Question: RE. Dwg. MH 801 – MH 804

1) WATER CHILLER

The schedule on Dwg MH 801 shows the Base Bid Air Cooled Water Chiller with 210 KW capacity.

The schedule on Dwg MH 804 shows the Bid Option 1 alternate Water Chiller for the absorption Chilled water system, with 2049 KW nominal capacity. Please confirm this requirement, taking into consideration that, according to the same schedule, the resulting capacity at the evaporator should be 228 KW.

2) COOLING TOWER

The schedule on Dwg MH 804 shows the Closed-Circuit Cooling Tower with 340 KW Nominal Capacity. Please confirm this requirement, taking into consideration that, according to the same schedule, the resulting capacity should be 2615 KW.

Answer: The water chiller on MH804 for Bid Option 1 should have a nominal capacity of 228 KW. The cooling tower capacity of 340 KW indicated on the “Closed Circuit Cooling Tower Schedule” on the same sheet is correct.

Question: (Include RFP Section, page number, and paragraph if applicable)

2. Is the Contractor responsible for the credits that are considered a part of the Design Phase? That is, is the

Contractor to collect all of the design credit documentation? Paragraph 1.3.2 of Section 01 33 29 states that no further documentation needs to be completed; however, if changes or corrections are to be made during the construction phase either to the actual design or only for the documentation paperwork, whose responsibility is it to be carried out? For instance, energy modeling and other similar design calculations that often changes through the course of a construction site? And, during the GBCI review phases?

Answer: No the contractor is not responsible for Design Credits. Contractor is fully responsible for achieving the Construction Credits, including changes and corrections.

Question: (Include RFP Section, page number, and paragraph if applicable)

3. Paragraph 2.1 of Section 01 33 29 states that the Contractor is to provide and install the LEED plaque. The plaque is no longer a gratuity with the certification of the building. Please confirm that it will be the Contractor’s responsibility to provide these services.

Answer: Yes, it is the Contractor’s responsibility to provide and install the LEED Plaque

Question: According to the specifications attached to the solicitation, the only personnel that is required to be onsite at all times are the following: Project Superintendent, QC Manager, and Site Safety Health Officer (SSHO).

00 73 04, 1.4 English Speaking Representative

01 35 26, 1.6.1.1 SSHO

Question: It specifically states in the specifications that the QC Manager cannot be any other managerial position;

however, it does not specify anything regarding the SSHO. Can the SSHO per the same person as the Project

Superintendent?

Answer: Yes, the SSHO can be the same person as the Project Superintendent.

Question: On Sheet MH804, please confirm and clarify the data indicated in the “Water Chiller Schedule CH/1”.

Discrepancies are found between the potential and the water flows.

Answer: The nominal capacity for the chiller should be 228 KW. This should clear up the discrepancy between the potential and the water flows.

Additionally the “Water Chiller Schedule CH/1” should reflect the following:

Maximum Power = 5 Kw/ton

Evaporator pressure Drop =17.7 KPa

Electrical Total KW = 5.2 KW

Question: On Sheet MH802, please confirm and clarify the power supply for the Cooling Coil – Dx (25 kW)

CAC/1,2,3 and the power supply for the Condensing Unit (73.4 kW) CU/1,2,3.

Answer: The Capacity of the cooling coils on sheet MH802 for the “Computer Room Air Conditioning Units” should be 70 KW for CAC/1, CAC/2, and CAC/3. Additionally the total capacity of the condensing units is also 70

KW.

Question: Please confirm that a screed does not need to be installed prior to the installation of the box shower in the bathrooms.

Answer All mortar needs to be screeded. The membrane is under the mortar. Assume the term "Box Shower" means the shower membrane.

Question In regards to the Engine Generator Set: specification Section 26 32 13.00 50 paragraph 2.1.1.1 indicates

1800rpm (60Hz), whereas, on the single-line diagram it states 50Hz. Please clarify which is to be used.

Answer: The drawings indicate the correct frequency. Generators shall be 50Hz.

Question In regards to the Engine Generator Set: The generators indicated require 3x350 kW; but in the tests

(specification Section 26 32 13.00 50 paragraph 3.5.3 g combinations), it requires the application of a single step of

900 kW in pairs of two groups. This is not possible with 350 kW generators and it is not possible to provide an immediate power supply of 400kW on a single generator. Please clarify this testing procedure.

Answer: Paragraph 3.5.3, g. 2. requires one step to 900kW, but after generators have been paralleled and load divided proportionally between the sets for 15 minutes (3.5.3, g.1). The total capacity with all three generators operating in parallel is 1050 kW, so increasing load to 900kW is possible. Provide this test as specified. Paragraph

3.5.3, g.6 requires to transfer 400kW to each set. This load should be 300kW to each set.

Question Are the four (4) foundations nominated as “future extension” on Sheets CS101 and CS102 or as “future relax pad” on Sheet AS100 to be installed under this contract? Please clarify the requirements for these four Radar pads.

Answer: The "Future Relay Pads" are shown for planning purposes only, and are not a part of the construction scope, and NOT installed under this contract.

The only company of the consortium that have the requirements requested in the solicitation participates alone and not with the consortium. In these conditions, the consortium can participate for this solicitation ?

Please clarify

Answer: If the Consortium does not have the required requirements that the RFP state, then they cannot participate for this solicitation.

Question The specifications state that the Contractor is only to provide a Commissioning Manager who will support and follow the commissioning activities of the project. Please confirm that the Contractor is not required to provide a CxA in accordance with the LEED regulations.

Answer: Correct, while the Contractor is responsible for achieving the required Commissioning utilizing a

Commissioning Manager who is hired by the contractor, the contractor is not responsible for providing the

Commissioning Authority. The Government will provide the Commissioning Authority which may or may not be the same as the Commissioning Authority used during Design.

Schedule CT/1”. Discrepancies are found in the potential indicated between the power supply and the water flows.

Answer: The water flow indicated in the “Closed Circuit Cooling Tower Schedule CT/1” should be 18.6

L/s.
