About this file
This document is a Questions and Answers (Q&A) clarification for Military Sealift Command solicitation N3220526R6021, addressing procedural and administrative requirements for lodging, facilities, and transportation services.
The solicitation requires hotels to maintain AAA certification at the time of proposal submission; future certifications are not acceptable. Proposals must be submitted through the PIEE portal in two separate files: Volume I (Price and Solicitation Documents) and Volume II (Technical Capability), with supporting documents such as teaming agreements submitted separately rather than combined into a single document. For transportation services, a DBIDS sponsor will be assigned by the Contracting Officer Representative (COR). Facilities outside a one-half mile radius from a public bus stop can achieve compliance by providing their own shuttle service to the nearest stop or a round-trip shuttle service within a five-mile radius. Payment for invoices submitted weekly will be made within 30 days of government receipt of a complete and accurate invoice in accordance with the Prompt Payment Act. The government anticipates making an award prior to September 30, 2026. Offerors experiencing access issues with the PIEE portal should reference the TCE-HR Lodging & Transportation Amendments Clarification Briefing and Solicitation Amendment N3220526R60210003 for resolution guidance and submission training resources.
