About this file

This document is a Revised Quoter Compliance Crosswalk template for federal contract N0018926QD213, as of Amendment 0002, dated 04 September 2026. The crosswalk is a mandatory submission requirement that quoters must complete in PDF format (portrait or landscape orientation) and submit with their quotation. The document does not count toward the two-page limit for Volume 1 – Technical Quote, nor do accessibility and security documentation attachments.

The crosswalk requires quoters to map their quotation against 17 specific Performance Work Statement (PWS) requirements and identify: (1) compliance status (Yes/No) for each requirement; (2) the quotation page, URL, or course/path reference demonstrating compliance; (3) whether each requirement is included in the quoted price; and (4) any exceptions, limitations, assumptions, dependencies, or additional fees. The requirements address a cyber platform SaaS delivery model, including a twelve-month base subscription with option period, 20 reassignable seats supporting up to 55 users with maximum 20 concurrent active users, unlimited seat reassignments, hands-on laboratories and cyber range exercises, cybersecurity training disciplines, learning analytics dashboards with specified metrics, contractor-provided certification and assessment benefits with unlimited vouchers, security controls documentation, government data ownership and deletion provisions, 99.5% availability with 72-hour maintenance notice, and accessibility and browser compatibility requirements. A critical instruction states that any difference between quoted commercial terms, publisher standard SLAs, standard terms of service/EULA, or third-party certification limits and the PWS must be identified in the crosswalk, with differences not providing equal or greater protection or performance potentially evaluated as noncompliance. Importantly, no pricing information shall appear in the crosswalk or Volume 1; all pricing must be contained in Volume II – Price.
