Purpose:
To establish a standard policy and operating procedure for the management and accountability of Cooperative Threat Reduction (CTR) Program-funded equipment/property/material procurements classified as U.S. Government (USG) property, to include the transfer of Technical Assistance (TA) ownership to CTR cooperative partner nations throughout all programs and contracts of the Defense Threat Reduction Agency (DTRA) CTR Program.
Applicability and Scope:
This SOP applies to all international cooperative projects, contracts, or task orders that fall under the CTR Program where equipment/property/material procurements classified as USG property are procured with CTR-program dollars and provided to CTR cooperative partners as technical assistance. Specifically, this SOP applies to all CTR-funded program areas, including: Program Integration; Strategic Offensive Arms Elimination (SOAE) Program; Global Nuclear Security (GNS) Program; Cooperative Biological Engagement Program (CBEP), Chemical Weapons

Elimination Program (CWEP); and the Weapons of Mass Destruction Proliferation Prevention Program (WMDPPP).
This SOP also applies to efforts conducted by other Department of Defense (DoD) or U.S.
Government agencies or departments that are funded with CTR appropriation dollars through Military Interdepartmental Purchase Requests (MIPR), Inter-Agency Cost Reimbursement Orders (IACRO), the Defense Threat Reduction Office(s) (DTRO)/Regional Cooperative Engagement Office(s) (RCEO), or other means.
Policy:
Reference (a) defines Government Property as, “all property owned or leased by the Government. Government property includes both Government-furnished and Contractor-acquired property (CAP).” In accordance with (IAW) references (a) - (f), all designated CTR Government Furnished Property/Equipment/Material (GFP/GFE/GFM), must be accounted for throughout the lifecycle of that property within an Accountable Property System of Record (APSR). DTRA uses the Defense Property Accountability System (DPAS) as its USG APSR.
To meet its unique program requirements to account for technical assistance procured with CTR funds and subsequently transferred to CTR cooperative partners, J3CT will use the CTR Metrics Analysis Program (MAP) tool to track CTR-provided equipment transfers and locations. The data entered into MAP is used for property records needed to execute Audits & Examinations (A&E) of technical assistance.
Reference (d) further states that “Accountable property records shall also be established when management has determined that, notwithstanding its acquisition cost, an item must be controlled and managed to protect against unauthorized use, disclosure, or loss; or when otherwise required by law, policy, regulation, or agency direction.” Reference (f) specifies certain criteria for property accountability, recordable in DPAS. Recordkeeping is an important part of not only property accountability, but also for the export compliance program.
Reference (a) and FAR Part 52 stipulate that contractors are to maintain accountability “from the initial acquisition and receipt of property, through the stewardship, custody, and use, until formally relieved of responsibility by authorized means, including delivery, consumption, expending, sale (as surplus property), or other disposition.” In an effort to prevent the proliferation of chemical, biological and nuclear weapons, the CTR assistance provided, to include CTR-funded equipment/property/material procurements classified as U.S. Government (USG) property, is permanently transferred to foreign cooperative partners (executive or implementing agents) in CTR-partner countries via unique transfer of property (TOP) documents and procedures. J3CTI developed program- and country-specific transfer documents and processes incorporating references (a), (b), and the DTRA APSR and MAP systems. All CTR programs, their contractors, and other U.S. Government agencies or departments performing work through MIPRs, IACROs, or other mechanisms shall adhere to the procedures set forth in this CTR Property Management SOP, including the use of the transfer documents and processes, for the proper management of USG property. While this process is designed to address USG property concerns and final disposition in USG records, many implementing/executive agents in CTR partner countries do not, or will not, recognize ownership of the transferred property
UNCLASSIFIED
UNCLASSIFIED Page 2 of 42 without further documentation mandated by their own country laws and regulations (see Attachment 13). Each program area, to include the DTROs and RCEOs, should establish additional, supplemental processes to satisfy host-country and project-specific requirements if required, and keep the DTRA Contracting Officer (KO) and J3CTI informed of any additional requirements beyond what is found in this SOP. J3CTI encourages all program teams to initiate property management, transfer of ownership, and contractor requirements, responsibilities and expectations discussions during Initial Strategy Sessions (ISS) and throughout the project lifecycle to avoid delays during project closeout or when ratifying transfer of property ownership documentation.
