DEFENSE THREAT REDUCTION AGENCY

THREAT REDUCTION LOGISTICS SERVICES (TRLS)

TRLS Draft Request for Proposal Questions

February 14, 2018

# Topic Reference Question / Comment DTRA Response (AL-AC)

1 Language Services Requirements

DRFP; SOO

6.5.4

As a professional language organization we know that when left to offerors who don’t specialize in interpretation/translation they will “prequalify’ language specialists in broadly different ways, especially if cost-constrained. When this happens the Government has a difficult time comparing bids, as some companies may propose ILR 4 specialists who have been tested through a credentialed and proven entity while other offeror’s may propose “in-house” testing based on their own loose corporate reading of the ILR. Not only can this create a conflict of interest, but can also leave room for inconsistency in the evaluation. We would propose that the Government include language as to the parameters of how exactly language specialists can be pre-qualified, for example through a “credentialed language testing agency” and to what level (we propose ILR 4). This will ensure DTRA gets the quality they require and can appropriately compare solutions and associated pricing between providers.

The Government revised Sample TO 001 SOW Section 3.0 to include the following language:

'The TRLS contractor will provide interpretation services reflecting a level equivalent to that of an interpreter at Interagency Language Roundtable (ILR) Level 4 for Interpreting (Advanced Professional Performance);' and 'The TRLS contractor will provide final products reflecting a level equivalent to that of a translator at Interagency Language Roundtable (ILR) Level 4 for Translation (Professional Performance).'

2 OCI Restrictions DRFP; Pg 26, 106

The Non-Government Support Personnel Clause requires the TRLS offeror and contractor to consent to disclosing their information to the A&AS contractors (Tenica and Associates and Booz Allen Hamilton) yet provides no guarantee that the offeror’s and contractor’s s confidential commercial and financial information and trade secrets will be protected against disclosure outside the government and against any use by the A&AS contractors except for the strict performance of their A&AS contracts; nor are TRLS offerors, aware if the terms of the A&AS contracts specify such restrictions and prohibit A&AS contractors, subcontractors, and affiliates of either of them from submitting offers for the TRLS solicitation as a contractor or subcontractor.

The Government will review 252.209-9002

NON-GOVERNMENT SUPPORT PERSONNEL (JAN

2008) in the Final RFP for clarification.

3 Small Business Subcontracting Plan – Minimum Commitment Goals

DRFP; Pg

Section L references a 10% minimum subcontracting goal for small business for the contract value proposed in the ID/IQ SOO.

Attachment S-1 references a 25% minimum subcontracting goal for combined SB and SDVOSB concerns. Please clarify the required minimum commitment goals for Small Business utilization and whether the goal will be calculated as a percentage of the total

The Government will review the DRFP Attachment S-1 'Small Business Subcontracting Plan' and correct any discrepancies that may exist.

contract value of the IDIQ SOO or as a percentage of the total subcontract dollars.

4 Statement of Objectives - Procurement

DRFP; SOO

Pg 4

On the existing CLS program, the incumbent contractor performs engineering and maintenance services. For example, in support of the Ebola Virus Disease (EVD) outbreak in West Africa, there was a requirement to perform engineering and maintenance support to re-locate and install a mobile laboratory in Guinea for conducting blood sample testing. Services included the installation of the labs, pouring concrete slabs and improving the operational capacity of the structure. In addition, the scope objectives on the current CLS program include the capability for the contractor to coordinate security support for shipments (e.g. from the port to end-destination) and travelers (such as armored vehicles) as required.

We recommend that the SOO is modified to include general requirements for incidental maintenance and engineering services and contractor-coordinated security support (as required).

These type of services fall under the scope of the ID/IQ SOO Section 6.3.1.

5 Enterprise Management Systems (EMS)

DRFP; SOO

Pg 5-6

As stated in Attachment L-5, offerors have the option to either use the current EMS or provide a new EMS solution. Please clarify in the final RFP whether the current EMS is compliant with all the SOO objectives listed in Paragraph 6.7.

