PROJECT NO.
N/A
PROPOSAL DUE DATE:
December 3, 2024
TITLE OF PROJECT:
LONG-BASELINE NEUTRINO FACILITY ARGON RECEIVING
Offerors must acknowledge this Addendum prior to the hour and date set forth in the solicitation by one of the following methods:
1. By completing the Subcontractor Annual Representations and Certifications (SARC), or
2. By separate fax, letter, or email.
If by virtue of this Addendum you desire to change a proposal already submitted, such change may be made by email, provided such email clearly references the Solicitation number and this Amendment number and is received prior to the proposal due date.
Amendment No. 1 is issued to extend the proposal due date and answer questions as follows:
The proposal due date is changed to December 03, 2024 at 5:00 PM Central Standard Time (CST- Chicago).
Question No. 1: There was no equipment list found. GFE is not specified. Please confirm that the following colors in Navisworks correspond with the following Vacuum Insulated Pipe Sizes:
Orange: 3" NPS x 5" NPS Yellow: 1/2" NPS x 2" NPS Blue: 2" NPS x 4" NPS Teal: 1/2" NPS x 2" NPS Pink: 1/2" OD Tube x 1 1/2" OD Tube Green: 6" NPS x 8" NPS
Answer No. 1: Presented 3D model is a reference design only. No actual sizes have been determined. This is part of the final design that is in the scope of this acquisition. Please refer to J-4 - Argon Receiving Facilities - SOW and J-4 - ARF - Appendix B for requirements and parameters, which inform the sizing of the piping inside the scope. RFP Paragraph H.7 identifies Government Furnished Equipment (GFE) as follows:
FRA shall furnish the following U.S. Government Property per the Statement of Work:
• Two 50 m3 tanks
• PLCs and associated cabinets [Not applicable if Option 1A is exercised by FRA]
Question No. 2: Are all valves depicted in the Navis file assumed to be T-Globe valves with no preference of bellows sealed vs. standard long stem valves? Are these valves jacketed which would be the most likely case?
These questions would be resolved with an equipment list.
Answer No. 2: The provided 3D model is reference design only. All of this is to be determined by the selected subcontractor as a part of the final design, which is in the scope of this acquisition. Please refer to J-4 - SOW Section 10.6 for the requirements for the valves.
Question No. 3: The spec says "The supply additionally comprises two (2) 50 m3 LAr storage tanks, to be used in conjunction with two (2) additional 50 m3 tanks outside the scope of this supply (provided by FRA, to be installed by the Subcontractor). Does this mean that when we quote only two tanks in Option #1, FRA will provide two additional tanks of their own, including all tank mounted piping, PB Vaporizer, tank-mounted valves, etc.? Also, would our firm (if selected) be responsible to install those tanks along with the interconnecting piping?
Answer No. 3: Yes, the quote should only be for two tanks. Yes, the two additional tanks will be provided (along with all equipment as specified in J-4 - ARF - Appendix C - Tanks from CERN - Datasheet). Yes, the Subcontractor selected within this acquisition would be responsible for installation of those additional tanks and their interconnecting piping.
Question No. 4: Specifications call out for 50M3 tanks. Is it ok that our firm uses the Standard VS-15K (15,000 gal) a slightly higher volume tank to reduce cost (avoiding a special engineered tank with lower, specified volume)? The tank will be 13335 mm vs. the 11700 mm in the LITS3 spec.
Also, the MAWP will be 250 psig (17.2 barg) vs. the 18 barg in the spec. - please confirm
Answer No. 4: This is fine.
Question No. 5: Our firm will provide vessel plumbing layout according to our firm’s P&ID & design standards, giving reference to P&ID requirements as noted in the specifications. - Please confirm.
Answer No. 5: Confirmed.
Question No. 6: Are pumps needed? Our firm would provide an adequate PB coil for each tank to provide pressure needed to transfer the gas to the process location. - Please confirm.
