Project Name: Edith Green Wendell Wyatt Federal Building
Location: Portland, OR
Project Description:
Edith Green Wendell Wyatt Federal Building Modernization (EGWW) is a renovation of an existing 18 story, 440,500sf building located in Portland, Oregon. The project is being renovated to align with the High Efficiency Green Building Requirements which includes mechanical, electrical, building facade, tenant spaces, common areas, and cores.
Small Business Subcontracting Plan The project includes a Small Business Subcontracting Plan as described in Exhibit “A” (ref standard documents). The Small Business Subcontract Plan includes Subcontracting goals for Small Disadvantaged Business (SDB), Women-owned Small Business, HUBZone Small Business, Service-Disabled Veteran-owned Small Business, and Veteran-owned Small Business.
Scope of Proposal:
The Labor-Management Committee for the Edith Green – Wendell Wyatt Federal Building Modernization Project Labor Agreement is seeking funding requests from qualified programs and agencies which provide construction training opportunities for Portland metropolitan area community residents, including minority, female, veteran, and disadvantaged individuals. One or more awards may be allocated based on the strength of the requests received.
The General Services Administration is using $5.5 billion in American Recovery and Reinvestment Act funding to convert federal buildings to high-performance environmentally-friendly buildings, to build new, energy-efficient federal offices, courthouses and land ports of entry and to green the Federal government’s vehicle fleet. The Edith Green – Wendell Wyatt Federal Building Modernization project will completely renovate a building that no longer meets current Federal space requirements and turn the Edith Green – Wendell Wyatt Federal Building into one of the premier environmentally-friendly buildings in the nation. To effectively and efficiently manage labor issues on the project, a project labor agreement between the project prime and subcontractors and the local signatory unions has been established. The PLA community workforce goals stipulate that:
· 15% of all covered work hours are to be worked by BOLI registered apprentices.
· Agreement to facilitate the entry of veterans into the construction workforce.
· Development of a community outreach plan to recruit minority, female and disadvantaged workers into a pool of pre-qualified applicants that may be made available for employment on this project.
· Establishment of a training fund to be used to promote recruitment, training and hiring of a qualified workforce.
Tasks to be accomplished include:
· Assist the Union and non-Union training programs in the active recruitment of minority, female, and veteran applicants to Union and non-Union apprentice programs.
· Provide construction training opportunities for community residents, including minority and female residents, who are interested in construction industry jobs.
· Provide post award report(s) of specifically how the organization utilized the funds awarded and how the funds benefitted the active recruiting and training of workers, including minority and female workers, to the construction industry. Reporting requirements will be customized based on each organizations proposal and funds award.
Proposal Requirements:
1. A proposal describing and how the tasks described above would be carried out and including a timeline for completion of tasks.
2. A firm identification of fund amount being requested. Fund request can be for up to $20,000.
3. An estimate of expenses that would be incurred to accomplish the tasks described above.
4. Description of applicant organization qualifications and resumes of key individuals that will be working on the tasks described above.
5. Interviews with finalists may be held.