In the Final RFP, the Government requires Offerors to propose their own unique and innovative solution to the Enterprise Management System (EMS) software based on the requirements listed in Section 6.7 of the TRLS contract Section J, Attachment 001— Statement of Objectives. The Government has revised SOO 6.7 'Enterprise Management System (EMS)' and 'Assumptions for Logistics Services Level of Effort' Attachment L-5 to be released in the Final RFP.

6 Section L and M (Mission Capability)

DRFP; Pg

Under Section L.3.3.2, instructions are for addressing the requirements of the Mission Capability Oral Presentation to include addressing Sub-factors A, B, and C. However, instructions are not provided for addressing Sub-factors A, B, and C under Section L.3.3.1 for the Written Proposal. Please confirm that the Section L instructions for Volume II (a) Written Proposal are the same as listed in Volume II (b) Oral Presentation.

Yes, the Offeror shall structure the Volume II (a) Written Proposal to address each of the Mission Capability Sub-factor evaluation areas the same as listed in Volume II (b) Oral Presentation Sections 3.3.2, 3.3.3, and 3.3.4, respectively.

The Government expects the depth of descriptions and explanations will reflect the limited written proposal length.

7 Enterprise Management Systems (EMS)

Section J, Atch L-5

As stated in Section J, Attachment L-5, offerors have the option to either use the current EMS or propose a new EMS solution.

We recommend that Sections L and M language be modified to include proposal preparation instructions and evaluation criteria for a proposed new EMS, to include instructions for preparing a cost estimate, how this estimate will be evaluated as part of the overall proposal price evaluation, what features, functionality are desired of the new EMS solution, and how the government evaluate the tradeoff between the added cost of a new EMS and potential compliance risk versus its potential benefits.

The Government revised Section L.4.4 to include, 'Using the ‘Assumptions for Logistics Services Level of Effort’ (Section J, Attachments XX) provided in the RFP, the Offeror's approach should determine the adequate level-of-effort and materials required to execute the TRLS contract. The Offeror shall use the provided Cost Template (Section J, Attachment XX) for the Labor Rates, ID/IQ SOO, and Sample Task Order 001.' The Government revised SOO 6.7 and 'Assumptions for Logistics Services Level of Effort' Attachment L-5 to further clarify the EMS requirements to help the Offeror form a basis of estimate for the Labor categories and level-of-effort needed to meet the SOO requirements and execute the TRLS contract.

8 Contract Clauses DRFP;

Clause

252.216-

Based on the contract type, cost and pricing requirements in the draft RFP, we do not believe these clauses are applicable to this contract. Cost estimates and proposed profit or fee for this contract are not negotiated or adjusted on a labor hour or level of effort basis. Moreover, these clauses were never used in the administration of the incumbent TRLS contract, which is similarly structured. Therefore, we recommend that clauses 252.216-9000 Level of Effort and H1. Increase in Level of Effort not be included in the final RFP.

The Government will remove the DTRA Clause 252.216-9000 and Special Contract Requirement H1 from the Final RFP.

9 Contract Clauses DRFP;

Clause

252.216-

On the current CLS program, the cost associated with the provision of travel services for customers are fee bearing. The travel costs associated with performance of the program management function are non- fee bearing. This is in conflict with clause 252.216-9005. We feel personnel travel for program management functions represents an important cost in the performance of the program. We request that DTRA obtain a waiver to Clause 252.216-9005 for all travel or an amendment that restricts this limitation to program office travel (i.e.

contractor traveler) only, and not Personnel Logistics Services under CLIN x001 as listed on current CLS contract.

The Government does not agree that there is a conflict. DFAR clause 252.216-9005 states that travel is a non-fee bearing element of cost. The hours described in the scenario presented would be charged under Labor and the actual travel cost would be charged to Travel.

