1.0 General

1.1 WORK COVERED BY CONTRACT DOCUMENTS

1.1.1 Project Description

The work includes fuel storage and delivery system upgrades and incidental related work. Project elements of work include:

▪ Replacement of Fuel System Day Tanks (7) with attendant piping and flow controls

▪ Installation of overfill collection tanks (3)

▪ Replacement of UST tank top components including spill/overfills (3) and piping containment sumps

1.1.2 Location

The work shall be located at the Air Route Traffic Control Center located

1.1.3 General Work Conditions

1.1.3.1 Working Days

Available days of contractor work on-site are Monday through Friday weekly except for Federal

Holidays.

1.1.3.2 Working Hours

Available daily work hours are consecutive hours between the times of 06:30 CST and 18:30 CST.

1.1.3.3 Access and Security Requirements

FAA facilities are United States Government facility used in Air Traffic Control. Loss of Human Life may result from service interruption. Any person who interferes with Air Traffic Control or damages or trespasses on this property will be prosecuted under Federal law. All persons, vendors or suppliers requiring facility access shall coordinate entry with the facility Security Department 24 hours in advance.

1.1.3.3.1 Search and Inspection Compliance

All contractors, sub-contractors, vendors, suppliers or other non-FAA personnel involved with this project shall fully comply with all security requirements and instructions provided by facility Security

Department personnel. All persons (and their possessions) entering the facility are subject to search. All vehicles entering the facility are subject to search and inspection.

Anyone refusing search or inspection request will be denied entry to the facility or, if within the facility grounds, immediately escorted from the facility. Any violation of security requirements during the project execution may result in removal from the facility and denial of subsequent reentry.

1.1.3.3.2 Heightened Threat Level

Work areas, work hours and entry requirements may be altered during periods of Heightened National or local Threat Levels as determined by FAA Management.

1.2 EXISTING WORK

In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and

Improvements":

▪ Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remains.

▪ Repair or replace portions of existing work which has been altered during construction operations to match existing or adjoining work, as approved by the Resident Engineer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.

1.3 LOCATION OF UNDERGROUND FACILITIES

No excavation shall be performed until site utilities have been field located. Contractor shall locate and mark all utilities in excavation area. The Contractor shall take the necessary precautions to ensure no damage occurs to existing structures and utilities. Utilities encountered that were not previously shown or otherwise located shall not be disturbed without approval from the Resident Engineer. Verify the location and elevations of existing piping, utilities, and any type of underground or encased obstruction not indicated to be removed but indicated or discovered during scanning in locations to be traversed by piping, ducts, and other work to be conducted or installed. Notify the Resident Engineer at least 48 hours prior to starting excavation work.

Historic photographs indicate that several underground utilities traverse fuel lines that are to be removed and replaced as part of this project. Contractor must take extra care in the installation of trench and excavation supports.

1.4 ELECTRICAL OUTAGES

All work that requires an electrical power outage to any FAA building or National Airspace System (NAS) critical equipment shall be accomplished between the hours of midnight and 4:00 AM when air traffic operations are reduced. Electrical service must be fully restored to all affected facilities no later than 4:00 AM. All requests for power outages shall be forwarded

3 3/25/2009 to Resident Engineer no later than 5 days prior to requested outage period. No work anticipated under this project requires a scheduled NAS critical equipment outage.

1.5 HEALTH AND SAFETY PLAN

The contractor shall submit a Site Health and Safety Plan (SD-01) within 15 calendar days of the notice to proceed. The plan shall be prepared in accordance with Section 01330 – SUBMITTAL PROCEDURES and conform to the guidelines established in EM 385-1-1 – U.S. Army Corps of Engineers Safety and

Health Requirements Manual. At a minimum, the plan shall include the following information:

▪ Safety personnel organization and administration

▪ Assessment of hazards at the site

▪ Personal protective equipment required

▪ Training requirements

▪ Emergency response plan

1.3 SUBMITTALS

A standard transmittal form shall be used to transmit each submittal.

