(3) All information required by Factor 2, Safety
(4) All information required by Factor 3, Schedule
(5) All information required by Factor 4, Past Performance on Recent, Relevant Projects
Non-Cost/Price Factors:
In making the best value award decision, the government will consider all non-price Factors and price.
The solicitation requires the evaluation of price and the following non-price factors:
Non-Price Evaluation Factors
Factor 1 – Experience
Factor 2 – Safety
Factor 3 – Schedule
Factor 4 – Past Performance http://www.dlis.dla.mil/Forms/Form_AC135.asp mailto:grace.montero@eu.navy.mil mailto:joseph.a.martinez@eu.navy.mil
The distinction between experience and past performance is that experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work described under the definition of recent, relevant projects, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.
The relative order of importance of the non-price evaluation factors is the technical factors (Factors 1, 2 and 3) are of equal importance to each other and, when combined are equal in importance to the past performance factor (Factor
4). When the proposal is evaluated as a whole, the technical factors and past performance factor combined (i.e., the non-price evaluation factors) are approximately equal to price.
The importance of price will increase if the Offerors’ non-price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-price proposal’s superiority to the
Government. Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.
3. Basis of Evaluation and Submittal Requirements for Each Factor

CATEGORY CLASSIFICATION PERCENTAGE OF WORK
The Prevailing Work Category OS30- Class IV BIS (43%)
Additional Category OG1 Class IV BIS (42%)

Certifications. The JV member who has the SOA Certification must perform the majority of the work pertinent to the certification. In the case of a JV, certification submitted by a subcontractor will not be accepted.
2. Basis of Evaluation:
The Government will evaluate price based on the total price. Total price consists of the basic requirements and all option items (see Section B of the solicitation). The Government intends to evaluate all options and has included the provision FAR 52.217-5, Evaluation of Options (JUL 1990) in Section M of the solicitaiton. In accordance with
FAR 52.217-5, evaluation of options will not obligate the Government to exercise the option (s). A price, which is found to be unreasonably high, unrealistically low or unbalanced in relation to the proposed work and/or
Government estimate, may negatively impact the offeror’s evaluation and will result in a rating of Unacceptable. Price analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:
(i) Comparison of proposed prices received in response to the RFP;
(ii) Comparison of proposed prices with the IGE;
(iii) Comparison of proposed prices with available historical information; OR
(iv) Comparison of market survey results.
(v) The price proposals will be ranked from lowest to highest based on the evaluation criteria stated above.
(vi) The price proposal will initially be evaluated separately from the technical proposal. The
Government has the discretion of determining which offer is most advantageous to the Government considering price and technical quality of the proposal.
(1) Factor 1 – Experience:
(i) Solicitation Submittal Requirements:
The Offeror shall submit the following information:
(ii) Construction Experience:
Submit a minimum of three (3) projects and maximum of five (5) relevant construction projects for the Offeror that best demonstrates your experience on relevant projects that are similar in size, scope, and complexity to the RFP.
For purposes of this evaluation, a relevant project is further defined as the following: Offer may be given extra credit if all five (5) projects are relevant.
Similar in scope by providing for the construction of a facility that is a minimum of 800-Square Meters
(8,611-Square Feet) or larger.
Each relevant contract submitted must have a value of at least $6,000,000.
Projects submitted for the Offeror shall be completed within the past five (5) years of the date of issuance of this
RFP.
A project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project;
rather Offerors shall submit the work performed under a task order as a project.
The attached Construction & Design Experience Project Data Sheet (Attachment D) is MANDATORY and SHALL be used to submit project information. Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided page (or two (2) single-sided pages).
For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP (i.e.: unique features, area, construction methods). In addition, the description should also address any sustainable features for the project, including specific descriptions of those features. Provide applicable documentation on projects that were validated and/or certified through U.S. Green
Building Council (USGBC) or the equivalent organization or process.
If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the
Joint Venture entity. If the Joint Venture does not have experience, at least one project shall be submitted for each
Joint Venture partner. Offerors are still limited to a total of five (5) projects combined.