Implementation:
1. The CT Director shall:
1.1. Enforce compliance with this SOP throughout J3CT.
2. The Program Managers shall:
2.1. Ensure Project Officers and Country Managers adhere to the property management procedures of this SOP and comply with references (a) - (h).
2.2. Working through J4COC, ensure that CTR contractors adhere to the property management procedures of this SOP and comply with references (a) - (h).
2.3. Develop additional property transfer guidelines specific to each country/executive agent for use by Project Officers and Country Managers in their respective Area of Responsibility, as required.
3. The Project Managers or Contracting Officer Representative (COR) shall:

3.2. Use updated transfer of property documents and procedures IAW this SOP.
3.3. Use updated Property Contract Data Requirements List (CDRL) documents IAW this
SOP.
3.4. Coordinate with the respective Defense Threat Reduction Office (DTRO) or Regional
Cooperative Engagement Office (RCEO) for awareness, specific local guidance, host government coordination, and implementation support.
3.5. Adhere to additional, agreed upon property ownership requirements of their respective partner countries, providing additional documentation, when necessary.
3.6. Work with the KO to ensure all contracts contain the applicable property CDRLs and transfer of ownership templates found in Attachment 2 of this SOP.
3.7. Work with the KO to ensure applicable contracts (see references (a) – (d)) awarded after the approval of this SOP delegate property management oversight to DCMA through an official delegation letter at the time of contract award, as needed. If DCMA is not delegated as property manager, it is the COR’s responsibility to review the contractor’s property accountability processes and policies and to accomplish a property management systems analysis, to include contractor’s property disposition procedures.

CTR PROPERTY MANAGEMENT
CTR Property Management works with several categories of USG property: Government Property (GFE/GFP/CAP), Technical Assistance, and excess property. Government property is retained by a contractor or USG custodian in accordance with regulations and contract requirements.
Technical Assistance (TA) is property designated, from acquisition or manufacture, for final transfer to a foreign cooperative partner who will receive assistance from a CTR-funded project.
Excess property is reported on the contractor’s Master Government Property List at the end of the contract’s Period of Performance (POP). Excess property requires PM or COR review, along with the KO (or DCMA, if delegated) to determine if such property has reasonable useful life and reutilization potential for use by other CTR contracts or projects, another DoD agency, or another USG Agency or Department upon contract closeout.
The diagram below outlines the CTR Property Management process. See attachments 10 - 12 for additional detailed process charts.
Note:
The Contractor shall maintain stewardship of all U.S. government property purchased during the project or used to support the project until they are relieved of stewardship per direction, received from their CTR KO or DCMA Accountable Property Officer (APO), to Transfer to a foreign entity or to another CTR/USG contract, Dispose of, Donate to a Not-For-Profit Organization, Destroy, or Abandon in place.
The Project Officer shall provide direction on when to execute final Transfer of Ownership, if necessary.
UNCLASSIFIED
UNCLASSIFIED Page 8 of 42
The CTR KO or DCMA ACO shall provide final approval on disposition of all excess USG property on contract.
UNCLASSIFIED Page 9 of 42
The requirement to properly account for USG property throughout its lifecycle is similar in both categories outlined in the above diagram. The difference lies in the method used for documenting and reporting transactions during the contract and disposition of that property when the requirement for the USG to retain it no longer exists.