Submittal Description (SD): Drawings, diagrams, layouts, schematics, descriptive literature, illustrations, schedules, performance and test data, and similar materials to be furnished by the Contractor explaining in detail specific portions of the work required by the contract.

The following items, SD-01 through SD-11, are descriptions of data to be submitted for the project. The requirements to actually furnish the applicable items will be called out in each Section.

▪ SD-01 Preconstruction Submittals

− Submittals which are required prior to a notice to proceed on a new contract.

− Submittals required prior to the start of the next major phase of the construction on a multi-phase contract.

− Schedules or tabular list of data or tabular list including location, features, or other pertinent information regarding products, materials, equipment, or components to be used in the work, submitted prior to contract notice to proceed or next major phase of construction.

▪ SD-02 Shop Drawings: Submittals which graphically show relationship of various components of the work, schematic diagrams of systems, detail of fabrications, layout of particular elements, connections, and other relational aspects of the work.

▪ SD-05 Test Reports: Written reports by a general contractor or his subcontractors including daily logs reporting on the progress of daily activities or attesting that the work has been installed in accordance with the contract plans and specifications.

▪ SD-06 Manufacturer's Instructions: Preprinted material describing installation of a product, system, or material, including special notices and material safety data sheets, if any concerning impedances, hazards, and safety precautions.

▪ SD-09 Field Reports: A written report which includes the findings of a test made at the job site, in the vicinity of the job site, or on a sample taken from the job site, on a portion of the work, during or

▪ SD-10 Operation and Maintenance Data: Data intended to be incorporated in an operations and maintenance manual.

▪ SD-11 Closeout Submittals: Special requirements necessary to properly close out a construction contract. For example, as-built drawings, manufacturer's help and product lines necessary to maintain and install equipment. Also, submittal requirements necessary to properly close out a major phase of construction on a multi-phase contract.

1.4 PREPARATION

1.4.1 Marking

Permanent marking shall be provided on each submittal to identify it by transmittal date; Contractor's, Subcontractor's, and supplier's name, address(es) and telephone number(s); submittal name; specification or drawing reference; and similar information to distinguish it from other submittals.

1.4.2 Drawing Format

Drawing submittals shall be prepared on reproducible sheets, not less than 11 by 17 inches or larger than

30 by 42 inches in size, except for full size patterns or templates. Drawings shall be prepared to accurate size, with scale indicated, unless other form is required. Drawings shall have dark lines on a white background.

Copies of each drawing shall have the following information clearly marked thereon:

▪ Job name, which shall be the general title of the contract drawings.

▪ Date of the drawings and revisions.

▪ Name of Contractor.

▪ Name of the item, material, or equipment detailed thereon.

▪ Number of the revision (e.g., first revision, etc.) in a uniform location adjacent to the title block.

Drawings shall be numbered in logical sequence. Contractor may use his own number system. Each drawing shall bear the number of the submittal in a uniform location adjacent to the title block.

1.4.3 Data Format

Required data submittals for each specific material, product, unit of work, or system shall be collected into a single submittal and marked for choices, options, and portions applicable to the submittal. Marking of each copy of product data submitted shall be identical. Partial submittals will be accepted for expedition of construction effort.

1.4.4 Samples

Samples shall be physically identical with the proposed material or product to be incorporated in the work, fully fabricated and finished in the specified manner, and full scale.

1.5 SUBMISSION REQUIREMENTS

1.5.1 Schedules

Within 30 days of notice to proceed, the Contractor shall provide, for approval by the Resident Engineer, the following schedule of submittals:

▪ A schedule of shop drawings and technical submittals required by the specifications and drawings.

Schedule shall indicate the specification or drawing reference requiring the submittal; the material, item, or process for which the submittal is required; the "SD" number and identifying title of the submittal; the Contractor's anticipated submission date and the approval need date.

