About this file

This document contains a bid schedule for a federal construction contract opportunity. The bid schedule outlines firm fixed price line items for the base bid work and additional work outside the 5 foot line, as well as optional line items for furniture, fixtures and equipment (FF&E) and audio/visual (AV) design packages. It also includes planned modification line items for procurement and installation of the FF&E and AV packages. Key details include a total contract completion date of 730 calendar days, optional line items to be awarded within 120 days of contract award, and planned modification line items to be awarded as negotiated modifications at least 6 months prior to completion to allow sufficient lead time for procurement and installation without impacting the overall project schedule. Pricing is requested as firm fixed prices for all line items, with the option line items and planned modification line items incorporating the offeror's proposed handling and administration rate of up to 5% to be applied to actual equipment costs. The solicitation is for the Marine Raider Regiment Headquarters project at MCAS Camp Lejeune to be conducted by the Naval Facilities Engineering Command.

CONTRACT LINE ITEM NOTES

General

1. Award will be made on the total sum of Item 0001, 0002, 0003, 0004 and 0005.

2. FAR 52.217-5, Evaluation of Options (Jul 1990) - Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interest, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).

3. The Government may reject an offer as nonresponsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.

4. The Government is not obligated to award the FF&E and A/V line items. Should the Government choose to award the FF&E and A/V, the line items will be awarded as a negotiated modification to the contract/task order. The contractor's proposed HAR will be applied to all vendor/supplier costs for the FF&E and A/V. The FF&E and A/V modifications shall be awarded at least six months prior to the contract completion date. A minimum of six months is required for the contractor to purchase, deliver and install the FF&E and A/V without impacting the overall completion date of the project. The contractor’s schedule should assume the award of the FF&E and A/V as a modification. No schedule extensions shall be granted if the modification is awarded at least six months prior to the contract completion date. If the Government decides to negotiate and award the furniture modification with less than six months prior to the contract completion date, the contractor may be entitled to a contract extension and extended field overhead. A contract extension and extended field overhead will only be granted in those cases where the prime contractor demonstrates that accepted Final FF&E and A/V packages were submitted within the approved schedule deadlines and sufficient lead time for the FF&E and A/V is not available and the Government’s award of the modification is in the last six months of the contract.

5. If Item 0002, and 0003 are exercised, additional bonding and consent of surety will be required. Consequently, the Performance and Payment Bond shall reflect 100 percent of the aggregate amount of all items.

6. The Government reserves the unilateral right to award the Option(s) to the Contractor at the negotiated price within 120 Calendar Days after the Contract Award Date. A Firm Fixed proposed price is required for Items: 0001 thru 0005. No provision is made for economic price adjustment. If Options are exercised, the Contract Completion Date remains: 730 Calendar Days after award of the contract.

PLANNED MODIFICATION BID NOTES

These notes apply to Planned Modification

a. The estimated amount for FF&E and A/V have been supplied by the Government to provide offerors with the projected magnitude of effort. The estimated amount includes the actual cost of the FF&E and A/V including freight and installation charges. The Government FF&E and A/V Estimate is only an estimated amount.

b. If awarded, line items will be funded separately after completion of FF&E and A/V design package review by the Government, and receipt of appropriate funding by the Government. Requirements and details are provided in specification section 01 30 01.00 22.

DESIGN, PROCUREMENT AND INSTALLATION OF FURNITURE, FIXTURES AND

EQUIPMENT in Administrative Requirements

c. Bonding is not required for the design, procurement and installation of 0004 FF&E and 0005 A/V equipment.

d. Offerors may propose a Handling and Administration Rate (HAR) for the FF&E and A/V not to exceed 5 percent. This fee will account for all administrative costs, overhead, bonding fees, administration of subcontracts, profit, and any other costs associated with and related to the coordination and processing of the procurement and installation of FF&E and A/V. The proposed HAR percentage will be incorporated into the contract award and will not be adjusted regardless of fluctuations from the estimate amount for the FF&E and A/V. The proposed HAR is a fixed rate.

e. The Final FF&E and AV packages shall be submitted no later than 9 months prior to building completion. The Government is not obligated to award the Planned Modification line items. Should the Government choose to award the Planned Modification, the line item will be awarded as a negotiated modification to the contract/task order. The Contractor's proposed HAR will be applied to all vendor/supplier costs for the FF&E and A/V.

f. If awarded, the FF&E and A/V modifications will be awarded at least six months prior to the contract completion date. A minimum of six months is required for the Contractor to purchase, deliver and install the FF&E and A/V without impacting the overall completion date of the project. The Contractor's schedule must assume the award of the FF&E and A/V as a modification. No schedule extensions will be granted if the modification is awarded at least six months prior to the contract completion date. If the Government decides to negotiate and award the furniture modification with less than six months prior to the contact completion date, the Contractor may be entitled to a contract extension and extended field overhead. A contract extension and extended field overhead will only be granted in those cases where the Contractor demonstrates that an accepted Final FF&E and A/V packages were submitted within the approved schedule deadlines and sufficient lead time for the FF&E and A/V is not available and the Government's award of the modification is in the last six months of the contract.

g. Upon Government approval of the Best Value Determination (BVD) Analysis solicitation package, a BVD will be made and will be the rationale for selecting the FF&E and A/V vendors for the project. Accordingly, the price[s] provided by the selected vendors, using predominately negotiated price schedules from BPA, GSA or other Federal contracts, will be the basis for the actual cost of the Final FF&E and A/V Packages. The actual total cost of the awarded planned modifications will be the total of the accepted Final FF&E and A/V Package and the HAR rate applied to the accepted Final FF&E and A/V Packages. See specification section 01 30 01.00 22.
