About this file

This is a Questions and Answers document (Q&A 7) for Military Sealift Command solicitation N3220526R6021 addressing clarifications on contract pricing, quantities, and lodging requirements.

Question 1 addresses a perceived fiscal discrepancy between the $22,000,000 contract ceiling and the implied value of 16,111,772 room nights at $110 per night. The Government clarified that Section B quantities represent maximum cumulative ordering quantities for contract ceiling and administrative purposes only, not estimated usage. Offerors must propose fixed unit rates in the TCE-HR Pricing Spreadsheet containing estimated quantities used solely for price evaluation. The $22,000,000 ceiling (inclusive of the FAR 52.217-8 extension) is correct, and pricing during contract performance will be established at the task order level based on awarded fixed unit rates, subject to the overall contract ceiling. The Government does not guarantee that maximum quantities will be ordered.

Question 2 clarifies that single room occupancy requires each CIVMAR be assigned an individual guest room intended for single occupancy with a private bathroom and no shared interior living spaces with other CIVMARs. Configurations with separate sleeping rooms but shared common living areas, kitchenettes, or other shared interior spaces do not satisfy the requirement. Question 3 confirms that for proposal submission and evaluation purposes, offerors shall use quantities contained in the TCE-HR Pricing Spreadsheet (34,675 room nights for Lodging and 1,750 transportation trips), which governs for evaluation purposes. The larger quantities in the amended CLIN structure represent maximum ordering quantities only and do not change evaluation methodology.

N3220526R6021

Q&A 7

QUESTION #1

SOLICITATION SECTION: N/A

PARAGRAPH / SECTION NO: N/A

QUESTION: The current Amendment creates a significant fiscal discrepancy:

Contract Ceiling: $22,000,000 (including FAR 52.217-8 extension).

Implied Lodging Value: Approximately $1.772 Billion (based on 16,111,772 room nights at a $110 rate).

Please clarify:

• Is the room-night quantity of 16,111,772 correct?

• Is the $22M ceiling correct?

• Are lodging pass-through costs intended to be included within the $22M maximum?

ANSWER: The quantities identified in Section B for CLIN 0001 (Lodging) and the associated option CLINs represent the maximum cumulative ordering quantities for the contract ordering period and optional FAR 52.217-8 extension and are provided for contract ceiling and administrative purposes only. These quantities do not represent estimated usage and are not intended to be multiplied by a proposed unit rate to determine contract value.

For evaluation purposes, Offerors shall propose fixed unit rates in the TCE-HR Pricing Spreadsheet, which contains the estimated quantities used solely for price evaluation. The spreadsheet calculates the Total Evaluated Price, which Offerors are instructed to enter in the Amount column of the applicable CLINs in Section B.

• The contract ceiling of $22,000,000 (inclusive of the FAR 52.217-8 extension is correct.)

• The quantities shown in Section B represent maximum ordering quantities and are not the quantities used for price evaluation.

• Pricing during contract performance will be established at the task order level based on the awarded fixed unit rates, and task orders will be issued subject to the overall contract ceiling.

The Government does not guarantee that the maximum quantities identified in Section B will be ordered.

QUESTION #2

PARAGRAPH / SECTION NO: N/A

QUESTION:

The Solicitation Amendment states that "The Contractor shall provide a single room night rate perday, including all applicable taxes, fee and charges in the composite rate."

For clarification, would the Government consider the requirement for a single room to be satisfied if each CIVMAR is assigned a private sleeping room with its own private bathroom and lockable door, where the room is part of a larger lodging unit that includes a shared common living area and kitchenette with one other CIVMAR?

In this configuration, each CIVMAR would have an individual private sleeping and bathroom space functioning as a single room, with the shared space limited only to a common living area.

Would this configuration be considered acceptable under the requirement for single room occupancy, provided that all other lodging requirements of the solicitation are met?

ANSWER: This question was previously addressed in the Questions and Answers issued under this solicitation.

As stated in the prior response, the requirement for a single room night rate means that each CIVMAR must be assigned an individual guest room intended for single occupancy with a private bathroom and no shared interior living spaces with other CIVMARs.

Configurations in which CIVMARs have separate sleeping rooms but share a common living area, kitchenette, or other shared interior spaces within the same lodging unit do not satisfy the requirement for single room occupancy under this solicitation.

Offerors shall propose lodging accommodations that meet the requirement for independent single-occupancy guest rooms, as previously clarified.

QUESTION #3

PARAGRAPH / SECTION NO: N/A

QUESTION: Since the amendment states that the pricing spreadsheet governs in the event of a discrepancy between Section B and the spreadsheet, can the Government please confirm the following?

1. Whether the spreadsheet will be revised to reflect the updated cumulative evaluated quantities of 14,500,550 room nights and 5,299,450 transportation trips; or

2. Whether offerors are to submit pricing using the currently posted spreadsheet quantities of 34,675 room nights and 1,750 trips for evaluation purposes.

ANSWER: The quantities reflected in Amendment 0001 for CLIN 0001 (Lodging) and CLIN 0002 (Transportation) represent the maximum cumulative ordering quantities for the contract over the five-year ordering period and potential and potential FAR 52.217-8 extension period.

These quantities establish the contract ceiling structure and are not the quantities used for price evaluation.

For proposal submission and evaluation purposes, offerors shall use the quantities contained in the TCE-HR Pricing Spreadsheet, which reflect the Government’s estimated quantities for evaluation.

The pricing spreadsheet will calculate the evaluated totals based on the proposed fixed unit rates.

The cumulative total generated by the spreadsheet shall be entered in the Amount column of the applicable CLIN for evaluation purposes, as stated in the CLIN instructions. Accordingly:

• The pricing spreadsheet governs for evaluation purposes, and offerors shall submit pricing using the quantities currently reflected in the spreadsheet (34,675 room nights for Lodging and 1,750 transportation trips).

• The larger quantities reflected in the amended CLIN structure represent maximum ordering quantities only and do not change the evaluation methodology.

Offerors should complete and submit the pricing spreadsheet as instructed in the solicitation.