▪ A separate schedule of other submittals required under the contract but not listed in the specifications or drawings. Schedule will indicate the contract requirement reference; the type or title of the submittal; the Contractor's anticipated submission date and the approved need date (if approval is required).

▪ Submittals called for by the contract documents will be listed on one of the above schedules. If a submittal is called for but does not pertain to the contract work, the Contractor shall include it in the applicable schedule and annotate it "N/A" with a brief explanation.

▪ Copies of both schedules shall be re-submitted monthly annotated by the Contractor with actual submission and approval dates. When all items on a schedule have been fully approved, no further re-submittal of the schedule is required.

1.5.2 Drawings Submittals

Three paper copies of each drawing shall be submitted. Two prints, marked with review notations by the

Resident Engineer, will be returned to the Contractor.

1.5.3 Data Submittals

Two complete sets of indexed and bound product data shall be submitted. One set, marked with review notations by the Resident Engineer, will be returned to the Contractor.

1.5.4 Samples

Two sets of samples shall be submitted. A copy of the transmittal form, marked with review notations including selections by the Resident Engineer, will be returned to the Contractor.

1.6 GOVERNMENT'S REVIEW

1.6.1 Review Notations

Resident Engineer will review submittals and provide pertinent notation within 15 calendar days after date of submission. Submittals will be returned to the Contractor with the following notations:

▪ Submittals marked "approved" authorize the Contractor to proceed with the work covered.

▪ Submittals marked "approved as noted" authorizing the Contractor to proceed with the work covered provided he takes no exception to the corrections. Notes shall be incorporated prior to submission of the final submittal.

▪ Submittals marked "return for correction" require the Contractor to make the necessary corrections and revisions and to re-submit them for approval in the same routine as before, prior to proceeding with any of the work depicted by the submittal.

▪ Submittals marked "not approved" or "disapproved" indicate noncompliance with the contract requirements and shall be re-submitted with appropriate changes. No item requiring a submittal shall be accomplished until the submittals are approved or approved as noted.

Contractor shall make corrections required by the Resident Engineer. If the Contractor considers any correction or notation on the returned submittals to constitute a change to the contract drawings or specifications; notice shall be given to the Resident Engineer. Failure to point out deviations may result in the Government requiring rejection and removal of such work at the Contractor's expense.

If changes are necessary to approved submittals, the Contractor shall make such revisions and submission of the submittals in accordance with the procedures above. No item of work requiring a submittal change shall be accomplished until the changed submittals are approved.

1.6.2 Sample Approval

Contractor shall furnish samples required by the specifications or by the Resident Engineer. Shipping charges shall be paid by the Contractor. Materials or equipment requiring sample approval shall not be delivered to the site or used in the work until approved in writing by the Resident Engineer. At minimum, Contractor shall prepare and provide a sample of all fuel oil piping, piping connections/connectors, and pipe mounting brackets for approval.

Each sample shall have a label indicating:

▪ Name of project

▪ Name of Contractor

▪ Material or equipment

▪ Place of origin

▪ Name of producer and brand

▪ Specification section to which samples applies

▪ Samples of furnished material shall have additional markings that will identify them under the finished schedules.

Contractor shall submit to the Resident Engineer two samples of materials where samples are requested.

Contractor shall transmit with each sample a letter, original and two copies, containing the above information.

Approval of a sample shall be only for the characteristics or use named in such approval and shall not be construed to change or modify any contract requirements. Before submitting samples, the Contractor shall assure that the materials or equipment will be available in quantities required in the project. No change or substitution will be permitted after a sample has been approved. Materials and equipment incorporated in the work shall match the approved samples.

Samples of various materials or equipment delivered on the site or in place may be taken by the Resident

Engineer for testing. Samples failing to meet contract requirements will automatically void previous approvals. Contractor shall replace such materials or equipment to meet contract requirements.

