SIR 6973GH-21-R-00088, Phase I Questions and Answers
Question 1: L.3.6.4: “Proposals must contain comprehensive, concise, and factual information.
Submittals must provide documentation to substantiate any statement of fact”….. Does providing additional submittal documentation apply to Phase I Vol II relevant corporate experience J25, or is this for Phase II? Reason we ask is that the relevant corporate experience doc of J25 is already formatted for contract info, etc and we don’t think you intended for us to add designs/schedules/etc…for this section.
Please verify.
Answer 1: Additional documentation applies to Phase II.
Question 2: L.8.1 page limits are identified for the design and installation Engineering Proposals, these are further stated as being maximums in L.9.2 and in M.3.3. However, the information that is asked to be submitted within section J27 does not lend itself to the specified page limits, especially within the areas of the Reports and Project Costs. Will consideration be given to increasing the specified page limits? If not, are we to edit and redact down the requested information to fit within the page limits listed? If the latter, it must be understood that what is issued may be an incomplete representation and any resultant gaps should not be judged negatively in the submittal’s evaluations. For example: An arch flash study could be up to 100 pages itself, especially for the larger jobs. Some dwgs are over 40pages. How would you like us to proceed?
Answer 2: This is a Phase II question and will not be answered, in accordance with Section L.2.2.
Question 3: J27 addresses more than one project for submittal within the various category sections (ie:
Two (2) Category 2 FST, Two (2) or more Category 3 EG, etc), are the page limits in L.8.1 for the category as a whole or for the individual category submissions?
Answer 3: This is a Phase II question and will not be answered, in accordance with Section L.2.2.
Question 4: L.10.2 specifies deliverable deadlines. For the hard copy that is required, does that need to be received at the FAA Aeronautical Center in Oklahoma City by the same deadline or does the hard copy need to be postmarked by the deliverable deadline? As is noted in L.10.3 postal delays due to COVID-19 are a factor, and shipping has been extremely unpredictable due to the virus and severe weather. If hard copies have to be received by the deadline than the date is effectively pushed up many days.
Answer 4: This is a Phase II question and will not be answered, in accordance with Section L.2.2.
Question 5: Phase II submissions- is the only place where you want us to describe pricing / or values in the provided price sheet or do you also want us to state the values of the projects that we are describing in our writeups?
Answer 5: This is a Phase II question and will not be answered, in accordance with Section L.2.2.
Question 6: Do the answers to the previous RFQ solicitation questions, that was cancelled last week, still remain in effect?
Answer 6: No, 6973GH-21-R-00088 is a new solicitation.
Question 7: In addition to relevant corporate experience, can we include key personnel resume experience as well?
Answer 7: No
Question 8: Does commercial experience have the same weight as government experience?
Answer 8: Yes
Question 9: Does a vendor who previously submitted a Phase I proposal prior to the due date of 2/16 have to resubmit it again by 3/10?
Answer 9: Yes
Question 10: Are US Government projects/contracts that take place in overseas (OCONUS) acceptable for submission on the Form J.25?
Answer 10: Yes
Question 11: In the original (now cancelled) solicitation questions and answers it was stated that the only item that was to be filled for Section I was AMS Clause 3.10.2-1, as applicable. Does the same apply here?
Answer 11: Offerors are required to fill in all required and applicable clauses.
Question 12: Is there a preference or requirement for SDVOSB in this solicitation?
Answer 12: All small businesses regardless of the minority status will be treated as a small business.
Question 13: In L.4.1, it is stated that only two PDF files (one each, for volumes 1 and 2) are to be evaluated. In L.1.2, it appears that you require Joint Venture information included along with the Phase 1 submittal. Can you clarify if you want that information included, and if so, where you would like it within the two volumes, as it appears that per J.25, Volume 2 is to be an independent PDF with no other attachments?
Answer 13: The Joint Venture documentation as described in L.1.2 is required for Phase II.
Question 14: The solicitation indicates that NAICS Code: 238210 - Electrical Contractors and Other Wiring Installation Contractors, will be utilized to determine small business eligibility with an annual average receipt size no greater than $16.5M. Will the US Government consider changing this to NAICS 237130 - Power and Communication Line and Related Structures Construction, which more accurately describes the work contemplated under this contract which includes design and installation of power generation units, fuel tanks, etc.?
Answer 14: NAICS Code 238210 represent the predominant portion of the overall requirement. As such, the NAICS code will not change.
Question 15: Solicitation, Section L, Page 87 - L.3.6.1 A cover sheet must be provided, clearly identifying each volume number, volume title, copy number, the solicitation number, and the Offeror's name. A footer identifying the volume number, page number, and total number of pages and “Source Selection Sensitive” must be placed on the bottom of each page of the SF-33, Section I and Section K.
Attachment J, Relevant Corporate Experience – “This J Submission must be independent PDF with no other attachments.” Question: Will the Government clarify if the Cover Sheet and Attachment J.25 should be submitted as two separate PDF files?
Answer 15: The cover sheet and Attachment J.25 must be one pdf file, in accordance with L.4.1.
Question 16: The selection boxes for marking Project A, B, or C are not functioning properly. When a selection is made for a project, it is duplicated for all projects within the form and does not allow the Offeror to mark the appropriate box for the project. Will the Government please advise?