10 Government Baseline Travel Amounts

DRFP;

Section L.4.4, Table 4.1

In regards to the Government Baseline Travel Amounts listed in Section L.4.4, Table 4.1, please confirm whether the values in this table are applicable only to contractor travel and not to Personnel Logistics Services under x001 as these amounts are noted as non-fee bearing.

Yes, Section L.4.4, Table 4.1 applies only to TRLS contractor travel. The Government revised Section L.4.4 to clarify, 'The baseline travel amounts are included in Table 4.1—Contractor Baseline Travel Amounts.'

11 Electronic Copies, Format, and Oral Presentation Format

DRFP;

Section L.3.3.1

In Section L.1.3.8, it states that electronic copies must be compatible with the following software: "Microsoft Office Suite 2013 (Word, Excel, PowerPoint, and Project) **". However, in L.3.3.1, when referring to the Oral Presentation, it states, "The Offeror shall provide the Government with slide copies using ‘Handouts’ category, ‘Three Slides’ format in Microsoft PowerPoint 2010."

Please confirm which version of PowerPoint our submitted slides for Oral Presentation should be compatible.

The Government revised Section L.3.3.1 stating, 'The Offeror shall develop multimedia presentation materials using slideshow software compatible with Microsoft Office Suite 2013 (PowerPoint). The Offeror shall provide the Government with slide copies using ‘Handouts’ category, ‘Three Slides’ format in Microsoft Office Suite 2013 (PowerPoint).'

12 Electronic Copies, Format, and Oral Presentation Format

DRFP;

Sections L.1.3.5.1;

L.3.3.1;

L.1.3.7

Two different font typefaces are specified in different locations of the RFP, and Univers font is not part of the current versions of Microsoft Office products. We recommend that the final RFP permit the use of alternative font typefaces, particularly for Univers in the Oral Presentation.

The Government revised Section L.1.3.5.1 stating, 'Pages shall be 8.5 x 11 inches, not including foldouts. Format the pages in two columns. Except for the lettering that is within a graphic, the font size shall be no less than 12-point, ‘Calibri Light’ font. All lettering, including that within tables, charts, graphs, and figures shall be no smaller than 10-point, ‘Calibri Light’ font size.' The Government revised Section L.3.3.1 stating, 'Except for the lettering that is within a graphic, the font size contained in the slide deck shall be no less than 18-point, ‘Calibri Light’ font. All lettering, including that within tables, charts, graphs, and figures shall be no smaller than 10-point, ‘Calibri Light’ font size.' The Government revised Section L.1.3.7 stating, 'Font used in tables, charts, graphs, and figures shall be no smaller than 10-point, ‘Calibri Light’ font.'

13 CLIN Structure General Comment

We recommend that the CLIN structure be modified to include separate CLINs for each major CTR program (e.g. CBEP, WMD-PPP, etc.) as structured for the current TRLS program. We further recommend subline items (SLIN) are included under each CLIN for the specific country support. Per customer feedback, this will provide for more useful financial budget and expenditure reporting.

Noted, thank you for the recommendation.

14 Estimating, Purchasing, and Accounting Systems

DRFP;

Section L.4.3.4

Are US Government-approved estimating, purchasing, and accounting systems a prerequisite for bidding this contract?

Yes, Offerors must have US Government-approved contractor systems at the time of initial proposal submission.

15 CTR Single Shipper Program Policy

DRFP; SOO

Section 5.0

Is this contract the replacement contract for the previous Single Shipper contract?

Yes, the CTR Single Shipper Program policy is implemented by current CTR Logistics Services (CLS) contract [HDTRA1-13-D-0010] and the TRLS contract [HDTRA1-17-R-0027] is the follow-on effort.

16 Proposal Page Length

DRFP;

Section

L.1.2

Given the requirements for Volume IIa Mission Capability Written Proposal, we believe that 15 pages is not a sufficient about of space needed to meet the minimum requirements as outlined in Section M, Evaluation.

