STATEMENT OF OBJECTIVES

FOR

THREAT REDUCTION LOGISTICS SERVICES

FINAL RFP | 31 January 2018 | HDTRA1-17-R-0027

Prepared by:

DEFENSE THREAT REDUCTION AGENCY

Threat Reduction Logistics Services (TRLS) HDTRA1-17-R-0027

Section J, Attachment 001—Page 2 of 7

UNCLASSIFIED

1.0 INTRODUCTION

Defense Threat Reduction Agency (DTRA) Cooperative Threat Reduction (CTR) is seeking a single contractor to provide logistics services across CTR’s portfolio including Cooperative Biological Engagement Program

(CBEP), Chemical Weapons Destruction (CWD), Global Nuclear Security (GNS), Strategic Offensive Arms

Elimination (SOAE), and Weapons of Mass Destruction Proliferation Prevention Program (WMD-PPP). The

Threat Reduction Logistics Services (TRLS) contract will support DTRA’s mission with partnering nations to develop infrastructure, equip, train, mentor, collaboratively research, draft policy, and establish sustainable counter weapons of mass destruction (CWMD) capabilities.

2.0 PURPOSE

The objective of the TRLS contract is to provide efficient and effective logistics support for CTR programs throughout all areas of responsibility (AORs).

3.0 SCOPE/MISSION

The TRLS contract will leverage a single prime contractor to perform global materials transit, customs clearance in a technical aid environment, personnel travel/events support, document translation, language interpretation, and surge support capability all incorporated into an enterprise management system (EMS).

Other DTRA departments, outside of CTR, may use this contract and may issue separate task orders.

4.0 PERIOD AND PLACE OF PERFORMANCE

The period of performance (PoP) for TRLS is five (5) years from award, 2018 to 2023. If CTR exercises the optional two-year ordering period, the breakdown of the proposed PoP will be as follows:

(Base) Three-year ordering period: 2018 to 2021

(Option 1) Two-year ordering period: 2021 to 2023

Task Order performance can extend 12 months beyond the ordering period

The primary place of performance is outside the continental United States (OCONUS). Locations may include the United States, CTR partner nations, and any future locations required by Office of the Secretary of Defense

(OSD) Policy determinations. TRLS contract program management office (PMO) personnel shall be available to attend key meetings at the Defense Threat Reduction Center (DTRC), as needed. The contractor shall provide an adequate amount of continental United States (CONUS) warehouse space to facilitate the consolidation of CTR CONUS imports and exports.

5.0 BACKGROUND

CTR created the Single Shipper Program in order to secure a centralized approach to global distribution.

According to CT SOP 2013-03 ‘Mandatory use of the CTR Single Shipper Program’, all CTR contractors must use the CTR Single Shipper Program for all United States import and export shipping activities. The TRLS contract serves as the implementer of the CTR Single Shipper Program.

Section J, Attachment 001—Page 3 of 7

UNCLASSIFIED

DTRA has issued major logistics ID/IQ contracts supporting the CTR program since fiscal year (FY) 2005. During this period, the scope of CTR’s logistics operations shifted towards heavily supporting the biological threat reduction and proliferation prevention missions. Consequently, CTR transitioned away from long-term construction projects in the Former Soviet Union (FSU), which required shipping large volumes of construction materials via ocean liners. CTR adapted logistics operations to address the changing environment, focusing more on executing rapid transit requests, supporting a wide-array of events, and providing language services

(interpretation and document translation) in an expansive list of partner nations throughout the world.

6.0 PERFORMANCE OBJECTIVES

The following sections are required capabilities and performance characteristics of the supplies and services.

6.1 Global Materials Transit

6.1.1 Perform world-wide materials transportation, consolidation warehousing, storage, and import/export procedures pursuant to Export Administration Regulations (EAR) and

International Traffic in Arms Regulations (ITAR)

6.1.2 Provide CONUS and/or OCONUS warehousing and storage for ambient, temperature-controlled, hazardous, and perishable materials

› Maintain international, scalable storage alternatives for shipments in-transit (underway)

› Inventory management and tracking

› Optimize consolidation of items in order to provide best economic value within the schedule constraints

› Ability to properly handle, mark, store, and arrange for various shipments

6.1.3 Capability to support an accelerated operational tempo by transporting cargo shipment in an expeditious and cost effective manner

6.1.4 Execute door-to-door shipments using variety of transit methods

› Surface transit (e.g. ocean liner, roll-on/roll-off (Ro/Ro) vessels, truck, rail, etc.)

› Air transit (e.g. passenger, cargo, chartered aircraft, etc.)

6.1.5 Initiate and facilitate property transfer documents, material disposition, and property records management from initial receipt to final destination

6.2 Customs Clearance in a Technical Aid Environment

6.2.1 Demonstrate a well-established export compliance program following industry standards and best practices

6.2.2 Coordinate export/import procedures and customs clearance in accordance with DTRA program agreements, Status of Forces Agreements (SOFA), and other diplomatic notes, as applicable, to ensure relief from duties, taxes, fees, value-added taxes (VAT), permit

› Searchable, filterable, compartmentally organized, and auditable database of logistics requests, bills of materials, purchase orders, deliverable documentation, import/export documentation, translation documents, language glossaries, customs/export permits, export license certificates, customs declarations, archived data, budget/financial reports, and program management documents

› Capable of accepting user-defined queries and producing reports based on those queries

Section J, Attachment 001—Page 6 of 7

UNCLASSIFIED

› System must be capable of robust budget/financial reporting and recordkeeping, tied to real-time logistics request estimates, obligations, and actual costs, filterable down to the

CTR program/engagement country level
