Background:
For many years, the Defense Threat Reduction Agency (DTRA), Cooperative Threat Reduction
(CTR) Program, has benefited greatly from the use of a single conveyance program (Single
Shipper) to ship materials as technical aid and obtain duty free customs clearances. DTRA-CTR developed the Single Shipper in order to secure a centralized approach to global distribution.
The use of Single Shipper offers:
Fiscal Responsibility – Consolidating freight for CTR programs reduces overall shipping costs and labor expenses. A centralized approach with a single contractor allows CTR to obtain negotiated volume discounts on shipping costs.
Operational Efficiency – A centralized approach to shipping provides operational benefits, standardized processes and request forms/documentation, economies of scale and fixed timelines and costs. These efficiencies equate to cost savings for the U.S.
Government.
Operational Environment – Use of the Single Shipper ensures CTR materiel and consumables are delivered in what may sometimes be austere environments and to locations not traditionally serviced by many freight carriers. Further, access to specialized cargo aircraft, as applicable, may be required to support DTRA-CTR missions.
Risk Mitigation – Using the Single Shipper supports a robust supply-chain management system, which includes the implementation of DTRA-CTR export controls and other regulatory oversight, as well as the pursuit of duty- and tax- exempt delivery of CTR materiel. In addition, import regulations, regardless of country, are reviewed and applied for all shipments.
Procedural Consistency – CTR benefits from consistency through a standardized and centralized approach to required recordkeeping, reporting, and metrics.

CT SOP Feb 2018 Mandatory Use of the Single Shipper
Purpose:
To establish a standard policy and operating procedure for shipping items procured with CTR funding to the recipients of the technical assistance. Specifically, this Standard Operating
Procedure (SOP):
1. Designates a Single Shipper contractor, selected via full and open competition, as the authorized program source for coordinating international packing, handling, storage and transportation of equipment, materiel, and consumables acquired for the CTR Program, and for import brokerage and duty-free import customs clearances in a technical aid environment.
2. Identifies PI-CTI as the responsible office within CTR to manage and oversee the Single
Shipper contractor.
3. Assigns responsibility to PI-CTI for executing CTR Program requirements under the
Single Shipper in a timely, cost efficient, export/import compliant, and technical aid environment.
Applicability and Scope:
This SOP applies to all international cooperative projects, contracts, or task orders that fall under the CTR Program that require technical aid shipping. Specifically, this SOP applies to program areas within CTR including: Program Integration (PI-CTI); Global Nuclear Security (PI-CTN);
Strategic Offensive Arms Elimination (PI-CTO); Chemical Weapons Elimination (PI-CTC);
Cooperative Biological Engagement Program (PI-CTB); and the Proliferation Prevention (PI-
CTP).
This SOP also applies to efforts conducted by other Department of Defense (DoD) or U.S.
Government agencies or departments that are funded by DTRA-CTR through Military
Interdepartmental Purchase Requests (MIPR) or Inter-Agency Cost Reimbursement Orders
(IACRO), as well as international shipments arranged for or by the Defense Threat Reduction
Office(s) (DTRO)/Regional Cooperative Engagement Office(s) (RCEO).
Policy:
CTR policy is to employ a reliable and cost-effective global shipping strategy that meets materiel movement requirements in a technical aid environment. This shipping strategy must attain an optimum balance between program requirements and shipping modes.
CTR expects all programs to use the CTR Single Shipper contractor for international shipping.
If there are extenuating circumstances or programmatic issues requiring an alternative method
(i.e., hand carrying materials), a request must be submitted in accordance with this SOP.

DTRA retains the title as "exporter of record" of shipments executed through Single Shipper.
All items requiring transnational shipment must be reviewed for export compliance regardless of the shipping method, including items originating OCONUS because of de minimus requirements or possible reexports or retransfers as governed by U.S. law. The Single Shipper provides a robust, consolidated mechanism for program oversight of these requirements, while responsibility for compliance remains with the CTR Program.
Implementation:
1. The CTR Director shall:
1.1 Enforce compliance with this SOP throughout CTR.
1.2 Ensure all CTR contractors comply with this SOP.
2. The Program Managers shall:
2.1 Direct Project Officers and Country Managers in their respective area of responsibility (AOR) to require the performing integrating contractors or other
CTR collaborators to meet applicable regulations and implement procedures to use the Single Shipper.
2.2 Ensure that all contract program representatives (integrators, collaborators, Advisory and Assistance Services (A&AS)) who engage in shipping activities
(i.e., the preparation of shipping requests) receive introductory and periodic training in the requirements for use of the Single Shipper and systems through PI-
CTI. Contractors must separately be familiar with their contractual terms and obligations related to procurement, export authorizations, packaging, and inventory documentation.
3. The Project Managers shall:
3.1 If a Project Officer/Country Manager believes there is a legitimate reason not to use the Single Shipper, submit a request to the CTR Senior Operations Manager through the Program Manager. It is recommended requests be coordinated with
PI-CTI prior to submission.
3.2 Provide detailed cost, schedule, and performance issues involved to explain why the Single Shipper is not the primary selection for transportation services. Denial is presumed until written authorization is received from the CTR Senior
Operations Manager.
4. CTI Division Chief, PI-CT shall:
4.1 Ensure appropriate initial and follow-on shipping process and export compliance training is made available to all contractors working on behalf of the CTR
Program.

4.2 Document processes for Project Officers and performing contractors to use as a guide and a standard to provide the information needed to expeditiously process shipping requests without encumbrances.
5. CTR Senior Operations Manager, PI-CT shall:
5.1 Receives, reviews and considers all request seeking waiver from this SOP.
5.2 Makes a determination whether to grant waiver for this SOP.
