the government would like to see an attachment “E” completed and submitted only for projects submitted under Factor 1, Corporate Experience by the offeror/contractor?
Confirmed, Attachment E is to be submitted for each project submitted by the Offeror under
Factor 1, Corporate Experience for Construction Experience only. See Amendment 0002 for clarification.
09/09/25 General Please extend the bid date three additional weeks due to manufactures and subcontractors bid schedules.
See Amendment 0002 for revised proposal due date.
09/09/25 General After award, the Contracting
Officer will provide a NTP to the awardee. What is the approximate duration between issuing the award and issuing the NTP?
See Block 11 (Page 1) of the
Solicitation. The contractor shall begin performance within
15 calendar days after receiving award.
09/09/25 General For planning the preliminary project schedule, what is the anticipated award date?
Use an estimated contract award date of 30 DECEMBER
2025. Please note, this is an estimated date for proposal purposes only and not dispositive of an anticipated/actual award date.
08/27/25 SF 1442 Contractor is requesting 21 days extension to work on proposal documents specifically the PPQ's, teaming agreements, etc. request to make sure all these are available and timely for the proposal technical.
See Amendment 0002 for revised proposal due date.
08/27/25 Site Visit Will you provide the site visit sign in sheet?
See Amendment 0002 for Site
Visit Log.
08/27/25 SF 1442 Will you allow RFI follow up request to contractor questions on the government responses?
Sometimes a little clarification is needed.
PPI follow up after government responses have been posted
(via amendment) will not be provided.
08/27/25 SF 1442 Will you be providing RFI responses to all contractor submitted questions in amendments?
Responses will be provided to all PPIs received prior to the cut-off date via amendments posted to SAM.gov and PIEE.
There is no guarantee that PPI's submitted after the cut-off date will be answered before the solicitation closes.
08/27/25 SF 1442 When does the government expect to award the seed project so that we can create a preliminary schedule for staffing, pricing, scheduling, planning, etc.?
Use an estimated contract award date of 30 DECEMBER
2025. Please note, this is an estimated date for proposal purposes only and not dispositive of an anticipated/actual award date.
08/27/25 SF 1442 00 00 00 Section 00 00 00 of SF 1442 notes
DPAS rate of DO-C2 8-6-2025.
Does this DPAS rating apply to the entire MACC/IDIQ period and to the Seed Project P-1538 SOF
Armory at Camp Lejeune?
The DPAS rating of DO-C2 applies to the entire
MACC/IDIQ period. This includes any Task Orders solicited under the MACC.
09/06/25 SF 1442 Bid
Guarantee
Page 42 of 62 in SF 1442 bid guarantee."(a) failure to furnish a bid guarantee in proper form and amount, by the time set for opening of bids, may be cause for rejection of bid."
For this RFP solicitation, will the government accept a 'digital copy' of the officially signed bid guarantee (SF-24) with the proposal submission documents?
Further, is the contractor to mail the 'original signed' bid guarantee to the contracting officer and at the address noted on this SF-1442 prior to submission of bid (even though the digital copy is included in the proposal submission documents)? A better solution is that the contractor mail the 'official signed' bid guarantee to the contracting officer at the address noted on SF-1142, even though the
'mailed' version may not arrive the same day of proposal submission date? (This mailing will be the
'original signed' bid guarantee where the 'digital copy' is included in the proposal submission.
Please bid per RFP. Mailed submission of the bid guarantee is not required. The Bid
Guarantee in accordance with
FAR Clause 52.228-1 is to be included with the Price
Proposal (see Price Proposal
Solicitation Submittal
Requirements) in PDF format.
09/06/25 SF 1442 On 8/27/25 contractor requested 21 days extension to allow time for
PPQ's to be provided. Today, 9/6 is 10 work days to submission, which will not be enough time to flow down the amendment and PPI government responses prior to 9/23 current submission date.
Contractor ie requesting 28 days extension to allow time for official
PPI Reponses and by amendment to be flowed down to sub trades and vendors to allow time for scope and price review.
See Amendment 0002 for revised proposal due date.
09/09/25 Page 3 Attachment G Item 1. Is the Subcontracting Plan based on the seed project? For example, when the Total Contract Value is requested in Item 1, is it referencing to the seed project?
The Small Business
Subcontracting Plan (SBSP) relates to the basic MACC as a whole, not to the seed Task
Order.
09/09/25 RFP
Solicitation
Many NAVFAC commands and other DOD agencies have provided a separate due date for submission of the Small Business
Subcontracting Plan (SBSP), several days after the proposal due date, so that the offerors can finalize their SBSP based on final bid day pricing. It is our experience that final pricing from subcontractors and vendors is often not received until bid day, allowing offerors to submit their best final pricing for the
Government. This often leads to not having sufficient time to finalize the SBSP, which is based on offerors' final bid day pricing.
To provide the Government with an accurate SBSP based on actual bid day final pricing, we request that the Government allow submission of Attachment G:
Small Business Subcontracting
Plan within three days after the proposal due date, by 2:00 p.m.
EDT on 26 September 2025.
Please bid per RFP. The Small
Business Subcontracting Plan
(SBSP) is to be submitted with the Price Proposal Package, which is due by the proposal due date indicated in the
Solicitation.
09/09/25 To provide the Government with the best price and non-price solutions for this IDIQ program and seed project, we request an extension of the proposal due date to at least 10 days after receipt of all PPI responses to allow sufficient time for NAVFAC to provide all PPI responses and offerors sufficient time to review and coordinate those responses with subcontractors and vendors to provide the best pricing solutions for the Government.
See Amendment 0002 for revised proposal due date.
09/09/25 RFP Proposal
Deadline
Extension Considering the time needed to analyze/review PPI responses once received from the Government; we respectfully request a two week extension to the proposal due date.
This will allow for a more complete proposal and accurate pricing for the seed project.
See Amendment 0002 for revised proposal due date.
09/09/25 RFP Project
Duration
The Solicitation, Offer, and Award
Form dated 8/6/2025 indicates that
"The contractor shall begin performance within 15 calendar days and completion within 365 calendar days after receiving award.
General Bid Notes "b" indicates
835 calendar days after award of contract. Confirm is it is 835 and not 365 calendar days.
The 365 calendar days indicated in Block 11 relates to the MACC as a whole and represents the base year of the
MACC IDIQ. The 835 days indicated in the General
Requirements and on the Price
Proposal Form represents the duration of the seed Task
Order.
3. The proposal due date is extended from 23 September 2025 to 07 October 2025 at 1400 EDT. The PPI cutoff date of 09 September 2025 remains unchanged. See updates to Instructions to Offerors section 5.3 PRE-PROPOSAL
