About this file

This is a Questions and Answers (Q&A) document for Military Sealift Command (MSC) solicitation N3220526R6021 addressing clarifications on lodging and transportation services for civilian mariners (CIVMARs) attending training.

The solicitation requires contractors to provide lodging facilities and transportation services for CIVMARs. Key requirements include: lodging occupancy estimated between 50–95 rooms per night (estimates only, not guaranteed minimums), with each authorized CIVMAR entitled to a single room per the Performance Work Statement; all proposed hotel properties must maintain AAA Three Diamond designation, comply with mileage and commute limitations, and meet required amenities and safety standards. Contractors may propose one or multiple hotel properties to fulfill requirements, and double-occupancy rooms may be used only if assigned to a single CIVMAR. Transportation is required Monday through Friday with morning drop-offs to the Training Center between 0645–0700 hours and variable afternoon pick-ups based on training schedules; an estimated 30–50 CIVMARs may require daily transportation, though not all lodging occupants require this service. The Government will pay only for services properly ordered and utilized via issued task orders. Training schedules, duration of stay, frequency of training cycles, and block scheduling are not guaranteed and fluctuate based on operational and mission requirements. Contractors must propose fixed unit rates per the TCE-HR Pricing Spreadsheet, with the Government evaluating proposals based on total evaluated price without adjusting for inflation beyond the established pricing structure. Reservations will be made in advance by the MSC designated point of contact as early as practicable, though exact advance notice timeframes cannot be guaranteed.

Q&A 4

QUESTION #1

SOLICITATION SECTION: A. LODGING/FACILITIES

PARAGRAPH / SECTION NO: 5

QUESTION: What is the anticipated length of stay per occupant?

ANSWER:

As stated in Section A.5 of the Performance Work Statement, “The length of a CIVMAR’s stay varies.” The duration of stay is dependent upon training schedules and assignment requirements and cannot be guaranteed.

Room night quantities are estimates only and do not guarantee a minimum number of room nights. The Government will only pay for lodging services properly ordered and utilized in accordance with issued task orders.

QUESTION #2

SOLICITATION SECTION: A. LODGING/FACILITIES

PARAGRAPH / SECTION NO: 1

QUESTION: Can you clarify the discrepancy between maximum number of rooms (up to 95) and maximum transportation needs (50 max)? Do you only need 50 maximum for transportation even though you may have 95 people?

ANSWER: As stated in Section A.4, lodging occupancy may vary from an estimated average of 50 rooms per night up to as many as 95 rooms per night. These quantities are estimates only.

As stated in Section E.1, an estimated 30–50 CIVMARs may require transportation daily. Not all CIVMARs lodging under the contract will require transportation services.

Transportation requirements are based on actual need and historical averages. The Government will only pay for actual transportation services properly ordered and provided in accordance with issued task orders.

QUESTION #3

SOLICITATION SECTION: A. LODGING/FACILITIES

PARAGRAPH / SECTION NO: 1

QUESTION: Would it be possible to use double-occupancy rooms as single rooms to help meet the 50-95 rooms per night requirement?

ANSWER: Each authorized CIVMAR is entitled to a single room in accordance with Section A.5 of the Performance Work Statement.

Double-occupancy rooms may be utilized only if assigned to a single CIVMAR and meet all other requirements of the solicitation (e.g., AAA Three Diamond designation, required amenities, safety, commute limitations, etc.).

Under no circumstances shall two CIVMARs be required to share a room to meet the room night requirement.

QUESTION #4

PARAGRAPH / SECTION NO: 1

QUESTION: How many hotel properties are we able to propose in order to fulfill the room requirement?

ANSWER: There is no set maximum number of hotel properties that may be proposed. Offerors may propose one or multiple properties to meet the Government’s estimated room night requirements.

All proposed properties must independently meet all solicitation requirements, including but not limited to:

• AAA Three (3) Diamond Designation

• Location within the required mileage and commute limitations

• Required amenities and services

• Transportation requirements

The Contractor remains responsible for meeting the full lodging requirement at all times during contract performance.

QUESTION #5

PARAGRAPH / SECTION NO: 1

QUESTION: About how many times per day will transportation be needed, and around what times based on historical data? How far in advanced will we have the transportation times?

