Attachment to Amendment 005, Block 14 (Solicitation GS-10P-09-LT-C-0052) This amendment provides instructions for the Design Phase price and Guaranteed Maximum Price (GMP). It identifies the technical documents we are providing.
The GMP submission is used to evaluate understanding of the project scope. The GMP is not binding. We will negotiate the GMP during the design phase. The GMP must be as realistic as possible. We encourage estimates for any reasonable risk being INCLUDED in the GMP.
As stated during the interviews Energy Conservation Measures surfaced during the High Performing Green Building workshop were modeled and analyzed. We also revised scope that was not included in the '06 design.
GSA intends to schedule a telecon with each offerors to discuss and clarify all aspects of the Phase 2, GMP Proposal. This will be scheduled at a mutually agreed upon time after the CMc has had an opportunity to review the documents. Any substantial clarifications identified will be posted by amendment.
Attached Documents (titles in Capital Bold):
Technical Documents for CMc Pricing This document lists all technical documents incorporated into this amendment. They are identified as either Orientation (to provide a more full understanding of the project) or GMP Pricing (to be used to price elements of the GMP). A disc containing the documents will be hand delivered October 6, 2009.
Staffing and Summary Worksheet
This spreadsheet is mainly provided to assist with pricing the project staffing. Instructions for use are provided later in this document.
06-09 Scope Changes and Cost Summary This spreadsheet is provided to identify scope changes between the 2006 and 2009 projects and to summarize pricing of the GMP. Items in green are for the CMc to price. Items in white are currently blank, but GSA will provide pricing assumptions (dollar value to be used in the GMP) via later amendment.
Instructions for GMP pricing submissions:
1. Assume construction duration (notice-to-proceed to substantial completion) of 30 months. Assume a NTP of September 2010.
2. Use any software application or formats you normally use, with the exception of staffing cost. For staffing please use the templates provided (Staffing and Summary Worksheet) or a similar form.
3. The GMP should clearly identify the cost by CSI trade.
4. Assumptions and estimating details should be provided when used. The more detail the better.
5. General conditions should reflect historical costs and commercial practice.
6. Staffing cost, for the CMc, and mechanical, electrical first tier subcontractor, must match the organizations and staffing levels proposed or clarified during the oral interview.
7. Where we’ve provided pricing assumptions, you do not need to estimate that work. Simply use the dollar amounts provided.
8. Include a construction contingency of 5% in the GMP proposal.
Instructions for Design Phase pricing submissions:
1. Assume the design phase will be 9 months, December 2009 to August 2010.
2. Propose a fixed monthly price.
3. Staffing cost, for the CMc, and mechanical, electrical first tier subcontractor, must match the organizations and staffing levels proposed or clarified during the oral interview.
DESIGN PHASE SCOPE ASSUMPTIONS
a. Work with the owner and AE to develop project team processes for:
1. Project Estimating;
2. Document control;
3. Construction Document development (extent of drawings needed and process for development (example: GSA process (50%, 100%, 100% revised); commercial method/process; other).
4. Constructability reviews;
5. Schedule development;
6. Value engineering;
7. Product research;
b. Participate in team meetings to status workload and develop shared processes.
Instructions for Design and Construction Phase Staffing Costs and GMP Summary:
1. As stated earlier, staffing cost, for the CMc, mechanical, and the electrical first tier subcontractor, must match the organizations and staffing levels proposed or clarified during the oral interview for both the design phase and construction phase. Staffing is for front office and corporate office support, not field labor.
2. Staffing costs for both design and construction phases must also be summarized using the templates provided (Staffing and Summary Worksheet) or in a similar form. Summaries are needed to create apple-to-apple comparison.
3. Design phase costs and GMP’s should be summarized using the template provided (Staffing and Summary Worksheet) or in a similar form.
