About this file

This document is a Questions and Answers (Q&A) supplement for Military Sealift Command solicitation N3220526R6021, addressing clarifications on contract requirements and evaluation criteria.

The solicitation involves a five-year ordering period from October 1, 2026 through September 30, 2031, with a six-month optional continuation period. The Government intends to award a single contract to the responsible offeror offering the Lowest Price Technically Acceptable (LPTA) proposal. Two firm-fixed-price Contract Line Items (CLINs 0001 and 0002) cover lodging and transportation services, with the Government's estimated total requirements spanning the full five-year period. Offerors must complete the TCE-HR Pricing Spreadsheet by providing annual pricing for each year, which will calculate the five-year extended price reflected in Section B of the SF 1449 form. Hotels must be located within 25 miles of the training location at Building 650, 667 Monroe Avenue, Fort Eustis, VA 23604, with lodging rates based on the JTR locality rate applicable to the hotel location and capped at the JTR lodging ceiling in effect at the time of performance. Transportation pricing shall be based on estimated quantities provided with no separate regulatory rate caps specified, evaluated for reasonableness. The Government will evaluate total price inclusive of all CLINs. Corrected quantities for the optional six-month continuation period CLINs will be provided by forthcoming amendment. Prior award information is available on SAM.gov.

Q&A 2

QUESTION #1

SOLICITATION SECTION: Not applicable

PARAGRAPH / SECTION NO: Not applicable

QUESTION: Who was the prior incumbent for this requirement and what was the awarded amount?

ANSWER: Information regarding prior contract awards, including the awardee and total contract value, is publicly available on SAM.gov. Offerors may review prior award information there.

QUESTION #2

PARAGRAPH / SECTION NO: Not applicable

QUESTION: Will this project be awarded to a single contractor, or is it possible for multiple contractors to be awarded, considering the substantial room requirements throughout the period of performance?

ANSWER: The Government intends to make a single award as stated in the solicitation. The award will be made to the responsible offeror whose proposal is determined to be the Lowest Price Technically Acceptable (LPTA) in accordance with the evaluation criteria.

QUESTION #3

PARAGRAPH / SECTION NO: Not applicable

TITLE:

QUESTION: The solicitation requires hotels to be within a 25-mile radius of the training location at Building 650, 667 Monroe Avenue, Fort Eustis, VA 23604. If a hotel meets all criteria but has a different ZIP code, which ZIP code should be used as the reference for the JTR Per Diem Rate: the training location ZIP or the hotel ZIP?

As JTR Per Diem Rates are updated annually, are proposals for subsequent base years allowed to exceed the currently applicable JTR limits?

ANSWER: The applicable JTR lodging rate is based on the locality where lodging is obtained. Offerors should use the JTR locality rate applicable to the hotel location.

Proposed lodging rates must be consistent with applicable JTR locality rates. Payment under the contract will not exceed the JTR lodging ceiling in effect at the time of performance.

QUESTION #4

PARAGRAPH / SECTION NO: Not applicable

TITLE:

QUESTION: Could you provide clarification on the maximum allowable rates or limits for one-way and round-trips according to the applicable regulations for this region?

ANSWER: The solicitation establishes estimated quantities and a firm-fixed-price CLIN for transportation services. Offerors shall propose pricing based on the estimated quantities provided. There are no separate regulatory rate caps specified for transportation under this solicitation. Pricing will be evaluated for reasonableness in accordance with the solicitation.

QUESTION #5

SOLICITATION SECTION: Continuation of Supplies or Services and Prices/Costs

PARAGRAPH / SECTION NO: Page 7

TITLE:

QUESTION: On page 7 of 73 of the solicitation, under Supplies or Services and Prices/Costs, Items 001 and 002: are these intended to cover the entire 5-year period? If so, how should this be reflected in the “TCE-HR Pricing Spreadsheet,” which currently requests total pricing per year? Should the total solicitation price for 5 years be divided into 5 annual entries, or is there another preferred method?

Regarding FAR 52.217-8 (6-Month Optional Period), why do the optional CLINs 001 and 002 have the same quantities as CLIN 001 and 002? We seek clarification on this point.

ANSWER: Yes. CLINS 0001 (Lodging) and 0002 (Transportation) represent the

Government’s estimated total requirements for the full five-year ordering period (01 October 2026 – 30 September 2031).

Offerors shall complete the TCE-HR Pricing Spreadsheet by providing pricing for each individual year as structured in the spreadsheet tabs. The spreadsheet will calculate the total five-year extended price. Section B (SF 1449) shall reflect the total extended price for the entire five-year ordering period for CLINS 0001 and 0002.

The quantities for the FAR 52.217-8 (6-Month Optional Period) CLINs are being revised by amendment to reflect estimated requirements for a six-month continuation period. Offerors shall refer to the forthcoming amendment for the corrected quantities.

The Government will evaluate total price inclusive of all CLINs.