ANSWER: As stated in Section E of the PWS:

• Transportation is required Monday through Friday, at a minimum of one round trip per authorized CIVMAR requiring transportation.

• Morning drop-off to the Training Center must occur between 0645 and 0700.

• Return transportation times may vary based on training schedules.

Historically, transportation consists of morning drop-offs and afternoon pick-ups. Multiple vehicles or staggered trips may be used provided all CIVMARs arrive within the required timeframe.

Daily pick-up and drop-off schedules will be coordinated with the MSC TCE-HR Training Site Manager or MSC POC. Advance notice will be provided to the extent practicable based on training schedules. Weekend and Federal Holiday transportation may be required but is not guaranteed.

QUESTION #6

PARAGRAPH / SECTION NO: 1

QUESTION: How far in advanced will reservations be made?

ANSWER: Reservations will be made in advance of arrival by the MSC designated POC, as stated in Section B.1 of the PWS.

The advance notice period may vary depending on operational requirements and training schedules. The Government will provide reservations as early as practicable; however, exact advance notice timeframes cannot be guaranteed.

Late arrivals will be clearly marked in accordance with the PWS.

QUESTION #7

PARAGRAPH / SECTION NO: 1

QUESTION: How often is training, and what is the duration of training in terms of days/nights?

I want to get an idea of how often the rooms and transportation should be booked.

ANSWER: Training schedules vary based on mission requirements. Lodging and transportation requirements fluctuate throughout the year depending on the number of CIVMARs attending training or awaiting assignment.

The Government does not guarantee a specific duration of stay, frequency of training cycles, or block scheduling. As stated in the PWS, quantities are estimates only and actual requirements will be established through issuance of task orders.

QUESTION #8

SOLICITATION SECTION: N/A

PARAGRAPH / SECTION NO: N/A

QUESTION: What was the schedule of the previous contract for this request?

ANSWER: The Government does not guarantee that prior schedules or usage patterns will be indicative of future requirements. Requirements under this solicitation will be driven by current and future operational needs.

Offerors should rely on the estimates provided in the solicitation and pricing spreadsheet for evaluation purposes.

QUESTION #9

SOLICITATION SECTION: A. LODGING/FACILITIES

PARAGRAPH / SECTION NO: 1

ANSWER: Training schedules are dependent upon operational requirements and may fluctuate throughout the year. The Government does not guarantee continuous occupancy or transportation requirements.

QUESTION #10

PARAGRAPH / SECTION NO: 1

QUESTION: What is the average frequency in terms of days/nights throughout the year? Is it in blocks of months, and then a break is taken? Or is it continuous throughout the year? And when does this happen?

ANSWER: The Government cannot guarantee block scheduling or continuous occupancy.

Requirements may fluctuate and are dependent upon mission needs.

The estimates provided in the solicitation represent historical averages for evaluation purposes only and do not guarantee minimum ordering quantities.

QUESTION #11

SOLICITATION SECTION: A. LODGING/FACILITIES

PARAGRAPH / SECTION NO: 1

QUESTION: Will there be a change in schedule from previous years?

ANSWER: Future requirements may differ from prior years based on mission needs. The Government makes no guarantee that historical patterns will continue.

QUESTION #12

SOLICITATION SECTION: N/A

PARAGRAPH / SECTION NO: N/A

QUESTION: Who is the incumbent, and what is the prior awarded amount?

ANSWER: Information regarding the incumbent contractor and prior award amount may be obtained through publicly available contract reporting systems such as SAM.gov or FPDS.

QUESTION #13

SOLICITATION SECTION: N/A

PARAGRAPH / SECTION NO: N/A

QUESTION: Can I add to the award amount, taking into consideration inflation?

ANSWER: Offerors shall propose fixed unit rates in accordance with the TCE-HR Pricing Spreadsheet. The Government will evaluate proposals based on the total evaluated price as calculated in the pricing spreadsheet.

Offerors are responsible for proposing pricing that reflects their anticipated costs over the ordering period. The Government will not adjust proposed pricing for inflation outside of the pricing structure established in the solicitation.
