About this file

This is Amendment 0002 to a Request for Quote (RFQ) issued by the Naval Supply Fleet Logistics Center (NAVSUP FLT LOG CTR) Norfolk for cybersecurity training platform services. The amendment extends the response due date from September 16, 2026 to September 22, 2026 at 3:00 PM EDT and reduces the response time from 5:00 PM to 3:00 PM. This is a 100% Small Business Set Aside under NAICS code 611420 (Computer Software Training), with quotes to be submitted electronically to toni.cristinzio.civ@us.navy.mil and mark.d.damanskis.civ@us.navy.mil.

The amendment revises multiple sections of the original RFQ, including a revised Performance Work Statement (Attachment 1), new Questions and Responses documentation (Attachment 2), and updated evaluation criteria (Attachment 3). Quoters must be small businesses certified within NAICS 611420 with valid SAM registration to be eligible for award. The cyber platform must be provided as a commercial off-the-shelf product by the prime contractor without subcontracting arrangements. Technical evaluation is weighted more heavily than price. Responses must be submitted in two volumes: Volume 1 (Technical) limited to two pages containing product identification, crosswalk documentation, technical specifications, cybersecurity certifications, security documentation disclosures, and subcontractor information; Volume 2 (Price) containing completed pricing sections and applicable federal compliance clauses (52.219-28, 252.204-7014, and 252.204-7998). Quoters must acknowledge receipt of this amendment prior to submission deadline or their offers may be rejected.