Approval of the Contractor's samples by the Resident Engineer shall not relieve the Contractor of his responsibilities under the contract.

1.7 PROGRESS SCHEDULE

1.7.1 Bar Chart

Contractor shall:

▪ Submit the progress chart, for approval by the Resident Engineer, at the Preconstruction Conference in one electronic copy and 4 paper copies.

▪ Prepare the progress chart in the form of a bar chart utilizing format acceptable to the Resident

Engineer.

▪ Include no less than the following information on the progress chart:

− Break out by major headings for primary work activity.

− A line item, break out under each major heading sufficient to track the progress of the work.

− A line item showing contract finalization task which includes punch list, clean-up and demolition, and final construction drawings.

▪ Update the progress schedule in one electronic copy and 4 paper copies every 30 days throughout the contract performance period.

1.8 STATUS REPORT ON MATERIALS ORDERS

Within 15 days after notice to proceed, the Contractor shall submit, for approval by the Resident

Engineer, an initial status report on materials orders. This report will be updated and re-submitted every

30 days as the status on material orders changes.

Report shall list, in chronological order by need date, materials orders necessary for completion of the contract. The following information will be required for each material order listed:

1. Material name and supplier.

2. Delivery date needed to allow directly and indirectly related work to be completed within the contract performance period.

3. Current delivery date agreed on by supplier.

4. When item #3 exceeds item #2, the effect that delayed delivery date will have on contract completion date.

5. When item #3 exceeds item #2, a summary of efforts made by the Contractor to expedite the delayed delivery date to bring it in line with the needed delivery date, including efforts made to place the order (or subcontract) with other suppliers.

1.2 DEFINITIONS

1.2.1 Environmental Pollution and Damage

Environmental pollution and damage is the presence of chemical, physical, or biological elements or agents which adversely affect human health or welfare; unfavorably alter ecological balances of importance to human life; affect other species of importance to humankind; or degrade the environment aesthetically, culturally and/or historically.

1.2.2 Environmental Protection

Environmental protection is the prevention/control of pollution and habitat disruption that may occur to the environment during construction. The control of environmental pollution and damage requires consideration of land, water, and air; biological and cultural resources; and includes management of visual aesthetics; noise; solid, chemical, gaseous, and liquid waste; radiant energy and radioactive material as well as other pollutants.

1.2.3 Contractor Generated Hazardous Waste

Contractor generated hazardous waste means materials that, if abandoned or disposed of, may meet the definition of a hazardous waste. These waste streams would typically consist of material brought on site by the Contractor to execute work, but are not fully consumed during the course of construction.

Examples include, but are not limited to, excess paint thinners (i.e. methyl ethyl ketone, toluene etc.), 11 3/25/2009 waste thinners, excess paints, excess solvents, waste solvents, and excess pesticides, and contaminated pesticide equipment rinse water.

1.2.4 Land Application for Discharge Water

The term "Land Application" for discharge water implies that the Contractor shall discharge water at a rate which allows the water to percolate into the soil. No sheeting action, soil erosion, discharge into storm sewers, discharge into defined drainage areas, or discharge into the "waters of the United States" shall occur. Land Application shall be in compliance with all applicable Federal, State, and local laws and regulations.

1.2.5 Surface Discharge

The term "Surface Discharge" implies that the water is discharged with possible sheeting action and subsequent soil erosion may occur. Waters that are surface discharged may terminate in drainage ditches, storm sewers, creeks, and/or "waters of the United States" and would require a permit to discharge water from the governing agency.

1.2.6 Waters of the United States

All waters which are under the jurisdiction of the Clean Water Act, as defined in 33 CFR 328.

1.3 SUBCONTRACTORS

The Contractor shall ensure compliance with this section by subcontractors.

1.4 FEES

The Contractor shall be responsible for payment of fees associated with environmental permits, application, and/or notices.