Question 17: Attachment J.25, Block 8, “Please check the appropriate box(es).”

Question 18: Attachment J.25, Block 6 Period of Performance and Block 8 Start and Completion Dates.
Question: If the project installation start/completion dates are different from the PoP dates in Block 6, should offerors complete Block 8 Start/Completion Dates with the project installation date and provide an explanation in the project description?
Answer 18: Yes
Question 19: There seems to be an issue with the new J.25 form. When I click on A (in the EG form) to indicate that the EG is associated with the contract identified in block 3a, it allows me to do it without issue. However, when I go down and click B (in the UPS form) to indicate that the UPS is associated with the contract identified in block 3b, it allows me to do it but it automatically clicks the B button in the EG form.

Question 20: The RFP states that the NAICS code for this procurement is 238210, with a size standard of $16.5 million (annual average receipts). Given the cost magnitude of this contract, if maximized, this could push a small business out of the $16.5 million threshold and therefore, out of the small business program. We strongly feel that the scopes of work required under this contract such as, electrical line distribution, aligns better with NAICS 237130. Would the government considering changing the NAICS code for this procurement to NAICS 237130 - Power and Communication Line and Related Structures Construction?
Answer 20: NAICS Code 238210 represent the predominant portion of the overall requirement. As such, the NAICS code will not change.
Question 21: Can you please clarify what dollar value of this contract will go to small business concerns?
Answer 21: A dollar value is not set aside for the small business concerns. In accordance with M.4, at least 70 percent of the base contracts awarded will be to small business based on technical, past performance risk and price. In accordance with M.9, all category 1 requirements will be set aside for small businesses.
Question 22: L.4.1 states: Phase I Proposals must be sent electronically to Stefanie Wiles at stefanie.wiles@faa.gov. Volume I and Volume II must be separate PDF files. Only those two PDF files will be evaluated. Should the offeror include cover pages on both pdf files with table of contents?
Answer 22: A cover page in accordance with L.3.6.1 must be on both Volume I and II submissions. Table of contents is not a requirement for Phase I.
Question 23: The J.25 form is a fillable PDF file.
a. Does this document stand alone in its entirety or should the offeror exclude the first page which is an explanation and direction page?
b. In addition should this document have a cover page/table of contents?
c. Finally does the preprinted fillable document need to have additional info in the footer?
Answer 23: a. Submit entire J.25 attachment in its entirety.
b. In accordance with L.3.6.1, a cover sheet must be provided. Table of contents is not a requirement for Phase I.

Question 24: L.6.1 indicates Phase I, Volume II Relevant Corporate Experience must be submitted WITHOUT any reference to pricing information. Does this include the contract amount ask for on page 3 item #5?
Answer 24: In accordance with J.25 attachment, fourth bullet, Estimated Value on this form refers to the example contracts submitted for Relevant Corporate Experience and should make no reference to cost associated with this SIR proposal.
Question 25: I came across a post re: the amendment of the 6973GH-20-R-00044 solicitation. It would appear that this amendment effectively cancels the response submitted to you on February 16th in its entirety and a subsequent RFP was issued? Can you confirm my interpretation and applicability of this to those that have already responded to the phase 1?
Answer 25: 6973GH-21-R-00088 is a new solicitation. All Offerors who are interested in SIR 6973GH- 21-R-00088 must submit in accordance with Section L.