The Government expects the Oral Presentations to include the majority of substantive content.

Section L.3.2 reflects, 'The Government expects the depth of descriptions and explanations will reflect the limited written proposal length.'

17 Section L Formatting

DRFP;

Section

L.1.2

In the DRFP, Section L.1.2, Table 1.1 Proposal Organization, sections of the table are collapsed and are not fully able to be read.

See TRLS DRFP Industry Feedback Responses_Atch 1.

18 Section L Volume Copies

DRFP;

Section

L.1.2

In Table 1.1 Proposal Organization, Section L.1.2 states that there will be (1) paper copy of each Volume to be submitted to the Government. Also, other than the Original copy, Section L.1.2 also states that additional paper copies of Volumes I, II(a), II(b), III, IV, and V shall be submitted in separate 3-ring loose-leaf binders, which when open, lay flat. The combination of these two statements would lead the Offeror to believe that there is more than (1) paper copy to be submitted for each volume.

Section L.1.2 is updated to reflect increased numbers of copies for each volume. Please see TRLS DRFP Industry Feedback Responses_Atch 1.

19 Section L Formatting

DRFP;

Section

L.1.3.5.1

The Government states “Pages shall be 8.5 x 11 inches, not including foldouts. Format the pages in two columns.” It will be difficult to provide effective tables, charts, graphs and figures within the two-column page setup that meet the font size requirements as established in the DRFP.

Noted, thank you for the recommendation.

20 Section L Key Personnel

DRFP;

Section

L.1.3.5.3

Section L.1.3.5.3 states that resumes do not count towards the total page count, however the DRFP does not state which positions require resumes, or the Volume and Section they are to be placed in the Offeror’s proposal. We assume resumes are required at least for the two key positions identified.

Section L2.1 is updated to state, 'The Offeror shall include the résumés of key personnel as identified in DTRA Clause 252.204-9004 (Program Manager, Deputy Program Manager).'

21 Section L Cover Letter Template

DRFP;

Section

L.6.4

Section L.6.4 states, “A suggested cover letter for transmitting the questionnaire to each reference is available in Section J, Attachment L-2.” However, Section J, Attachment L-2 is not a Cover Letter template.

The Government intends to include the Transmittal Cover Letter in the Final RFP.

22 Section L CLIN Structure

DRFP;

Section

L.4.4

After review of the DRFP CLIN Structure, and Section 6.0 of the SOO, Performance Objectives, it is our understanding that when performing work in support of all seven Performance Objectives, under normal circumstances, all labor falls under CLIN 0001, ODCs under CLIN 0004 and Travel under CLIN 0005. For Surge Support, all labor, ODCs and travel will be funded under CLIN 0003.

The final CLIN structure and instructions will be provided in the final RFP.

23 SOO

Warehousing

DRFP; SOO

4.0

In Section 4.0 of the SOO, the Government states, “The contractor shall provide an adequate amount of continental United States (CONUS) warehouse space to facilitate the consolidation of CTR CONUS imports and exports.” Please provide approximate square footage required based on historical needs, and any special storage requirements, e.g. cold storage.

The Offeror's approach should determine the adequate amount of warehousing square footage required, using the 'Assumptions for Logistics Services Level of Effort' provided in the RFP. The Government will also include a Cost Sheet in the Final RFP to guide Offeror proposal estimations.

24 SOO

Procurement

DRFP; SOO

6.3; CLIN

After review of the SOO, Section 6.3, our assumption is that ad-hoc purchases of equipment, services, and support fall within CLIN 0004.

Further, it is also our assumption that the Government intends for Offerors to use the “Projected Yearly Burn Rates” provided in Attachment L-5 as plug numbers for pricing.

Ad-hoc purchases of CTR program materials to support mission requirements will be invoiced under CLIN 0001 Logistics Services. Any other equipment (i.e. forklift for warehouse), ancillary to Logistic Service support execution, will be invoiced as Contract ODCs under CLIN 0004.