Answer No. 6: The decision on whether pumps are required will be determined in the final design and is the responsibility of the selected subcontractor. The subcontractor shall ensure that the system provides adequate pressure for gas transfer, whether through a PB coil or another suitable solution.
Question No. 7: Spec calls for purity testing of delivery and tank LAr product. Would Our firm be responsible to provide all analyzer equipment including analyzers, valve block, and interconnecting plumbing from the offload skid and tanks to the analyzer?
Answer No. 7: Yes
Question No. 8: Is there a final layout including dimensions for proper quotation of the interconnecting piping between equipment components?
Answer No. 8: The final layout is part of the final design and is the responsibility of the selected subcontractor. The quotation may be based on the reference design 3D model provided in J-4 - ARF - Appendix A - ARF FRA Conceptual Design.
Question No. 9: Our firm to perform fuid-dynamic, stress and thermal analyses to Our firm’s Standards.
These would only include calculations or FEA analyses. - Please confirm.
Answer No. 9: Confirmed.
Question No. 10: If the tanks contain contaminated LAr and need to be vented, how is this proposed to be done? The P&ID indicates a connection for unloading. Delivery trucks will most likely not accept "contaminated" LAr back into their trucks.
Answer No. 10: The system shall not allow for the contaminated LAr to reach tanks. It is to test the received LAr and either direct it to the tanks (if the purity levels are acceptable) or reject it. Please refer to J-4 - Argon Receiving Facilities - SOW Section 6 for detailed information about the process.
Question No. 11: Does the P&ID show all the required redundant PSV's that are called out in this spec? And do the "Safety valve selectors" refer to a diverter type valve, directing flow to each PSV separately?
Answer No. 11: The P&IDs show all redundant PSV's identified in the reference design. The final valve an instrumentation list shall be defined by the Subcontractor during the final design phase. Yes "safety valve selectors" refer to the diverter valve.
Question No. 12: Spec says "facility compressed air shall be provided by the subcontractor as part of the supply." Is the selected vendor or another subcontractor providing this system?
Answer No. 12: This system is to be provided by the subcontractor selected in this acquisition. It will be part of the scope.
Question No. 13: Is it ok that the terminal connection boxes be Nema 4X, mounted with the skids and tanks rather than enclosed in a covered shelter? It is normal for our firm that these come mounted to the tanks.
Answer No. 13: This is fine.
Question No. 14: Can the conceptual layout be updated with labels for each item/location, especially the locations of shelters per line items 2 & 8 above respectively?
Answer No. 14: Available in Q&A - Appendix 1 - ARF Layout with labels
Question No. 15: Is vacuum-insulated piping required for the pump and remote fill skids? If so, this will make the skid very expensive. Our firm generally does not include VIP on these skids, but one alternative our firm has done in the past is use mechanical insulation on the skid piping/valves after skid assembly.
Please confirm if this is acceptable.
Answer No. 15: This is fine.
Question No. 16: Our firm does not normally do cold shock testing. Is this a firm requirement?
Answer No. 16: Your proposal may state a proposed alternative to ensure proper operation of the equipment.
This should be clearly stated as an exception in your Technical Proposal.
Question No. 17: Spec calls out for Compliance to EN 12300. Our firm will take exception and adhere to our firm’s standard oxygen cleaning procedures. - Please confirm
Answer No. 17: This is fine, but it should be clearly stated as an exception in your Technical Proposal.
Include a copy of the procedures you intend to use in lieu of EN 12300.
Question No. 18: In the P&ID, please help us to understand what the circled valves are for (see below)
Answer No. 18: The LAr line valve controls the flow of liquid argon from the tanker to the storage tank, regulating the transfer rate to ensure safe and efficient filling. The vapor line valve relieves pressure in the inflow line by allowing vapor from the storage tank to flow back, preventing pressure buildup and minimizing liquid flashing in the line.
All other provisions remain unchanged.