1.5 COMPLIANCE

No requirement in this Section shall be construed as relieving the Contractor of any requirements under applicable Federal, State, and local environmental protection laws and regulations. During construction, the Contractor shall be responsible for identifying, implementing, and submitting for approval any additional requirements identified as arising from Environmental Protection.

1.6 DISPLAY

Copies of all environmental permits, permit application packages, approvals to construct, notifications, certifications, reports, and termination documents shall be maintained at the project site during all construction activities. Post in visible location all appropriate inspection results.

1.7 PROTECTION FEATURES

This paragraph supplements the Contract Clause PROTECTION OF EXISTING VEGETATION, STRUCTURES, EQUIPMENT, UTILITIES, and IMPROVEMENTS.

Prior to start of any onsite construction activities, the Contractor and the Resident Engineer shall make a joint condition survey. Immediately following the survey, the Contractor shall prepare a brief report

12 3/25/2009 including a plan describing the features requiring protection under the provisions of this project, along with the condition of trees, shrubs and grassed areas immediately adjacent to the site of work and adjacent to the Contractor's assigned storage area and access route(s), as applicable. This survey report shall be signed by both the Contractor and the Resident Engineer upon mutual agreement as to its accuracy and completeness. The Contractor shall protect those environmental features included in the survey report and any indicated on the drawings, regardless of interference which their preservation may cause to the

Contractor's work under the contract.

1.8 ENVIRONMENTAL ASSESSMENT OF CONTRACT DEVIATIONS

Any deviations, requested by the Contractor, from the drawings, plans and specifications which may have an environmental impact will be subject to approval by the Resident Engineer and may require an extended review, processing, and approval time. The Resident Engineer reserves the right to disapprove alternate methods, even if they are more cost effective, if the Resident Engineer determines that the proposed alternate method will have an adverse environmental impact.

1.9 NOTIFICATION

The Resident Engineer will notify the Contractor in writing of any observed noncompliance with Federal, State or local environmental laws or regulations, permits, and other elements of the Contractor's

Environmental Protection Plan. The Contractor shall, after receipt of such notice, inform the Resident

Engineer of the proposed corrective action and take such action when approved by the Resident Engineer.

The Resident Engineer may issue an order stopping all or part of the work until satisfactory corrective action has been taken.

3.1 GENERAL REQUIREMENTS

The Contractor shall minimize environmental pollution and damage that may occur as the result of construction operations. The environmental resources within the project boundaries and those affected outside the limits of permanent work shall be protected during the entire duration of this contract. The

Contractor shall comply with all applicable environmental Federal, State, and local laws and regulations.

The Contractor shall be responsible for any delays resulting from failure to comply with environmental laws and regulations.

3.2.1 ENVIRONMENTAL PERMITS AND COMMITMENTS

The Contractor shall be responsible for obtaining all environmental permits and commitments required by

Federal, State, Regional, and local environmental laws and regulations. The Contractor shall furnish fully executed copies of all permits to the Government. The Contractor shall comply with all provisions of the environmental permits.

3.3 LAND RESOURCES

The Contractor shall confine all activities to areas defined by the drawings and specifications. Prior to the beginning of any construction, the Contractor shall identify any land resources to be preserved within the work area. Except in areas indicated on the drawings or specified to be cleared, the Contractor shall not remove, cut, deface, injure, or destroy land resources including trees, shrubs, vines, grasses, topsoil, and land forms without approval. No ropes, cables, or guys shall be fastened to or attached to any trees for anchorage unless specifically authorized. The Contractor shall provide effective protection for land and vegetation resources at all times as defined in the following subparagraphs. Stone, soil, or other materials displaced into un-cleared areas shall be removed by the Contractor.

3.3.1 Work Area Limits

Prior to commencing construction activities, the Contractor shall mark the areas that need not be disturbed under this contract. Isolated areas within the general work area which are not to be disturbed shall be marked or fenced. Monuments and markers shall be protected before construction operations commence.