The 'Projected Monthly Procurement Burn Rates by CTR Program' are NOT plug numbers.

The Government has provided the 'Assumptions for Logistics Services Level of Effort' Attachment L-5 to help the Offeror form a basis of estimate for the Labor categories and level-of-effort required to execute the TRLS contract.

25 Enterprise

Systems (EMS)

DRFP; SOO

6.7.3

In the SOO, Section 6.7.3, the Government requires training on the usage of the EMS, functionality and capabilities. We request in the Final RFP, additional information on the types of training (end-user, train-the trainer, etc.), number of estimated visits per year, desired location of training, and number of students.

The Government revised the training requirement referenced in SOO 6.7.3 to state, 'Provide ad hoc EMS end user training on software navigation, functionality, and capabilities.' The Government revised ‘Assumptions for Logistics Services Level of Effort' Attachment L-5 Section 6.1.1 to state, 'The Government estimates 200 active end users with an estimated 50-person turnover rate per year.' The Offerors approach and system complexity will determine the type, number, location, and class-size required for EMS training.

26 Enterprise Management Systems (EMS)

DRFP; SOO

6.7.4

“Travel support includes [..] (GPS) device procurement, issuance, registration, and support. [..] Ability to track travelers.” Does the current EMS integrate plotting of GPS device locations on a map, and is this a requirement for any new EMS? Or is it GPS traveler tracking only.

No, “Travel support includes [...] (GPS) device procurement, issuance, registration, and support. [...] Ability to track travelers” is not a EMS functionality requirement for SOO 6.7.4.

EMS functionality is outlined and updated in SOO 6.7 'Enterprise Management System

(EMS).'

The SOO 6.4.7 “Travel support includes [..] (GPS) device procurement, issuance, registration, and support. […] Ability to track travelers” are travel support requirements. The Government updated SOO 6.4.7 to state, 'Ability to track travel requests'

27 Sample TO 1

SOW

Procurements

DRFP;

Sample TO

1 SOW

It is unclear in Section 3.0 of Attachment 002, Sample Task Order, if the Contractor is responsible for the procurement of the personal protective equipment and full-scale transportable laboratories or only the delivery of it.

Yes, the Offeror will be responsible for the procurement of items as a notional requirement. The Government will review the requirements in the Sample Task Order 0001 SOW and revise/clarify/update the requirements in the Final RFP.

28 Sample TO 1

SOW

Procurements

DRFP;

Sample TO

1 SOW

It is unclear in Section 3.0 of Attachment 002 as to the type/class of

PPE.

The Government seeks the Offeror's approach to staffing and level-of-effort required to rapidly procure equipment and ship materials, opposed to pricing any specific PPE items required. The PPE items' cost is irrelevant to the solicitation evaluation.

29 Sample TO 1

SOW

Interpretation

DRFP;

Sample TO

1 SOW

It is unclear in Section 3.0 of Attachment 002 if DTRA requires the same interpreters for the period of the Sample Task Order.

The Offeror's approach should determine how best to fulfill supporting the notional requirement. The Government revised Sample TO 001 SOW Section 3.0 to include the following language: 'The TRLS contractor will provide interpretation services reflecting a level equivalent to that of an interpreter at Interagency Language Roundtable (ILR) Level 4 for Interpreting (Advanced Professional Performance);' and 'The TRLS contractor will provide final products reflecting a level equivalent to that of a translator at Interagency Language Roundtable (ILR) Level 4 for Translation (Professional Performance).'

30 Enterprise Management Systems (EMS)

Section J, Atch L-5

The Government states it “will provide the TRLS Contractor with all EMS data, records, and software deliverables received from the predecessor CTR Logistics Services (CLS) contract [HDTRA1-13-D- 0010]. The Government extends the option for the Contractor to propose a new EMS based on the Contractor’s processes and solutions.”

In order for offers to propose and price a new EMS we will need to know what assumptions should be used as far as number of users for each system and sub-system mentioned in Section 6.1.