If an Offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF1442), the proposal shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract.
The Offeror may utilize experience of a subcontractor that will perform major or critical aspects of the requirement to demonstrate construction experience under this evaluation factor. The Offer must provide a letter of commitment and an explanation of the meaningful involvement that the subcontractor will have in performance of this contract.
More weight may be given to the Offeror’s projects than to those submitted for subcontractors.
(iii) Basis of Evaluation:
The basis of evaluation will include the Offeror’s demonstrated experience and depth of experience in performing relevant construction projects as defined in the solicitation submittal requirements. The assessment of the Offeror’s relevant experience will be used as a means of evaluating the capability of the Offeror to successfully meet the requirements of the RFP. The Government will only review five projects for construction. Any projects submitted in excess of the five (5) for Construction Experience will not be considered.
Relevant projects that demonstrate experience with sustainable features may be considered more favorably than those that do not demonstrate experience with sustainable features.
Relevant projects that are also a SATCOM Relay Facility, Data Processing Center or Communications
Facility may be considered more favorably than a relevant project that is not one of these facility types.
Relevant projects that demonstrate experience with construction for the United States Government may be considered more favorably than those that do not demonstrate this experience.
Factor 2 – Safety
(i) Submittal Requirements:
The offeror shall submit the following information: (For a partnership or joint venture, the following shall address each contractor who is part of the partnership or joint venture; only one safety narrative is required.)
(1) Technical Approach for Safety:
Describe the Offeror’s technical approach to safety for its employees as well as the plan that the Offeror will implement to evaluate and measure safety performance of potential subcontractors as a part of the selection process for all levels of subcontractors. Also, describe any innovative methods that the Offeror will employ to ensure and monitor safe work practices at all subcontractor levels. The Safety Narrative shall be limited to three pages, 8 ½ x 11 page size, one (1) double-sided page and one (1) single-sided page (or three (3) single-sided pages). Any pages submitted in excess of the three (3) will not be considered.
(ii) Basis of Evaluation:
Technical Approach to Safety:
The Government is seeking to determine that the Offeror has consistently demonstrated a commitment to safety and that the Offeror plans to properly manage and implement safety procedures for itself and its subcontractors. The
Government will evaluate the Offeror’s overall safety record, the Offeror’s plan to select and monitor subcontractors, and any innovative safety methods that the Offeror plans to implement for this procurement. The Government’s sources of information for evaluating safety may include, but are not limited to, Government agencies, OSHA, NAVFAC’s Facility Accident and Incident Reporting (FAIR) and Contractor Incident Reporting System (CIRS) databases, and other related resources. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete safety information regarding these submittal requirements rests with the Offeror. The evaluation will collectively consider the following:
- Offeror Technical Approach to Safety
- Other sources of information available to the Government
The Government will evaluate the narrative to determine the degree to which subcontractor safety performance will be considered in the selection of all levels of subcontractors on the upcoming project. The Government will also evaluate the narrative to determine the degree to which innovations are being proposed that may enhance safety on this procurement. Those Offerors whose plan demonstrates a commitment to hire subcontractors with a culture of safety and who propose innovative methods to enhance a safe working environment may be considered more favorably in the evaluation.
(2) Factor 3 –Schedule
Provide a contract schedule that includes all aspects of pre-construction activities, major HVAC and electrical procurement, construction and post-construction activities. The contract timeframe identified in the RFP defines the acceptable contract duration; a shorter contract duration is desirable.
For purpose of evaluation, the schedule shall be based on a 01 May 2015 Notice to Proceed (NTP), with construction durations in weeks/days in lieu of specific calendar dates. At a minimum the schedule shall address the following:
Pre-Construction (administration, PAK meeting, submittals, reviews & approvals)
Procurement of Major HVAC and Electrical equipment, and long lead items such as the Pre-Engineered
Metal Building (submittal preparation, submittal review and approval, fabrication and delivery).
Site Demolition/Preparation.