The Contractor's personnel shall be knowledgeable of the purpose for marking and/or protecting particular objects. Orange construction fencing shall be erected in areas of excavation, material storage, or in other areas considered a fall or trip hazard.

3.3.2 Landscape

Trees, shrubs, vines, grasses, land forms and other landscape features indicated and defined on the drawings to be preserved shall be clearly identified by marking, fencing, or wrapping with boards, or any other approved techniques. The Contractor shall restore landscape features damaged or destroyed during construction operations outside the limits of the approved work area.

3.3.3 Erosion and Sediment Controls

The Contractor shall be responsible for providing erosion and sediment control measures in accordance with Federal, State, and local laws and regulations. The erosion and sediment controls selected and maintained by the Contractor shall be such that water quality standards are not violated as a result of the

Contractor's construction activities. The area of bare soil exposed at any one time by construction operations should be kept to a minimum. The Contractor shall construct or install temporary and permanent erosion and sediment control features using best management practices (BMPs). BMPs may include, but not be limited to, vegetation cover, stream bank stabilization, slope stabilization, silt fences, construction of terraces, interceptor channels, sediment traps, inlet and outfall protection, diversion channels, and sedimentation basins. Any temporary measures shall be removed after the area has been stabilized.

3.3.4 Contractor Facilities and Work Areas

The Contractor's field offices, staging areas, stockpile storage, and temporary containers shall be placed in areas designated on the drawings or as directed by the Resident Engineer. Temporary movement or relocation of Contractor facilities shall be made only when approved.

3.4 WATER RESOURCES

The Contractor shall monitor construction activities to prevent pollution of surface and ground waters.

Toxic or hazardous chemicals shall not be applied to soil or vegetation unless otherwise indicated. All water areas affected by construction activities shall be monitored by the Contractor. For construction activities immediately adjacent to impaired surface waters, the Contractor shall be capable of quantifying

14 3/25/2009 sediment or pollutant loading to that surface water when required by State or Federal issued Clean Water

Act permits.

3.5 AIR RESOURCES

Equipment operation, activities, or processes performed by the Contractor shall be in accordance with all

Federal and State air emission and performance laws and standards.

3.5.1 Particulates

Dust particles; aerosols and gaseous by-products from construction activities; and processing and preparation of materials, such as from asphalt batch plants; shall be controlled at all times, including weekends, holidays and hours when work is not in progress. The Contractor shall maintain excavations, stockpiles, haul roads, permanent and temporary access roads, plant sites, spoil areas, borrow areas, and other work areas within the project boundaries free from particulates which would cause the Federal, State, and local air pollution standards to be exceeded or which would cause a hazard or a nuisance. The

Contractor must have sufficient, competent equipment available to accomplish these tasks. Particulate control shall be performed as the work proceeds and whenever a particulate nuisance or hazard occurs.

The Contractor shall comply with all State and local visibility regulations.

3.5.2 Sound Intrusions

The Contractor shall keep construction activities under surveillance and control to minimize environment damage by noise.

3.6 CHEMICAL MATERIALS MANAGEMENT AND WASTE DISPOSAL

Disposal of wastes shall be as directed below, unless otherwise specified in other sections and/or shown on the drawings.

3.6.1 Solid Wastes

Solid wastes (excluding clearing debris) shall be placed in containers which are emptied by the contractor on a regular schedule. Handling, storage, and disposal shall be conducted to prevent contamination.

Segregation measures shall be employed so that no hazardous or toxic waste will become co-mingled with solid waste. The Contractor shall transport solid waste off Government property and dispose of it in compliance with Federal, State, and local requirements for solid waste disposal. The Contractor shall comply with Federal, State, and local laws and regulations pertaining to the use of landfill areas.

3.6.2 Chemicals and Chemical Wastes

Chemicals shall be dispensed ensuring no spillage to the ground or water. Periodic inspections of dispensing areas to identify leakage and initiate corrective action shall be performed. Chemical waste shall be collected in corrosion resistant, compatible containers. Wastes shall be classified, managed, stored, and disposed of by the contractor in accordance with Federal, State, and local laws and regulations.