PROCESS FOR GOVERNMENT PROPERTY ACCOUNTABILITY
1) In planning phases, ensure mechanisms are considered to meet congressional mandates for the CTR Program’s account for property and report expenditures associated with all equipment, property, training, and other services procured using CTR funds and subsequently transferred as TA using this SOP
2) During contract award J4COC may delegate, whenever feasible, USG property management oversight to DCMA through an official delegation letter.
a. Upon acceptance of new contracts, the DCMA’s Center of Excellence will assign an
Administrative Contract Officer (ACO) and, as needed, a Property Administrator (PA). DCMA may sub-delegate tasks to international offices based on the geographical area of contract performance.
b. DCMA policy calls for the PA to request the contractor provide, within 30 days of award, copies of their property management policies for review. Subsequently the PA typically plans and starts executing a periodic Property Management System Analysis (PMSA) within one year of assignment.
c. All CTR contracts will include the following CTR Property CDRLs (see attached templates). Requests for variation should be coordinated with DTRA J3CTII and J4A.
Master Government Property Listing – Annual Physical Inventory Master Government Property Listing – Quarterly Transfer of Property Ownership (TOP) – As they occur Quarterly Property Activity Report (QPAR) - Quarterly
3) Contractor-acquired and USG-furnished property.
a) Government Furnished Property/Equipment/Materials (GFP/GFE/GFM) and Contractor Acquired Property (CAP) are used to execute and support a contract. This equipment is placed in the contractor’s stewardship log and recorded in the contractor-maintained Quarterly and Annual MGPLs upon issuance from the USG or upon physical receipt from acquisition/manufacturer.
b) Once CAP is acquired and the USG takes title, it can then be transferred to another contract as GFP/GFE/GFM via an SF30 contract modification.
c) Contractor will enter GFP/GFE/GFM into the Item Unique Identifier (IUID) registry IAW reference (c).
4) MGPL Quarterly and Annual Inventory CDRL reports.
a) As part of the CDRL requirement, contractors shall submit MGPL reports to the COR, DTRA Property Office (J4LMM), J3CTI, the KO (J4COC), and others as identified on the MGPL CDRL.
UNCLASSIFIED
UNCLASSIFIED Page 10 of 42
b) The DTRA Property Office will designate applicable accountable property from the MGPL for inclusion in DPAS.
5) Transfer of Property (TOP)
a) J3CTI will create Transfer of Property document templates and coordinate with TRAC, OSD-Policy, and DTRA Legal Counsel for review and approval.
b) The J3CT Program contractors, DTRO/RCEO, or other DTRA USG representatives finalize transfer documents per approved templates and submit to COR/PM for approval, export proviso review, stamp (if necessary), and signature per transfer of property CDRL.
c) When necessary, J3CTI will staff newly proposed Transfer of Property templates for review and concurrence by CTR TRAC, OSD-Policy, J0GC, and DTRO/RCEO prior to authorizing for use by contractors.
d) Using the approved template appropriate to the international agreement status of the program, the contractor will submit Transfer of Property cover letters with inventory spreadsheets to the CTR Project Officer (PO), KO, and COR.
e) By signing the Transfer of Property cover letter, the USG (PO/KO/COR) accepts the equipment, as listed on the inventory attachment, on behalf of DTRA/CTR and releases same equipment to the contractor to execute the TOP transaction with the representative of the collaborative partner nation.
Note: Per DoD guidelines, it is imperative that CTR programs validate TOP inventory lists prior to releasing equipment to their contractor.
f) When transferring property, the contractor will sign the transfer documents and present to the recipient nation’s CTR-cognizant authority for countersignature. The USG will no longer hold title once the contractor finalizes the TOP process (see Attachment 11).
g) The contractor will submit signed copies of the TOP documents to the respective J3CT, J4COC and J4LMM offices listed on the TOP CDRL, in addition to providing final, signed copies to all signatories.
h) All CTR contractors are required to submit copies of TOP documents and associated equipment spreadsheets and update the Accountable Property System of Record as “disposition via TOP.”
i) Where required by established country procedures, the PO shall prepare TOO/TOS documents per predefined country formats and process documents through proper channels for approval, export proviso review, stamp as needed, and signature.
