About this file
This is a Questions and Answers (Q&A) document issued by Military Sealift Command for solicitation N3220526R6021. The document addresses a single clarification question regarding lodging requirements for civilian mariners (CIVMARs) under Section A (Lodging/Facilities), Paragraph 6 of the solicitation.
The question sought clarification on whether the single room night rate requirement could be satisfied by providing each CIVMAR with a private sleeping room and private bathroom within a larger lodging unit that includes shared common living areas and a kitchenette with one other CIVMAR. The Government's answer explicitly rejected this configuration, stating that each CIVMAR must be assigned an individual guest room intended for single occupancy with a private bathroom and no shared living spaces with other CIVMARs. The response clarified that separate sleeping rooms sharing common living areas, kitchenettes, or other shared interior spaces within the same lodging unit do not satisfy the single room occupancy requirement. Each CIVMAR must have a separate hotel room or lodging unit that is not internally connected to another guest's room or shared living space, unless the configuration functions as a fully independent guest room with no shared interior areas. All other lodging requirements of the solicitation must also be met.

Q&A 6
QUESTION #1
SOLICITATION SECTION: A. LODGING/FACILITIES
PARAGRAPH / SECTION NO: 6
QUESTION: The Solicitation Amendment states that "The Contractor shall provide a single room night rate per day, including all applicable taxes, fee and charges in the composite rate."
For clarification, would the Government consider the requirement for a single room to be satisfied if each CIVMAR is assigned a private sleeping room with its own private bathroom and lockable door, where the room is part of a larger lodging unit that includes a shared common living area and kitchenette with one other CIVMAR?
In this configuration, each CIVMAR would have an individual private sleeping and bathroom space functioning as a single room, with the shared space limited only to a common living area.
Would this configuration be considered acceptable under the requirement for single room occupancy, provided that all other lodging requirements of the solicitation are met?
ANSWER: No. The requirement for a single room night rate means that each CIVMAR must be assigned an individual guest room intended for single occupancy, with a private bathroom and no shared living spaces with other CIVMARs.
Configurations in which CIVMARs have separate sleeping rooms but share a common living area, kitchenette, or other shared interior spaces within the same lodging unit would not satisfy the requirement for single room occupancy under this solicitation.
Each CIVMAR must have a separate hotel room or lodging unit that is not connected internally to another guest’s room or shared living space, unless the configuration otherwise functions as a fully independent guest room with no shared interior areas.
All other lodging requirements of the solicitation must also be met.
