About this file

This is Amendment 0004 to Solicitation N3220526R6021, issued by the Naval Supply Systems Command (NAVSUP) at Naval Station Norfolk on March 30, 2026. The amendment revises FAR 52.212-1 (Instructions to Offerors - Commercial Items) and incorporates formal responses to vendor questions (Q&A 9). The offer receipt deadline is not extended from the date specified in the original solicitation.

The solicitation requires offerors to provide hotel accommodations and transportation services for civilian maritime personnel (CIVMARs) attending training at Training Center East Hampton Roads (TC-E HR) at Fort Eustis, Virginia. Offerors must submit proposals in two separate volumes via the Procurement Integrated Enterprise Environment (PIEE) at https://piee.eb.mil/. Volume I shall contain pricing using the TCE-HR Pricing Spreadsheet (submitted as unaltered Excel format) with fixed unit rates per room night and transportation trip for each contract year, along with completed SF 1449, representations and certifications, and acknowledgment of amendments. Volume II shall address five technical subfactors: general hotel facility requirements, fire and safety policies, health and sanitation, transportation services, and on-site facility inspection. Hotel facilities must have AAA Three Diamond Designation or higher, be located within 25 miles of the training center, provide rooms equipped with microwaves and refrigerators, offer laundry facilities and free internet, ensure safe deposit boxes or secure storage, and provide business centers. The government estimates a maximum of 34,675 single room nights during the contract base year. Offerors must submit questions no later than March 26, 2026 at 4:00 p.m. EST to the contract specialists. All proposals must be formatted in PDF or Microsoft Word, typed with 12-point font and 1.5-line spacing, with pages numbered by volume (e.g., I-19, II-10). On-site inspections of proposed hotel facilities will be conducted by the Technical Evaluation Team and Source Selection Board members prior to contract award.
