1.0 INTRODUCTION

This Threat Reduction Logistics Services (TRLS) sample task order incorporates Defense Threat Reduction

Agency (DTRA) notional logistics service requirements to elicit capability, performance, and pricing from potential contractors for the purpose of evaluation. The sample task order compiles requirements into a notional case study, in which DTRA provides rapid-response support to a global crisis-level event. The notional, highly infectious disease outbreak follows a 'common source' and 'person-to-person transmission' epidemic curve developed for training exercises by the US Center for Disease Control and Prevention (CDC).

3.0 SCOPE (NOTIONAL CASE STUDY)

The Surge Support requirements incorporate all TRLS logistics services to provide DTRA with rapid-response capability to address the potential for surge requirements during a global crisis-level event. This notional, highly infectious disease outbreak case study follows a 'common source' and 'person-to-person transmission' epidemic curve developed for training exercises by the US Center for Disease Control and Prevention (CDC).

In January 2019, the outbreak begins in a remote village in West Africa with a common source causing a large spike in confirmed cases. Following initial exposure, disease transmission plateaus to half as many cases each consecutive day. US public health institutions rapidly deploy all available, regional emergency response resources within 72 hours.

In February 2019 (one month after initial exposure), US Army Medical Research Institute of Infectious

Diseases (USAMRIID) and the Walter Reed Army Institute of Research (WRAIR) requests DTRA assistance to respond to the outbreak. DTRA activates the TRLS contract Surge Support CLIN to procure and deliver ambient personal protective equipment (PPE) and ambient laboratory consumables. Over the course of eleven months, a total of 250 shipments, each averaging 3,000 pounds, (see Table 1.1 – Shipping Schedule and Procurement Frequency) of PPE and laboratory consumables via cargo aircraft continue throughout the outbreak event from Washington, DC, USA to one USAMRIID/WRAIR diagnostic laboratory site in each of the affected countries (Guinea, Sierra Leone, and Liberia). In April 2019, two (2) full-scale, transportable laboratories (each laboratory is 7,344 cubic feet weighing 45,921 pounds) procured by USAMRIID, require http://www.govtilr.org/Skills/AdoptedILRTranslationGuidelines.htm http://www.govtilr.org/Skills/interpretationSLDsapproved.htm https://www.fcg.pentagon.mil/fcg.cfm

chartered cargo aircrafts (Antonov An-124 or similar) to facilitate delivery from Kansas City, Missouri, USA to one USAMRIID/WRAIR site in Freetown, Sierra Leone and one USAMRIID/WRAIR site in Conakry, Guinea.

In July 2019 (six months after initial exposure), the outbreak begins to see a decline in confirmed cases and limited to rural areas. The Department of Defense lifts the West Africa travel restriction on USG personnel, allowing DTRA to send delegations of five (5) contractors on a monthly basis for five (5) months. Delegations spend five (5) days with four (4) nights in each destination and follow the same travel itinerary: Washington, DC, USA to Freetown, Sierra Leone then to Conakry, Guinea then returns to Washington, DC, USA. TRLS contract supports airfare, hotels, and ground transportation for the delegation members. The TRLS contract is also required to provide two (2) local English-French consecutive interpreters for each delegation in Guinea, for a total of 25 days. The TRLS contractor will provide interpretation services reflecting a level equivalent to that of an interpreter at Interagency Language Roundtable (ILR) Level 4 for Interpreting (Advanced

Professional Performance).

During the first DTRA delegation visit to each of the effected nations, the Project Officers define a requirement to assess local emergency preparedness and public health capabilities with the assistance of interagency partners. From July to September 2019, as part of a three month research process, CDC, WRAIR, and

USAMRIID, requests expedited language support from DTRA's TRLS contract to provide French-English translation of 6,000 documents (or 1,500,000 words). The TRLS contractor will provide final products reflecting a level equivalent to that of a translator at Interagency Language Roundtable (ILR) Level 4 for

Translation (Professional Performance).

In January 2020 (twelve months after initial exposure), the World Health Organization (WHO) announces the end of the outbreak and DTRA returns to normal engagement activities. However, during the course of the outbreak the US collaborators overestimate the PPE and ambient laboratory consumables required. DTRA now leverages the TRLS contract Surge Support CLIN to support warehouse storage of the overstock materials for one (1) year, requiring additional 3,000 square feet of warehouse space in the continental United States.

After one year, the Government directs the TRLS contractor to make disposition recommendations for the overstock materials, then execute the disposition plans. In January 2021, DTRA formally notifies the TRLS

contractor to deactivate the Surge Support CLIN and no additional costs are to be incurred against the Surge

Support CLIN.