6) Quarterly Property Activity Report (QPAR) CDRL report.
a) In accordance with the QPAR CDRL requirement, the contractor shall submit a QPAR inventory summary report in Microsoft Excel format to the COR, J4LMM, J3CTI, J4COC, and others noted on the CDRL.
b) The QPAR Itemized Transfer of Property item inventory listing shall be submitted quarterly per QPAR CDRL.
c) According to the MGPL CDRL, the contractor will also be required to report further document notation.
UNCLASSIFIED
UNCLASSIFIED Page 11 of 42
7) Contract closeout.
a) The contractor is required to submit excess property disposition recommendations to
CTR and J4COC IAW the terms of the property CDRLs.
b) The PO and KO will coordinate with J3CTI to offer contract closeout excess through an
“all call” message for possible transfer to another CTR contract or other Agency.
Transfers are executed through DD Form 1149, SF30, electronic contract modification forms, when applicable and other forms required by the consignee agency.
c) The KO provides contractors written direction to reutilize, dispose, or to request final disposition instructions through DCMA Plant Clearance Automated Reutilization Screening System (PCARSS).
d) The contractor will request property disposition instructions from DCMA via PCARSS for remaining excess property.
e) The contractor submits a final MGPL with disposition (TOP, donated, abandoned-in-place, consumed, expended, etc.) of all GFP/GFE and CAP used on the project.
f) Where required, a contractor shall create and submit within 30 days of an event, a Lost, Theft, Damaged and Destroyed (LTDD) case to the KO/COR or DCMA PA, when designated, who shall investigate and determine whether or not the contractor is liable.
g) DTRA J4COC executes a contract modification via SF30, removing all property dispositioned and relieving the contractor from further liability.
8) Property and equipment depreciation is reduction in an asset’s value or utility during its useful life due to wear and tear, obsolescence, and passage of time. In their recommendation for disposition of USG property for contract closeout, contractors will calculate and submit property useful life details to the USG.
Programs should generally use the straight-line depreciation method to calculate asset value and determine its reutilization or disposition feasibility at the time transfer is required.
Programs shall adjust the depreciation method based on mission requirements. Technical Assistance delivered and transferred without delay typically will not incur depreciation.
Straight-line Depreciation calculation requires three entries:
• Purchase price of the Asset
• Estimated useful life of the Asset
• Salvage value at the end of the Asset’s useful life.
The formula for straight-line depreciation is:
Depreciation per annum = (Original Purchase Price – Salvage Value) / Useful Life

Estimated Useful Life
Types of Property
3-year property
Tractor units, computers and peripheral equipment, office machinery (faxes, copiers, calculators, etc.).
5-year property
Automobiles, taxis, buses, trucks, and property used in research and experimentation.
7-year property
Office furniture, fixtures and property not designated as belonging to another class.
10-year property
Vessels, barges, tugs, similar water transportation equipment, large equipment.
15-year property
Depreciable improvements to land such as fences, roads, and bridges.
EXAMPLE OF STRAIGHT‐LINE METHOD OF DEPRECIATION
$ 1,000,000.00Acquisition cost of the asset
Less: Residual value (scrap) $ 100,000.00
Depreciable basis $ 900,000.00
Estimated useful life in years 20
The annual depreciation expense of $45,000 is computed by dividing the
$900,000 depreciable basis by the 20‐year useful life.
Hourly charge is computed by dividing the annual depreciation expense of
$45,000 by 2,080 (standard yearly hours) to arrive at $21.63 per hour.
Multiply the hours used to complete the customer order by the hourly charge.
For example, 500 hours x $21.63 = $10,815 depreciation expense to be charged.
The original equipment value includes all costs incurred to bring the equipment to a form and location suitable for its intended use. For example, the cost may include amounts paid to vendors, shipping, taxes, set-up and associated fees