OSP/ISP Communication Duct Bank Construction
Antenna Foundation Construction.
Interior Build-Out and Finishes.
Start-Up, Testing & Commissioning.
Project Close-Out.
Provide a Narrative and a Project Schedule in CPM format that explains the proposed contract duration, construction and scheduling innovations and methods to provide realistic shorter contract duration. The Narrative shall not exceed four (4) (or eight (8) single-sided pages) double-sided 8-1/2”x11” pages. Provide the CPM format Project Schedule as a PDF file and source file, and the Summary Level, and Critical Path Schedule, documenting any multiple Critical
Paths in 11” x 17” pages, there is no page limit on the Summary Level and Critical Path (do not submit the printed copies of the entire CMP schedule).
The Government will evaluate a comparison of the contractor’s proposed contract duration to the overall contract duration provided in the RFP. The Government’s evaluation of the contractor’s proposed schedule is a means of determining whether the contractor understands the scope of work and approaches the tasks in a logical and effective manner.
The contractor may receive evaluative credit for realistic proposed contract duration that is shorter than the acceptable contract duration. The contractor’s proposed contract duration shall become an enforceable part of the contract and will be reflected in the awarded Contract Completion Dated (CCD) to the successful Offeror. Proposed schedules in excess of the contract duration provided in the RFP will be considered a material deficiency and will not be eligible for award.
(3) Factor 4 – Past Performance
IF A COMPLETED CONSTRUCTION CONTRACTOR APPRAISAL SUPPORT SYSTEM (CCASS)
EVALUATION IS AVAILABLE, IT SHALL BE SUBMITTED WITH THE PROPOSAL FOR EACH PROJECT
INCLUDED IN FACTOR 1 FOR CONSTRUCTION EXPERIENCE. IF THERE IS NOT A COMPLETED CCASS
EVALUATION THEN SUBMIT PAST PERFORMANCE QUESTIONNAIRES (ATTACHMENT E) FOR EACH
PROJECT INCLUDED IN FACTOR 1 FOR BOTH CONSTRUCTION EXPERIENCE. The Offeror should provide completed Past Performance Questionnaires (PPQ) in the proposal. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the
Government from utilizing previously submitted PPQ information in the past performance evaluation.
If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the
Offeror shall complete and submit with the proposal the first page of the PPQ, (Attachment E), which will provide contract and client information for the respective project(s). The Government may make reasonable attempts to contact the client noted for that project(s) to obtain the PPQ information. However, Offerors should follow-up with clients/references to help ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Grace Montero at grace.montero@eu.navy.mil and Joe
Martinez at joseph.a.martinez@eu.navy.mil.
Offerors may provide any information on problems encountered and the corrective actions taken on projects submitted under Factor 1 – Experience. Offerors may also address any adverse past performance issues.
Explanations shall not exceed two (2) double-sided pages (or four (4) single-sided pages) in total.
The Government reserves the right to contact references for verification or additional information. The
Government’s inability to contact any of the Offeror’s references or the references unwillingness to provide the information requested may affect the Government’s evaluation of this factor.
Performance award or additional information submitted will not be considered.
This evaluation focuses on how well the Offeror performed on the relevant projects submitted under Factor 1 –
Experience and past performance on other projects currently documented in known sources. For purposes of the past performance evaluation, a relevant project is defined as building construction with a value of $6,000,000.00 or greater. In addition to the above, the Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval
System (PPIRS) using all CAGE/DUNS numbers of Contractors who are part of a partnership or joint venture identified in the Offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity
Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the Offeror.
The Government will consider the currency and relevance of the information, the source of the information, context of the data, and general trends in the Contractor’s performance. This evaluation is separate and distinct from the
Contracting Officer’s responsibility determination. The assessment of the Offeror’s past performance will be used as a means of evaluating the Offeror’s probability to successfully meet the requirements of the RFP.
Offerors lacking relevant past performance history will not be evaluated favorably or unfavorably in past performance and will receive an Unknown Confidence rating.
