About this file

This is Amendment 0002 to Solicitation N3220526R6021, issued by the Military Sealift Command (MSC) on March 12, 2026, to modify requirements for lodging and transportation services supporting Civil Service Mariners (CIVMARs) at MSC Training Center East Hampton Roads in Fort Eustis, Virginia.

The amendment revises the Performance Work Statement to clarify and update requirement language, adds a Performance Summary Matrix identifying performance objectives with acceptable quality levels and surveillance methods, and corrects the CLIN unit of measure from "Job" to "Nights" for lodging (CLIN 0001) and "Days" for transportation (CLIN 0002). The contract ordering period runs October 1, 2026 through September 30, 2031, with an optional FAR 52.217-8 extension from October 1, 2031 through March 31, 2032. Pricing must be proposed using the TCE-HR Pricing Spreadsheet with fixed unit rates per room night for lodging and per transportation trip for each contract year. Offerors must submit proposals in two separate volumes (Price and Solicitation Documents; Technical Capability) through the Procurement Integrated Enterprise Environment by March 13, 2026 at 4:00 p.m. EST. The solicitation uses a Lowest Price Technically Acceptable (LPTA) evaluation methodology with technical acceptability required across five subfactors: general hotel requirements, fire and safety policies, health and sanitation, transportation operations, and on-site facility inspection. Hotel facilities must maintain AAA Three Diamond ratings, provide microwave and refrigerator in rooms, free internet, business centers, dining facilities within one-half mile, and daily round-trip transportation to training facilities with no more than one-hour commute time. DBIDS base access passes must be obtained within two weeks of award. The Government estimates 1,750 single transportation trips annually during the base contract period.
