About this file

This is a Questions and Answers (Q&A) document for Military Sealift Command solicitation N3220526R6021 addressing inquiries about lodging services.

The document clarifies key contractual requirements and operational parameters for the hotel services solicitation. Regarding proposal submission, the contracting entity must be the same organization legally responsible for contract performance, though subcontractors may be utilized in accordance with FAR 52.219-14 and applicable regulations. The government will not disclose information about previously used hotels; offerors must identify facilities meeting the Performance Work Statement requirements. Offerors must include all applicable taxes in their pricing, as no tax-exempt certificate will be provided. The solicitation covers an ordering period from October 1, 2026, through September 30, 2031, with lodging required intermittently based on mission needs rather than continuously. The number of rooms and occupants will vary throughout the contract period based on training schedules and operational requirements, with personnel rotating as they complete training and deploy. Offerors should use the estimated quantities provided in the solicitation for pricing evaluation purposes, understanding that actual requirements may fluctuate significantly from these estimates.