3.6.3 Contractor Generated Hazardous Wastes/Excess Hazardous Materials

Hazardous wastes are defined in 40 CFR 261, or are as defined by applicable State and local regulations.

Hazardous materials are defined in 49 CFR 171 - 178. The Contractor shall, at a minimum, manage and

15 3/25/2009 store hazardous waste in compliance with 40 CFR 262 and shall manage and store hazardous waste in accordance with the Installation Hazardous Waste Management Plan. The Contractor shall take sufficient measures to prevent spillage of hazardous and toxic materials during dispensing. The Contractor shall segregate hazardous waste from other materials and wastes, shall protect it from the weather by placing it in a safe covered location, and shall take precautionary measures such as berming or other appropriate measures against accidental spillage.

The Contractor shall dispose of contractor generated hazardous waste in compliance with Federal, State and local laws and regulations. Spills of hazardous or toxic materials shall be immediately reported to the

Resident Engineer and the Facility Environmental Office. The Contractor shall coordinate the disposition of hazardous waste with the Facility's Hazardous Waste Manager and the Resident Engineer.

3.6.4 Fuel and Lubricants

Storage, fueling and lubrication of equipment and motor vehicles shall be conducted in a manner that affords the maximum protection against spill and evaporation. Fuel, lubricants and oil shall be managed and stored in accordance with all Federal, State, Regional, and local laws and regulations.

3.6.5 Release and Remediation

Any release of fuel, lubricants, oil, hazard substances, toxic substances or any other regulated material or substance caused by the contractor or sub-contractor during the accomplishment of this project, shall be immediately controlled and countermeasures taken to mitigate the release to the maximum extent required by law. All remediation activities required by local, county, state and federal authorities having jurisdiction must be performed by the contractor at no additional cost to the FAA. Countermeasures, remediation, and monitoring shall continue until letters of “No Further Action Required” are received from all authorities having jurisdiction.

3.6.6 Spill Kits

Contractor shall provide on site and ready for immediate use, hydrophobic and oil-absorbent spill kits rated by manufacturer/supplier as sufficient to provide spill containment and countermeasures for any liquid spill of up to 80-gallons of free product. Kits shall be maintained at full capacity during the entire course of the work. Any materials utilized during the accomplishment of the project shall be immediately replaced with like kind and quantities. Contractor shall be responsible for disposing of all waste generated from use of the spill kits at no additional cost to the FAA.

3.6.7 Wastewater

Disposal of wastewater shall be as specified below.

▪ Wastewater from construction activities, such as onsite material processing, concrete curing, foundation and concrete cleanup, water used in concrete trucks, forms, etc. shall not be allowed to enter water ways or to be discharged prior to removal of solid pollutants. The Contractor shall land apply wastewater on the project site. Land application shall be in accordance with all Federal, State, Regional, and/or Local laws and regulations for pumping and land applying ground water

▪ For discharge of clean ground water, the Contractor shall land apply on the project site. Land application shall be in accordance with all Federal, State, Regional, and/or Local laws and regulations for pumping and land applying ground water.

3.7 RECYCLING AND WASTE MINIMIZATION

The Contractor shall participate in State and local government sponsored recycling programs. All metal waste shall be recycled. The Contractor is further encouraged to minimize solid waste generation throughout the duration of the project.

3.8 NON-HAZARDOUS SOLID WASTE DIVERSION REPORT

The Contractor shall maintain an inventory of non-hazardous solid waste diversion and disposal of construction and demolition debris.

3.9 HISTORICAL, ARCHAEOLOGICAL, AND CULTURAL RESOURCES

If during excavation or other construction activities any previously unidentified or unanticipated historical, archaeological, and cultural resources are discovered or found, all activities that may damage or alter such resources shall be temporarily…