Additionally, detailed descriptions of what functions are required by the EMS and its sub-systems.

The Government revised ‘Assumptions for Logistics Services Level of Effort' Attachment L-5 Section 6.1.1 to state, 'The Government estimates 200 active end users with an estimated 50-person turnover rate per year.'

The Offerors approach and system complexity should determine the sub-systems required for EMS functionality. In the Final RFP, the Government has revised SOO 6.7 and 'Assumptions for Logistics Services Level of Effort' Attachment L-5 to further clarify the EMS requirements.

31 Enterprise

Systems (EMS)

Section J, Atch L-5

In the case of both the ‘DTRA CLS EMS’ and ‘CLS Travel & Language Portals’ web systems, will DTRA provide all source code required to modify, extend and maintain those systems, including any files required to compile modifications into the same live executable format as the originals? What key programming technologies have been used for the implementation of the 2 web systems (e.g., ASP.NET)? Are there any components of the 2 web systems that can’t be modified (e.g,. due to technical or licensing restrictions)? Do the systems include reasonably sufficient technical and source code documentation?

In the Final RFP, the Government requires Offerors to propose their own unique and innovative solution to the Enterprise Management System (EMS) software based on the requirements listed in Section 6.7 of the TRLS contract Section J, Attachment 001— Statement of Objectives. The Government has revised SOO 6.7 'Enterprise Management System (EMS)' and 'Assumptions for Logistics Services Level of Effort' Attachment L-5 to be released in the Final RFP.

32 CTR Single Shipper Program Policy

DRFP; SOO

5.0

SOO 5.0 Please fully describe the Single Shipper Program.

Understand that it is required, but will it be provided by DTRA to the contractor and are there any costs to be borne by the contractor for using this system? Can the Govt provide a copy of CT SOP 2013-03, Mandatory Use of the CTR Single Shipper Program document?

The CTR Single Shipper Program is a policy document mandating all CTR programs to use the CTR Logistics Services (CLS) contract [HDTRA1-13-D-0010] and the follow-on TRLS contract [HDTRA1-17-R-0027] for all US-origin export shipments. The TRLS contract awardee will implement the policies as outline in CT SOP 2013-03, bearing no additional cost to the contractor. The Government will post the policy document as CT SOP 'Mandatory Use of the CTR Single Shipper' to the solicitation on www.fbo.gov.

33 Enterprise Management Systems (EMS)

DRFP; SOO

6.7

SOO sections refers to a DTRA Enterprise Management System (EMS), so does DTRA have a current systems that a new contractor will take over or does DTRA desire a contractor supplied EMS for property management, purchasing, inventory management, etc.?

In the Final RFP, the Government requires Offerors to propose their own unique and innovative solution to the Enterprise Management System (EMS) software based on the requirements listed in Section 6.7 of the TRLS contract Section J, Attachment 001— Statement of Objectives. The Government has revised SOO 6.7 'Enterprise Management System (EMS)' and 'Assumptions for Logistics Services Level of Effort' Attachment L-5 to be released in the Final RFP.

34 SOO 6.1 Global Materials Transit

DRFP; SOO

6.1.1

Can the Govt provide the current warehousing locations (both CONUS & OCONUS) and square footage.

Can the Govt provide a list of all equip, material, and inventory and its value that will need to be warehoused?

No, the Government will NOT provide the current warehouse locations (CONUS or OCONUS), nor the current square footage usage. The Offeror's approach should determine the adequate locations and amount of warehouse square footage required, using the 'Assumptions for Logistics Services Level of Effort' Attachment L-5 provided in the RFP. The Government will also include an attachment ‘Cost Proposal Excel’ in the Final RFP to guide Offeror proposal estimations.

No, the Government cannot provide a Government Furnished Property (GFP) inventory list until closer to TRLS contract kick-off.

35 SOO 6.1 Global Materials Transit

DRFP; SOO

6.1.2
