DEFENSE THREAT REDUCTION AGENCY
THREAT REDUCTION LOGISTICS SERVICES (TRLS)
TRLS Request for Proposal Questions April 25, 2018
# Topic Reference Question/Comment DTRA Response (AL-AC)
1 Contract Clauses Section L.5.10 Referencing the Answer to Question 7 - Does the Government expect a total compensation plan for Key Personnel only, or are Offers to submit a total compensation plan for all proposed personnel supporting this Program?
In compliance with FAR clause 52.222-46, Offerors are to submit a total compensation plan for all proposed personnel supporting solicitation HDTRA1-17-R- 0027.
2 Contract Clauses Section L.4.3.3
Referencing the Answer to Question 46. The Government states, “The Government does not anticipate transitioning any Government Furnished Property (GFP).” Are materials that may be stored at the incumbent’s warehouses at the time of transition considered as GFP? If so, should Offerors therefore assume there will not be any materials stored at the incumbent’s CONUS/OCONUS warehouses at the time of transition and Offerors do not need to factor into their transition approach the steps necessary to transfer materials from the incumbent’s warehouses to the incoming contractor’s warehouse(s)?
No. The Government does not anticipate transitioning any Government Furnished Property (GFP). Offerors shall assume there will not be any materials stored at the incumbent’s CONUS/OCONUS warehouse(s) at the time of transition and Offerors do not need to factor existing GFP into their transition approach.
3 General Section L.1.3.7; Section L.2.1
Referencing the Answer to Question 40 – The Government responded, “In reference to L.1.3.7, any other 'foldouts,' except the 'Organizational Structure chart,' will be counted against the page limitations.” L.1.3.7 pertains to Volume II(a), so based on the answer provided we presume the Government would like Offeror’s to include an Organizational Structure Chart in Volume II(a). However, L.2.1 indicates that Offerors are supposed to include an Organizational Structure Chart in Volume I: Executive Summary, which will not be evaluated. We presume the reviewers of Volume II(a) may not necessarily have access to Volume I, therefore they may not see the Organizational Structure Chart in Volume I. Please confirm that the Government desires Offerors to include an Organizational Structure Chart in both Volume I and Volume II(a) and that the chart will not count against the page limitations for either volume.
Per Section L.2.1, Offerors shall include an Organizational Structure Chart in Volume I: Executive Summary, which will not be evaluated. Per Section L.1.3.7, any other 'foldouts,' except the 'Organizational Structure chart,' will be counted against the page limitations. The Offeror may include a redundant Organizational Structure chart if desired and it will not count against the page limitations within this section.
However, all reviewers of all volumes will have access to Volume I.

a. Please clarify if Offerors need to price shipping costs per Table 1.1 of the STO, shipping of mobile labs, logistics cost for five delegates, and translation of documents for the sample task order.
